The Council of the City of Saint � ul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; ow, therefore, be it
RESOLVED, That the Council of t City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are' ereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upo the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall repq t the same to the City Council in accordance with Chapter 14 of the City Charter.

The problem"defective sidewalk"was created bec� se of tree roots,deleterious subgrade material,alternating freeze/thaw
cycles, service life limits, chemical additives, extre temperature variations, etc. These problems occur on a citywide level and
must be addressed and corrected on an annual b , s. Left uncorrected, the sidewalk condition wou{d worsen to a state where it
would be rendered unusable and subject to increa$ d pedestrian injuries from falls and possible litigations.

The community witl benefit from this project becaw e it will provide safe defect free sidewalks for its many citizens. The sidewalk
( �tracts are executed by prnrate coMractors, so�' follows that private sector jobs are created as a resuft of this activity.

Historically,the sidewalk reconstructions have a ated negative feedback in the area of construction p�cedure and assessment.
Simply stated, property owners detest assess ' nts, and despite the fact up to one-haif the assessment is City subsidized, it still
remains controve�sial.
