z WHEREAS, the City of Saint Paul is eligible for a refund of residual assets from PERA under laws of Minnesota 1999,
a Chapter 222, Article 4, Section 10, and,

s WHEREAS, the state legislature mandated that the local goveming body must hold a public hearing, and,
s
� WHEREAS, the municipality must formulate and adopt a plan for the expenditure of the residual amount, and,
a
s WHEREAS, a new separate fund and activities have been recommended to account for these assets, and
�o
» WHEREAS, the City Council must annually adopt the city budgets, and,
�z
�a WHEREAS, the City Council held a public hearing on December 15, 1999,
�a
ts NOW THEREFORE BE IT RESQLVED, these assets and all interest eamed on these assets will be used for the
�s following police related purposes:
n
�e a. use to fund the city share of the 10 Clinton Cops, which will be shifted to General Fund financing on a five year
+e straight line increasing basis;
so
z+ b. use approximately $1,500,000 over four years to cover increased police severance costs due to changes in
zz police pension rules;

za c. use approximately $1,200,000 for police capital pur�hases over four years;

zs d. use to fund the iotal cost of adding police o�cers, which will be shifted to General Fund financing on a
z� 10 year straight line increasing basis;

zs e. use any remaining funds exclusively for Police expenditures similar to these,

a+ AND BE IT FURTHER RESOLVED, the annual City Budget will i�clude the financial plan for the use of these assets,

33 AND BE IT FINALLY RESOLVED, the City Council directs the City Clerk to forward this resolution to the State

if certain conditions were satisfied. One of these conditions is local legislative adopfion of a plan for the use of the retumed assets. This
