THE COUNCIL OF THE CITY F SAINT PAUL DOES ORDAIN:
Section 1
That part of Sectio 331 . 02 of the Saint Paul Legislative
Code which defines Class M food establishments is hereby amended
to read as follows :
"Class M Food stablishment operated in any
rest home, san torium, hospital, boardinghouse
or day care ce te�' which serves meals , snacks ,
or lunches , wh ther in connection with or in
addition to th education, training or care
of persons . "
Section 2
This ordinance shal take effect and be in force on the
thirtieth day following ts passage, approval and publication.

The Minnesota Degartment of HeaLth as recommended that all dap care centers serving anacks as
�ell as meals shauld be licensec� x h a Class M faad license. Potential health problems exist
with many foods whether served a a full meal or as a snack. Improperly handled milk is
equallp a health problem whether rved as a snack or as a meal.
ADVANTAOES IF APPROVED:
All centers which serve snacks �h ld receive the benefit of Cls�s M food licensure so that
their food service is inspected, t assuring the health aud safetp of children. By amending
the ordinance we clear up any conf ion on the gart of licensinq in determining which centers
serve a►eals and �hich serve only, s cks and therefore don't need a license.
DISADVANTAOES IF APPROVED:
Additional day care centers will e h need to pap $1.75 for the license plus a $2.50 license
application fee. There will be a�dd'tional costs to the City in that 117 day care centers will
need routine liaensinq and inspecti . This compares with only 28 that were licensed with Class
M food licenses last year. The �d tional Class M food licensure inspections Will be dane by
the current inspector. Follow-up i spections map be deleqated to the public health nurse who
currently inspects day care center txice a year. Flritten criteria will be used to determine
equipment needs for Class M licens e.

meals. Of greater importance is t fact that there may be children served snacks Which are
imgroperly handled. This could �eo rdixe their health and safety in dap care.
