WHEREAS , Ramsey County propos s to enter into an agreement with
Computil Company for the purpose of obtaining collections of backlog
parking tickets for the Second Judi ial District of the State of
Minnesota , including parking ticket issued by Saint Paul police ; and
WHEREAS , The proposed agreem t between the County and Computil
indicates that the following expen es may be deducted from revenues
actually collected by the Court fo those parking tickets delegated to
Computil for collection : (a) 20% o revenues as compensation for
Computil , (b) postage for notices nd (c) costs for out-of-state
verification of relevant driver re istration data.
WHEREAS , The City is entitle to receive 50% of fines paid to
the Court for parking tickets issu d by the police officers of the
City , and because of this entitlem nt , the County has requested that
the City indicate its approval to he proposed contract with Computil ;
now, therefore , be it
RESOLVED , That the Council o the City of Saint Paul does hereby
indicate its approval of the propo ed agreement between Ramsey County
and Computil and the payment to Co putil of 20% of revenue actually
collected by the Court for parking tickets delegated to the Company
for collection , provided that the County agrees that , upon the
recommendation of the Saint Paul ity Council , it will exercise its
option to terminate the agreement ith Computil; and , be it
FURTHER RESOLVED , That the ity Clerk shall transmit a copy of
this resolution to the Chair of t e Ramsey County Board of
Commissioners for the concurrence and approval of the terms contained
- herein.

30,000 Saint Paul parking and traffic violati ns are unpaid, therefore, the City and
County do not collect revenues, estimated at 1.5 million, for these tickets.

WHEREAS, Ramsey County has over 75,000 warrants outstand-
ing which includes over 55,000 traff c and parking warrants ; and
WHEREAS, the Court and the Sheriff ' s Department have a
difficult time managing this large n mber of warrants which has re-
sulted in an increase in the number f arrests on bad warrants; and
WHEREAS, a systematic appr ach is needed to handled traf-
fic and parking warrants in a timely manner maximizing compliance; �
THEREFORE, BE IT ' !
RESOLVED that the followin procedure be adopted by the
Second Judicial District for process ng parking and traffic warrants :
(1) The Court utilizes personnel to he best of its ability to issue
the parking and traffic warrants on timely basis. This will allow
the Sheriff ' s Department to have cur ent information for use in serv-
ing warrants being cleared on a time y basis . (2 ) Utilize ticketwriter
system for issuance of parking ticke s in St. Paul. The ticketwriter
system contains a computerized list f vehicles which have five or
more outstanding warrants. These ve icles will be towed and impound-
ed until owners satisfy the outstand ng tickets. (3 ) Remove all war-
rants over two years old from the Sh riff ' s Department active file.
This would include removing the warr nts from the Alert List. By re-
moving these old warrants, the Sheri f will be -able to utilize his
personnel resources to collect on th current outstanding warrant
list. (4 ) Assign all warrants over t o years old to Computil for col-
lection. Computil will attempt coll ction of these warrants by a
series of notices designed by the Co rt. (5) After Computil has attempt-
ed collection on the two-year-old ou standing warrants and has been
unable to collect, the warrants will be` cancelled. At this time, the
warrants will be approximately three years old. AND BE IT
FURTHER RESOLVED that Rams y County and the City of St.
Paul is urged to support the use of omputil as a collection agency
and a computerized parking ticket sy tem as new methods for collection
of outstanding parking warrants.
