This meeting reconvened at 2:16 p.m. Gerry Strathman stated this meeting is to hear an appeal filed by Leonard Anderson. Mr. Anderson is appealing an order issued relative to kris properiy at 559 McKnight Road South. Chuck Votel reported the building was condemned on 5-20-99. The building had obvious hazards and defects that effected its use and livability. Mr. Anderson has repaired most of the defects that would cause it to be unfit to live in. However, he is not complete as stipulated on the agreement he signed with Code Enforcement. At this time, Code Enforcement is prepared to lift the arder to vacate and would ask Mr. Anderson to allow Code Enforcement to make an interior inspection of the building. Mr. Votel observed items that were of a life safety nature in 1994, and he would like to make an interior inspection to complete the report on the building and look at the building in its entirety. Mr. Votel is not sure how to pursue getting those items repaired. Mr. Strathman asked Leonazd Anderson what he thinks of Mr. Votel's proposal. Leonard Anderson apologized for being late. He has been having health problems. He would like to leave Saint Paul and a11 problems associated with trying to live here. Carol Berg has helped hun immensely. Every time Mr. Anderson does one item, something else is found to be wrong. Mr. Anderson has made arrangements to sell the home to Edina Realty; therefore, Mr. Votel can deal with the new owners. The things that Mr. Votel has done in the past aze criminal. He came on the properiy and took a crane. It did not have to have a license. Mr. Strathman stated he is aware there is a long history here and asked Mr. Anderson to focus on the issue at hand. He has a file on his property that is seven inches thick, stated Mr. Anderson. He has done eveiything in his power to bring the properiy up to code. He has applied two times to the Saint Paul home loan fund. The last time he applied, he was told he could not have it because he had a snow plow. Mr. Votel took the snow plow, picnic table, and a bicycle. There are homes in worse shape than his.
