Construct a storm sewer system, w ter and sewer service connections
and reconnections, street improve ents, repair sanitary sewers, and a
construct a lantern style lighting sy em in the East Kittsondale
Watershed. The project area is ge erally bounded by Interstate 35E, Bay
Street, Shepard Road, Otto Avenu , and West Seventh Street (see attached
map).
EXISTING CONDITIONS:
The majority of the project area is resently served by an combined sewer
system. During periods of modera to heavy rainfall,.stormwater and
sanitary sewage combine to flow o er a diversion structure and outlet to
the Mississippi River. Reports of s wer backups into basements and
surface flooding have also been n ed in these areas.

base, overlaid with asphalt and ha e concrete curb:

Municipal State Aid Streets:
VICTORIA ST. - WEST SEVE TH TO JEFFERSON
Victoria from West Seventh to efferson is a Municipal State Aid
Street. This roadway is classi ied as a two lane high density
collector based on the 20 yea projected traffic counts. The existing
average daily traffic counts ar 2,600 between West Seventh and
Randolph and 2,850 between andolph and Jefferson. The MSA
. standard width is 36' with one ide parking or 44' with two side
parking. The proposed width i 36' with one side parking between
West Seventh and Juno and etween James and Jefferson. Parking
would be banned on the east ide of the roadway. A 40' width with
two side parking is proposed r Victoria between Juno and James.

. businesses at intersection of Ra dolph and Victoria. Construction to
� the MSA standard of 44' would r sult in loss of trees. Construction to r
40' would save the trees and als improve operations of the roadway.
A variance to MSA standards wi be requested for the section
befinreen Juno and James.
OTTO AVE. -WEST SEVENTH O SHEPARD ROAD
Otto from West Seventh to She ard is also an MSA Street.
This roadway is classified as a o lane low density collector based
on the 20 year projected traffic ounts. The existing average daily
traffic count is 1,725 befinreen est Seventh and Shepard. The MSA .
standard width is 34' with one s e parking or 40' with two side
parking. The existing roadway 44' wide and parking is currently
banned on both sides along mo t of Otto. Otto is the only connection to
Shepard Road befinreen I-35E nd Randolph Avenue. It also presently
functions as a 4 lane roadway. For these reasons it is proposed to
reconstruct Otto at the present 4' width and leave the existing
parking configuration as is.
AL.TERNATES:
To do nothing would be inconsisten with the city's commitment to
improve existing oiled streets and i prove water quality and reduce
pollution. Improving the roadways i conjunction with the sewer
construction will save time, money nd inconvenience later.
POSITIVE BENEFITS:
With the completion of the city's se er project and the disconnection of
rainleaders, sewer backups into ba ements will be eliminated, surface �
flooding reduced and the diversion f sanitary sewage to the Mississippi
River will be eliminated.
General improvement of the public right-of-way in conjunction with the
sewer construction will enhance a add quality to the neighborhood.
Street oiling would be eliminated.
ADVERSE EFFECTS:
Normal problems associated with onstruction such as noise, dust and
general disruption will be present. However, by constructing all the
improvements at this time, future dverse effects would be eliminated.
