WHEREAS, The C1ty Councll, pursuant t� hapter 62 of the Administrative
Code, did hold a Public Hea�ing on Octo� r 10, 1989, in the City Council
Chambers for the purpose of establishi g the level of services of street and
alley maintenance to be performed in t e C1ty of Saint Paui in 1990, and
the amount of service charges to be lev ed against benefitted property;
now, therefore, be it
RESOLVED, That the Council of the Cit}� of Saint Paul does hereby dete�rmine
that the program of Street Maintenanc Services to be performed within
the City of Saint Paul fn 1990 shail be in the manner as set forth and
described in the attached report of th' Department of Pubiic Works, and the
Department of Pubi�c Works is hereby utharized to perform the necessary
work as set forth in safd report and all, in accordance wlth said Chapter
62 the Admfnistrative Code, keep an � curate record of ali costs
attributabie to the program and repor' such intormatian to the Department
af Finance and Management Services.

Notice is hereby given that a Public Hearing will be held on the 3#�t d+r►�of
Octobe�19�9 af 9:b0 A.M. in the Saint Paul ity Council Chambers,City Hall and
Court House,Saint Paul,Minnesota. The p rpose of the Public Hearing is to
consider the level of service of street mainte ance to be performed in the City of
Saint Paul in 1990 and to consider the cost such service to be charged against
benefitted property in accordance with Ch ter 62 of the Administrative Code.
The particular service to be performed and the estimated costs as proposed by the
Department of Public Works are as follow
A -D WNT WN R L P E
Descri�tion:
Class I service will be performed on all d wntown streets within the following
boundaries: Kellogg Boulevard on the so th and west,Eleventh Street on the north,
and Broadway on the east.
Pro�osed 1990 Level of Services:
The downtown streets will be swept thr e times per week and flushed five times per
week. All routine maintenance,includ' g patching and repairing of street surfaces,
will be performed on an as-needed basi .
Pro�osed Assessment:
All Class I service will be assessed at a ate of .11 per assessable foot for all.
LA II- N M L A D RTERIA TR ET
Descri�tion:
Class II service will be performed on 1 outlying commercial and arterial streets in
the City. These are the major arteries the City and have both heavy volumes of
vehicular and pedestrian traffic and ve frequent business or commercial properties
fronting on them. Typical examples ould be as follows: University Avenue,
Snelling Avenue,West Seventh Stree ,East Seventh Street,Rice Street,Payne
Avenue,Arcade Street,Summit Ave ue,Grand Avenue and others. All of these
Class II streets are accurately define on a map available for viewing in the
Deparfinent of Public Works,900 Ci Hall Annex.
Proposed 1990 Level of Service:
The Class II streets would be cleane approximately 18 times per season. All routine
maintenance,including patching a d repairing of street surfaces,will be done on an
"as-needed"basis.

Proposed Assessment:
Under Class II service there will be two ass sment rates,one commercial and one
residential. The commercial property rate 11 be 2.14 per assessable foot and the
residential property rate will be .�97 per as ssable foot.
C'LASS III-ALL RESIDENTTAL STREETS
Description:
Class III service would be performed on all residential streets including oiled streets,
paved streets and intermediate type streets
Proposed 1990 Level of Service:
Residential streets, including oiled,paved d intermediate streets,would receive
thorough cleaning each spring which wo d include sweeping and flushing.
Patching and repair work would be done n an "as-needed"basis. Approximately
150 miles of oiled streets would receive a and sealcoat and approximately 20 miles of
paved streets will receive a chip sealcoaE, In the fall (weather permitting)leaves
would be picked up from these streets.
Proposed Assessment:
Under Class III service to residential str ts,we have iwo assessment categories. The
commercial property rate would be 1.5 per assessable foot and the residential
property rate would be�97 per assessa le foot.
CLASS IV-ALL OILED AND PAVED LLEYS
DescripHon:
Class IV service would be performed o all oiled,paved and intermediate type alleys
within the City.
Proposed 1990 Level of Service:
All oiled,paved and intermediate alle s would receive a thorough cleaning each
spring. Efforts would be made to co plete the deaning by June 15th. All routine
maintenance,including patching and epair of the alley surface,would be performed
on an "as-needed"basis.
Pro�osed Assessment:
The proposed assessment rate is .77 per assessable foot for commercial property and
.51 per assessable foot for residenti property.

LA V AND VI - NIMPR VED TR AND ALLEY
Descn�tion•
Class V and VI service will be performed o unimproved streets and alleys. By
unimproved,we mean those streets and all ys that have not been developed for one
reason or another. They are platted City ri hts-of-way;however, the abutting
residents have never petitioned for their i provement nor have there been any
assessments levied. Because they are City 'ghts-of-way, the City has the
responsibility to perform minimal repairs nd maintenance work to reduce hazards.
Pro�osed 1990 Level of Services:
The maintenance and repair of these stree s and alleys will consist of patching,
minor blading,placing of crushed rock d other stabilized material in order to make
them passable and reduce hazards.
Pro�osed Assessment:
The proposed assessment rate on unimp oved streets is .59 per assessable foot for
commercial property and .39 per assess ble foot for residential property. The
proposed assessment rate on unimprov alleys is .30 per assessable foot for
commercial property and .20 per asse able foot for residential property.
