WHEREAS , the Citizens olid Waste Task Force created by
the City Council in November, 1987 , has submitted recommendations
to the City for an integrat d solid waste management system,
including organized collectio of mixed solid waste, mandatory
collection of mixed waste , ' volume based pricing, mandatory
curbside recycling, separate y rd waste collection; and
WHEREAS , the Ramsey Coun y Board in its Solid Waste Master
Plan and Recycling Implement� ion Strategy has adopted policies
requiring the municipalities to explore organized collection
as a means to fund recycli g and composting programs after
1990 ; and
WHEREAS , the City Coun il Public Works Committee held
a public meeting on July 1� 1989 and the City Council held
a public hearing as required' under Minnesota Statutes 115A. 94,
on August 24 on the issue o whether the city should consider
implementation of organized c llection as the basis of an inte-
grated solid waste management ystem; and
inTHEREAS , organized coll ction, as defined in Minnesota
Statutes 1988 , 115A. 94, subd. l , means a system for collecting
solid waste in which a spec ' fied collector, or member of an
organization of collectors, ' s authorized to collect from a
defined geographic service a' ea or areas some or all of the
solid waste that is releas by generators for collection;
and
WHEREAS , the primary p rposes of organizing collection
are to ( 1 ) prevent overlap or duplication of collection service
areas , (2) facilitate solid ' waste management tools such as
mandatory refuse collection, volume-based pricing and the im-
pending yard waste disposal b� , (3) reduce the number of trucks
operating in a given street ' r alley to make the system more

waste management system weighi g benefits and detriments of
all possible systems. Based on the findings that residents
of the City will benefit fro such a system, the City will
then implement an organized syst ; and, be it
FURTHER RESOLVED, that f r the purpose of carrying out
the above intent the Departmen of Public Works is authorized
to implement the following seque ce of events :
1 . Begin the required minimum 90-day study by identifying
system options to be co sidered, including but not
limited:
a. Maintaining the status uo ;
b. Implementing mandatory collection of
mixed waste ;
c . Modifications of the p esent open system;
d. Implement license requ' rements for volume-
based fees , separate y rd waste pickup,
and mandatory recyclin ;
e. Zoning system for same day collection;
f. Organized collection b consortium;
g. Bid contract by one ha ler;
h. Bid contract by distri t; and
i . Municipal collection.
2 . Establishment of standa ds and criteria of service
for an integrated solid waste management system in-
cluding revision of Ch ter 357 of the Legislative
Code , in a manner consi tent with Minnesota Statutes ,
Chap�er 115A, and the Solid Waste Master Plan and
Recycling Implementation Strategy adopted by Ramsey
County.
3 . Solicit plans or propo als from refuse haulers and
other interested partie concerning refuse collection
system configuration, d invite the assistance of
interested persons , inc uding persons operating solid
waste collection system , in the development of plans
or proposals for the organized collection system,
including the establishm nt of any such system.

To Persons Interested in Residential Ref se Collection in Saint Paul:
The Saint Paul City Council on Oct ber 31, 1989 approved a resolution of intent to
organize the city's refuse collection syste for single-family through four-plex
residential dwellings, in accordance wit Minnesota Statutes 1988, 115A.94, subd.l,
which defines organized collection as a s stem for collecting solid waste in which a
specified collector,or member of an org ization of collectors,is authorized to collect
from a defined geographic service area o areas some or all of the solid waste that is
released by generators for collection.
The resolution authorizes the Depa tment of Public Works to study the
implementation of an integrated solid w ste management system, weighing benefits
and detriments of all possible systems,i cluding but not limited to the following:
a. Maintainin� the status quo
b. Implementing mandatory ollection of mixed waste;
c. Modifications of the prese t open system;
d. Implementing license requ rements for volume-based fees,
separate yard waste picku , and mandatory recycling;
e. Zoning system for same d collection;
f. Organized collection by co sortium;
g Bid contract by one hauler;

The City Council has authorized th solicition of plans or proposals from refuse
haulers and other interested parties con erning refuse collection system configuration,.
and invite the assistance of interested p sons,including persons operaHn�solid waste
collection systems,in the development plans or proposals for the organized
collection system,including the establi ment of any such system.
The Department will then conduct series of public meetings throughout Saint
