WHEREAS, the United States Departmen of �ustice, Drug Enforcement Administra-
tion, has undertaken to assemble the Minnesota State and local Task Force to
engage in metropolitan-wide law enfo cement concerning drug trafficking, and
fn1IiEREAS, tl�.e Ci.ty of Saint Paul Poli e Department has been solicited to
participate in the task force by fur ishing officers to assist in the task
force, and
WHEREAS, the United States Departmen of Justice desires to partially
reimburse the City of Saint Paul and officers so assigned,
NOW THEREFORE BE TT RESOLVED the pro er City offa.c,ials are Yiereby authorized
and directed to execute an agreement with the United State� Department of
Justice, Drug Enforcement Administr� ion, embodying the above facts, a copy
of said agreement to be kept on file and on record in the Department of
Finance and Management Services.

STATE AND LOCAL ASK FORCE AGREEMENT
This agreement is made this first day of October 1989, between the United
States Department of Justice, Drug nforcement Administration (hereinafter
"DEA"), and the St. Paul Police Depart ent, St. Paul, Minnesota (hereinafter
"Department") .
WHEREAS there is evidence that t fficking in narcotics and dangerous drugs
exists in the metropolitan Minneap lis/St. Paul area and that such illegal
activity has a substantial and detri ental effect on the health and general
welfare of the people of St. Paul, Mi esota, the parties hereto agree to the
following:
1 . The DEA Minnesota State and Local Task Force will perform the
activities and duties described below
(a) disrupt the illicit dr traffic in the metropolitan Minneapolis/
St. Paul area by immobi izing tar$eted violators and trafficking
organizations; �
(b) gather and report inte igence data relating to the trafficking in
narcotics and dangerou drugs; and,
(c) conduct undercover o erations where appropriate and engage in
other traditional meth ds of investigation in order that the Task
Force's activities r sult in effective prosecution before the
courts of the United S ates and the District Courts of the State
of Minnesota.
2. To accomplish the object ves of the Minnesota State and Local Task
Force, the Department agrees to d ail two (2) experienced officers to the
Minnesota State and Local Task Forc for a period of not less than two years.
During this period of assignment, the officers will be under the direct
supervision and control of DEA sup visory personnel assigned to the Task Force.
3. The officers assigned t the Task Force shall adhere to all DEA
policies and procedures. F3ilure t adhere to DEA policies and procedures shall
be grounds for dismissal from the T sk Force.
4. The officers assigned to he Task Force shall be deputized as Task
Force Offieers of DEA pursuant to 2 U.S.C. Section 878.
5. To aceomplish the objecti s of the DEA Minnesota State and Local Task ,
Force, DEA will assign three (3 Special Agents to the Task Force. DEA will
also, subject to the availabil' y of annually appropriated funds or any
continuing resolution thereof, pro ide necessary funds and equipment to support
� the activities of the DEA Special ents and Department officers assigned to the
Task Force. This support will inc ude: office space, of�ce supplies, travel
funds, funds for purchase of evide ce and information, e�e vehicles investi-
gative equipment, training, funds or overtune costs de cribed below, clerical
support, and other support items.

6. During the period of assig ent to the Minnesota State and Local Task
Force, the Department will remain res nsible for establishing the salary and
benefits, including overtime, of the D partment's officer assigned to the Task
Force, and for making all payments due them. DEA will, subject to availability
of funds, reimburse the Department or overtime payments made by it to the
Department's officer assigned to the 'nnesota State and Local Task Force for
overtime, up to a sum equivalent to 2 percent of the salary of a GS-10, step 1 ,
Federal employee (currently $6,565.25), per officer.
7. In no event will the Depart nt charge any indirect cost rate to DEA
for the administration or implementat'on of this agreement.
8. The Department sha11 maintai on a current basis complete and accurate
records and accounts of all obliga ions and expenditures of funds under this
agreement in accordance with gener lly accepted accounting principles and
instructions provided by DE� to facil tate on-site inspection and auditing of
such records and accounts.
9. The Department shall permit d have readily available for examination
and auditing by DEA, the United St tes Department of Justice, the Comptroller
General of the United States, and any of their duly authorized agents and
representatives, any and all records, documents, accounts, invoices, receipts or
expenditures relating to this agreem nt. The Department shall maintai.n all such
reports and records until all au its and examinations are completed and
resolved, or for a period of thr e (3) years after termination of this
agreement, whichever is sooner.
10. The Department shall comply with Title VI of the Civil Rights Act of
196�4 and all requirements imposed by or pursuant to the regulations of the
United States Department of Justie implementing that law, 28 CFR Part 42,
subparts C and D.
11 . The Department agrees th an authorized officer or employee will
execute and return to DEA the attac ed OJP Form 4061/2, Certification Regarding
Debarment, Suspension, and Other Responsibility Matters. The Department
aclmowledges that this agreement wi not take effect and no Federal funds will
be awarded to the Department by ' EA until the completed certification is
received.
12. Tne Department agrees th t an authorized officer or employee will
execute and return to DEA the atta hed OJP Form 4061/3, Certification Regardin$
Drug-Free Workplace Requirement�. The Department acknowledges that this
agreement will not take effect an no Federal funds will be awarded to the
Department by DEA until the comple� d certification is received.
13. When issuing statements, p ess releases, requests for proposals, bid
solicitations, and other docume s describing projects or programs funded in
whole or in part with Federal mone , the Department shall clearly state: (1) the
percentage of the total cost of th program or project which will be financed
� with Federal money and (2) the do ar amount of Federal funds for the project
or program.

14. The term of this agreement shall be from the date of si�nature by
representatives of both parties to Sep ember 30, 1990. This agreement may be
terminated by either party on thirty ( 0) days advance written notice. Billings
for all outstanding obligations must b received by DEA within 90 days of the
date of termination of this agreem nt. DEA will be responsible only for
obligations incurred by the Depart ent's officers during the term of this
agreement.
