The current state of affairs is this: under state law there is no authority to issue an on-sa non-intoxicating malt liquor or on- sale wine license to any ci department, office or division. By previously approved special egislation, an on-sale liquor licensee may come to the Phalen Par Clubhouse and provide liquor for an event or a private party wh does not hold a 1 iquor 1 icense may purchase, bring to and serv their own liquor there. The proposed resolution supp rts legislation allowing the Division of Parks and Recreation to e a non-intoxicating malt liquor and wine licensee and giving P rks and Recreation the authority to approve vesting such a icense in any persons, firms or corporations which have co tracted with the city or who have received permits to use par premises or in any caterers hired by such person, firm or corpora ion for the event.
