WHEREAS , The Mayor has proposed bu gets totaling $416 ,405 , 520 for the
City of Saint Paul for the fiscal ear beginning January 1 , 1990 in
accordance with the City Charter a d Administrative Code ; and
WHEREAS , After subtracting out tra sfers between funds , the net
spending plan for 1990 for all ope ating , debt service and capital
improvement budgets was proposed t be $345 ,883 , 346 ; and
WHEREAS , The Mayor ' s Proposed 1990 budget included a recommendation
that the property taxes levied for the City of Saint Paul be increased
4. 1Y to $66 ,846 ,276 ; and
WHEREAS , Minnesota Statute chapter 275 . 065 subd 1 , as amended by
Special Session Law of 1989 , commo ly referred to as the "Truth in
Taxation Law" , requires that all c ties , counties , and school
districts adopt a Proposed Tax Lev for 1990 budgets by November 15 ,
1989 in order to estimate property tax impact for taxpayers so that
they can influence elected officia ' s decision making at public
hearings ; and
WHEREAS , The 1989 Special Session of the Minnesota Legislature reduced
the amount of state provided 1990 ocal Government Aid (LGA) for
Minnesota ' s cities , and increased the amount of state provided School
Aid to Minnesota ' s school distric s ; and
WHEREAS , The 1990 LGA for the Cit of Saint Paul is now estimated to
be $45 ,247 ,090 , instead of the $5 ,753 ,000 estimated in the Mayor ' s
� Proposed 1990 budget ; and
WHEREAS , The LGA loss of $6 ,505 ,9 0 would require an increase in the
City' s levy of $6 ,636 ,028 after a ding a 2% allowance for tax
delinquencies ; thus resulting in 14 . Sy increase in the tax levy to
finance the Mayor ` s Proposed 1990 budget , now therefore be it

be used in the public hearing noti e being prepared for the Saint Paul
Dispatch & Pioneer Press newspaper for the purpose of advertising the
City Council ' s public hearing on t e Mayor ' s Proposed 1990 Budget ,
which will be held on Thursday nig t , December 14 , 1989 at 7 : 00 pm in
the City Council Chambers ; and •
AND BE IT FINALLY RESOLVED , that p ior to final adoption of the 1990
budget , this Council declares its ntent to reduce spending increases
proposed by the Mayor and the prop sed property tax levy identified in
this resolution , after due consideration of citizen input obtained at
the Council ' s public hearings .

Proposed increase in 1990 pr perty taxes for City services
The Saint Paul City Council is c nsidering a proposal to increase
1990 property taxes by 14.5% in order to pay for the City services
controlled by the Mayor and Cit Council.
The tax levy proposed for City s rvices is $73,482,305, which is an
increase of $9,281,346. In 198 , only 25.6% of your tax bill went to
pay for City services; while 43. % paid for Saint Paul public schools
26.2% paid for Ramsey County ervices and S% paid for sei•vices
provided by six other units of g vernment.
This proposed increase of 14.5 reflects both an increase in City
spending, as recommended by t e Mayor, and a change in state law
which reduces state aid to Min sota cities by increasing state aids to
Minnesota school districts. Be re the shift in state aids, the tax levy
to finance an increase in City s ending was proposed to inci•ease
4.1 % or $2,645,317. Thus, th amount of the proposed 14.5% levy
increase attributed to a shift in tate aids is 10.4% or $6,636,029.
This increase is a proposal onl . All citizens of Saint Paul a�•e
welcome to attend a public hea ing where the City Council will
discuss the proposed increase. The City Council is interested in
hearing your concerns and opi ions regarding City services and
taxes before they decide on a nal budget and tax levy at the

Proposed increase in 1990 pr perty taxes for City servirP�
The proposed propei•ty tax levy b sed on the Mayor's proposed
budget. for 1990 City services is 73,482,305, which is an inci•ease of
$9,281 ,346 or 14.5%. In 1989, nly 25.6% of your tax bill went to
pay for City services; while 43.2 o paid for Saint Paul public schools
26.2% paid for Ramsey County ervices and 5% paid for services
provided by six other units of go ernment.
This proposed increase of 14.5% reflects both an increase in City
spending, as recommended by th Mayor, and a change in state law.
The Minnesota Legislature i•edu d state aid to the City of Saint Patil
and increased state aid to the Sai t Paul school district. Before the
shift in state aids, the City's pro ei-t.y tax levy to finance an increase
in City spending was proposed t. increase 4. 1 % or $2,645,317.
Thus, the amount of the pr•opose levy increase attributed to a shift. in
state aids is 10.4% o�- $6,636,02 . While the property tax levy for
City services will increase, it is rojected the levy for the Saint. Paul
school distr-ict will decrease.
The Saint Paul Cit.y Council is h lding a public heal-ing t.o consider
the Mayor's proposal for the 19 0 City budget of $345,883,346 along
with the adjusted tax levy. All itizens of Saint Paul are welcome to
attend the public hearing where he City Council will discuss the
Mayor's proposals and other alt rnatives. The City Council is
interested in hearing your conce ns and opinions regarding City
services and taxes before they d cide on a final budget and ta� levy at.

The City of Saint Paul is pro osing to increase total property
taxes to be collected for 1990 by 14.5% over 1989 taxes.
Total amount p oposed: $ 73,482,305
This increase is not necessar' y due to a decision by the city
council to increase spending. The state of Minnesota has shifted
aid from cities to school dist icts, and part of the increase may
be due to a decrease in state id to Saint Paul.

Notice to all Sai t Paul citizens:
Proposed increase in 1990 pr perty taxes for City services
The Saint Paul City Council is c nsidering a proposal to increase
1990 property taxes by 14.5% in order to pay for the City services
controlled by the Mayor and Cit Council.
The tax levy proposed for City s rvices is $73,482,305, which is an
increase of $9,281,346. In 198 , only 25.6% of your tax bill went to
pay for City services; while 43. % paid for Saint Paul public schools
26.2% paid for Ramsey County services and 5% paid for services
provided by six other units of g vernment.
This proposed increase of 14.5 o reflects both an increase in City
spending, as recommended by t e Mayor, and a change in state law
which reduces state aid to Min esota cities by increasing state aids t.o
Minnesota schoo] districts. Be ore the shift in state aids, the tax ]evy
to finance an increase in City s ending was proposed to increase
4.1 % or $2,645,317. Thus, th amount of the proposed 14.5% levy
increase attributed to a shift in state aids is 10.4% or $6,636,029.
This increase is a proposal onl . All citizens of Saint Paul are
welcome to attend a public he ring where the City Council will
discuss the proposed increase. The City Council is interested in �
hearing your concerns and opi ions regarding City services and ,
taxes before they decide on a inal budget and tax levy at the
