This area is bounded by Fairview, St. Clair, Pascal and Selby. EXISTING CONDITIONS: The project area is presently served y a combined sewer system. During periods of rainfall, storm water and sanit ry sewage are combined. Light rainfall, combined with sanitary sewage, wil be directed to the sewage treatment plant where the stormwater will be unnec ssarily treated. Moderate to heavy rainfall, combined with sanitary sewage, will overflow diversion structures and untreated sanitary sewage will outlet to the ississippi River. Reports of sewer backups into basements and surface flooding ave also been noted in this area. Although tree removals are planned, tree trimming may be necessary at some locations facilitate sewer construction. The new storm sewer construction s part of a long-range storm sewer project � which will result in separate storm and sanitary sewer systems throughout the city. � The street improvements propo ed would compliment the storm sewer construction. New bituminous road ays with concrete curb and gutter are being proposed. All driveways will be re onstructed with concrete and new concrete outwalks will be constructed for ea h home. Boulevards will be regraded and sodded. The old series lighting sys em would be retrofitted with a new sodium vapor lighting system. ALTERNATES: To do nothing would be inconsiste t with the city's commitment to improve existing oiled streets and improve w ter quality and reduce pollution. Improving the roadways in conjunction with se er construction, will save time, money and inconvenience later. POSITIVE BENEFITS: With the completion of the city' sewer project and the disconnection of rainleaders, sewer backups into ba ements will be eliminated, surface flooding reduced, and the diversion of sanita sewage to the Mississippi River, as well as the diversion of storm water to the s age treatment plant, vv�ll be eliminated. General improvement of the publ c right-of-way in conjunction with sewer construction will enhance and add uality to the neighborhood. Street oiling would be eliminated. ADVERSE EFFECTS: Normal problems associated with onstruction, such as noise, dust, reduced access to property and general d sruption, will be present. However, by constructing all improvements at his time, future adverse effects would be eliminated.
