collect fees for funding curbside recycling programs and has presently agreed, in a joint
powers agreement entered into pursuant to the provisions of Minn. Stat. 471.59 with the City,
to allow the City to use county service charge authority to collect curbside recycling program
fees from Ciry residents and reimburse these fees back to the City; and

WHEREAS, the terms of this joint powers agreement call for the City to establish the fees for
providing the curbside recycling program; and
WHEREAS, the cost of providing a recyciing program has increased by $1.31 per ton over 1998
costs; and
WHEREAS, the amount of recyclable materials collected under the program as of August 1999
was 13,820 tons which exceeds the amount projected when the budget was established
based upon collection projections at 13,09� tons; and
WHEREAS, the proposed 2000 budget will result in anticipated financing, credits and
expenditures for the recycling program as follows:

Now, therefore, be it RESOLVED, that upon the recommendation of City Administration, the
Council of the City of Saint Paul, under authority of Leg+slative Code 357.09 (h) and City
Charter 14.012, hereby establish the following annual fees for the curbside recycling
program to be effective as of January 1, 2000 through December 31, 2000 which reflect a
.08 percent increase over the 1999 fee for multi-family units and a.05 percent increase over
the 1999 recycling fee for a single family units.:

As required by Legislative Code, the City ot Saint Paul provides curbside collection of recyclable and compostable materials.
The fee for this service has remained the same since 1994. Due to increased participation in the program and increased
contract costs, we are proposing that this fee increase by $1.00 per unit charged for 2000. Each residential property witl be
charged $22.00 per year and each unit in multi-family dwellings will be charged $14.00 per year to heip recover the costs of
this program.
ADVANTAGESIFAPPROVED
This recycling fee wiil help provide adequate revenues to operate the City's recycling program.
