WHEREAS, the Director of the Department of Human Rights has
received a charge asking h 'm to investigate whether there are
reasonable grounds to beli ve that Respondent Hyde Park Restaurant
has discriminated, on the asis of race, against Michael Charles
in violation of St. Paul L gislative Code Sections 183 . 03 ( 2 ) (a)
and (c) ; and
WHEREAS, the Director of the Department of Human Rights has
conducted such investigati n and found probable cause exists to
support such allegations; nd
WHEREAS, the Director of the Department of Human Rights has
unsuccessfully attempted t resolve, conciliate and compromise
the conflict between the p rties; and
WHEREAS, the St. Paul Legislative Code Sections 183 .20 and
183 . 24 provide that civil nforcement proceedings be instigated
by the Director of the Dep rtment of Human Rights and such hearings
are to be presided over by a chairperson and law officer; and
WHEREAS, a hearing ha been scheduled for November 9, 1989 ;
now, therefore, be it
RESOLVED, by the St. aul City Council, that the City of
St. Paul, by its Human Rig ts Department, is authorized to retain
the services of Mary Giuli ni Stephens, Attorney at Law, at the
rate of $50 . 00 per hour fo services as law officer relative to the
complaint of Josephier Bro n, Director, St. Paul Department of Human
Rights ex rel. Michael Cha les vs. Hyde Park Restaurant; and, be it
FURTHER RESOLVED, tha the compensation to be paid Mary
Giuliani Stephens be charg d to the Department of Human Rights.
