WHEREAS, the City of int Paul ' s Division of Parks and
Recreation wishes to have th ability to hold on-sale non-intoxi-
cating malt liquor and wine 1 censes ; and
WHERERS, current state egislation does not permit a City
department, division or offi e to be a liquor or wine licensee ;
now, therefore, be it
RESOLVED, that the Cit of Saint Paul seek special state
legislation that would pro ide the authority for the City' s
Division of Parks and Recreat on:
1 ) to apply and the Ci y Council to grant to the division
on-sale non-intoxica ing malt liquor and wine licenses ;
and
2) to approve vesting uch a license in any persons, firms
or corporations wh ch have contracted with the city
or have received p rmits to use park premises or in
any caterers hired b such persons , firms or corporations
for the event.

At your October 2, 1989 eeting you asked that I prepare a
memorandum explaining the n ed for state legislation which would
give the City the authorit to issue a liquor license to the
Division of Parks and Rec eation and provide a copy of this
memorandum to Bonnie Balach and Vic Wittgenstein.
The current state of affairs is this: under state law there is no
authority to issue an on-sa non-intoxicating malt liquor or on-
sale wine license to any ci department, office or division. By
previously approved special egislation, an on-sale liquor licensee
may come to the Phalen Par Clubhouse and provide liquor for an
event or a private party wh does not hold a 1 iquor 1 icense may
purchase, bring to and serv their own liquor there.
The proposed resolution supp rts legislation allowing the Division
of Parks and Recreation to e a non-intoxicating malt liquor and
wine licensee and giving P rks and Recreation the authority to
approve vesting such a icense in any persons, firms or
corporations which have co tracted with the city or who have
received permits to use par premises or in any caterers hired by
such person, firm or corpora ion for the event. The proposed bill
would require City Council proval.

WHEREAS , Ramsey County proposes to enter into an agreement with
Computil Company for the purpose o obtaining collections of backlog
parking tickets for the Second Jud ' cial District of the State of
Minnesota , including parking ticke s issued by Saint Paul police � and
WHEREAS , The proposed agreem nt between the County and Computil
indicates that the following expen es may be deducted from revenues
actually collected by the Court fo those parking tickets delegated to
Computil for collection: (a) 20% o revenues as compensation for
Computil , (b) postage for notices nd (c) costs for out-of-state
verification of relevant driver re istration data.
WHEREAS , The City is entitled to receive 50% of fines paid to
the Court for parking tickets issue by the police officers of the
City, and because of this entitleme t , the County has requested that
the City indicate its approval to t e proposed contract with Computil ;
now, therefore , be it
RESOLVED , That the Council of the City of Saint Paul does hereby
indicate its approval of the propos d agreement between Ramsey County
and Computil and the payment to Com util of 20% of revenue actually
collected by the Court for parking tickets delegated to the Company
for collection , provided that the Co nty agrees that , upon the
recommendation of the Saint Paul Cit Council , it will exercise its
option to terminate the agreement wi h Computil ; and , be it
FURTHER RESOLVED , That the Cit Clerk shall transmit a copy of
this resolution to the Chair of the amsey County Board of
Commissioners for the concurrence an approval of the terms contained
� herein.

WHEREAS, Ramsey Count has over 75,000 warrants outstand-
ing which includes over 55,000 t affic and parking warrants ; and
WHEREAS, the Court and the Sheriff ' s Department have a
difficult time managing this lar e number of warrants which has re-
sulted in an increase in the num er of arrests on bad warrants; and

WHEREAS, a systematic pproach is needed to handled traf-
fic and parking warrants in a ti ely manner maximizing compliance; i
THEREFORE, BE IT ' '
RESOLVED that the foll wing procedure be adopted by the '
Second Judicial District for pro essing parking and traffic warrants:
(1) The Court utilizes personnel to the best of its ability to issue
the parking and traffic warrants n a timely basis. This will allow
the Sheriff ' s Department to have urrent information for use in serv-
ing warrants being cleared on a t'mely basis . (2) Utilize ticketwriter
system for issuance of parking ti kets in St. Paul. The ticketwriter
system contains a computerized li t of vehicles which have five or
more outstanding warrants . These vehicles will be towed and impound-
ed until owners satisfy the outst nding tickets . (3 ) Remove all war-
rants over two years old from the Sheriff ' s Department active file.
This would include removing the w rrants from the Alert List. By re-
moving these old warrants, the Sh riff will be -able to utilize his
personnel resources to collect on the current outstanding warrant
list. (4 ) Assign all warrants ove two years old to Computil for col-
lection. Computil will attempt c llection of these warrants by a
series of notices designed by the Court. (5) After Computil has attempt-
ed collection on the two-year-old outstanding warrants and has been
unable to collect, the warrants w' ll be cancelled. At this time, the
warrants will be approximately thr e years old. AND BE IT
FURTHER RESOLVED that Ra sey County and the City of St.
Paul is urged to support the use o Computil as a collection agency
and a computerized parking ticket ystem as new methods for collection
of outstanding parking warrants.

WHEREAS, the elected officials of Ramsey County, the City of Saint
Paul, the Saint Paul Pub ic Schools and the State of Minnesota
have a joint interest in the children in this community; and
WHEREAS, each governmental entit wishes to continue to be educated
about children' s issues; and
WHEREAS, each governmental entit seeks increased opportunities to
communicate about child en' s issues with the other; and
WHEREAS, the City' s Child Care O dinance calls for the creation of an
intergovernmental group to facilitate information sharing and
policy consideration;
Now, therefore, be it
RESOLVED, that the City of Saint aul shall designate three
representatives each fr m the City Council to participate on
the Children' s Issues uncil (CIC) . The CIC will meet
guarterly or on an as eeded basis for the purpose of:
-- educating elected officials on children' s issues,
-- discussing policy ideas to address the issues identified,
and
-- providing for imp oved coordination of new and existing
children' s servic s provided by the jurisdictions.
