WHEREAS, Pursuant to Minnesota Statut s, � 462.357 and § 64.400 of the Legislative Code, Curtis Pasch duly p titioned to rezone 647 E. Mr. Neid added tha he received a phone call from District 5 requesting a layover, no re son stated. � Curtis Pasch, 1805 - 60th Street� Inve Grove Heights; and Bill Godwin, 1200 Payne Avenue� property owner and store manager/owner respectively of the Our Own Hardware Store, 647 East Maryland venue� offered to answer questions from the Committee. Mr. Godwin stated that e intends to blacktop the proposed parking area, install a chain link fen e on the east and the Maryland sides of . the lot and restrict the area to emplo ee parking. Mr. Neid asked if angle parking was in nded. Mr. Pasch replied yes. Mr. Neid inquired whether or not the appli t met with District Council #5 and the Land Use Committee. Mr. Godwin re ied affirmatively and stated that the committee appeared unsure of the need r a rezoning request. Mr Neid asked if there would be a problem with layov . Mr. Pasch responded that a business is proceeding with blacktopping/fencin and it would be more cost effective to have the proposed parking lot done at e same time. Ms. Zieman asked about landscaping. Mr Pasch explained their plan. Mr. Christenson questioned the use of t e garage in the rear of the lot. THE COUNCIL OF THE CITY OF SAINT PAUL OES ORDAIN: Sec ion 1 Purpose. Laws Minn. 1989, Chapte 49, changed state law concerning liquor hours of sale relevant to this rdinance: the prohibition of on-sale of intoxicating liquor after midnight n all Sundaxs was removed from state law and replaced by a 1:00 a.m. closin time. The City Council intends to make the city ordinance uniform with s ate law in those respects, despite its authority to impose or retain more st ingent standards.
