THE COUNCIL OF THE CITY OF S INT PAUL DOES ORDAIN: ection l . That Sections 56. 03 a d 56.04 of the Saint Paul Admini- strative Code be and is here y amended to read as follows : Sec . 56.03. Adoption o budget ; publication. Upon completion of the hearing, or any adjournments thereof, and not later than t elve days before the date requiring property tax levy ce tification in accordance with state law Oe�o�ie�--�sr of each year, the council shall by resolution or ordinance, if app icable , adopt the budgets for the next following fiscal y ar . Sec. 56 . 04. Tax levy. Afier adoption of -th budgets , the council shall adopt a tax levy resolutio or resolutions showing the amount which must be provide by an ad valorem tax on all taxable real and personal pro erty in the city, and shall certify a copy thereof to the Ramsey County Department of Property Taxation not later tha twelve days before the date requiring property tax levy ce tification in accordance with state law 9e�e'se�-�� of each year. The C arter amendment was adopted on June 29 , 1989 and is to become ef ective 90 days after publication , (Publication was July 8 , 1 89) . The Charter amendment therefore will take effect approxim tely October 8 , 1989 and the City Council may immediately beg n the process of amending the Admini- strative Code because the adoption of the ordinance will not occur until after the effec ive date of the amendment to Section 10. 06 of the Saint Paul ity Charter. I recommend that this amendment be brought int the City Council immediately and the adoption process comme ced immediately so that the current budget adoption and tax evy can be in compliance with both the State law, City Charte and Administrative Code.
