and WHEREAS, these seven dif erent organizations have worked together int he past, but wit little coordination of their activities and without an agr ed upon strategic plan for economic development, promotional, and tourism activities for the City's downtown area; and WHEREAS, downtown Saint aul will face increasing compe- tition for economic developme t, promotional, and tourism activities from within the me ropolitan area, including increased competition for convention ce ter, convention hotel, and sports facility business and activit'es; and WHEREAS, Saint Paul must coordinate its limited financial resources for downtown econom'c development, promotional, and tourism activities to insure at the most effective downtown development activity is being conducted according to an agreed upon strategic plan for the C'ty; and WHEREAS, the Downtown De elopment Division has an annual budget of over $1. 1 million f r development work in the downtown area; and WHEREAS, Saint Paul 's ta ayers have invested over $276 million in the downtown area ' the form of real estate assets, outstanding debt and loans, a other financial support for development projects; and WHEREAS, there is now a ed for the public and private sectors to reexamine the roles, functions and questions of future public funding of these seven ifferent organizations, along with public funding support issues egarding other downtown organizations; now, therefore e it RESOLVED, that the Saint aul City Council in conjunction with the Saint Paul Area Chamb r of Commerce, hereby requests that the Mayor and Planning Co mission establish a Downtown Development Study Task Force ( ereinafter "Task Force") and requests that the Planning Com ission appoint the membership and chairperson of the newly-estab ished commission as follows: one member recommended by each of he seven development, promotional, and tourism organizations desc ibed above, with the requirement that none of the members from hese seven organizations be staff members, (Staff inembers will p rticipate with the Task Force in non-voting capacity) and six m mbers selected from the community at large and two members of th Planning Commission, one of whom shall serve as chairperson;
