WHEREAS, A public hearing before th City Council, having been conducted on
July 13, 1989 where all interested rsons were heard, and the Council having
considered all the facts and recomm dations concerning the petition; now,
therefore,
THE COUNCIL OF THE CITY OF SAINT PA L DOES ORDAIN:
S ction 1.
That the zoning map of the ity of Saint Paul, Sheet No. 28, as
incorporated by reference ' Section 60.301 of the Saint Paul
Legislative Code, as amend , is hereby further amended as follows:
That property located on t e southwest corner of Oneida St and
Jefferson Ave. being more articularly described as Lot 10; Block 17;
Stinson Brown & Kamsey Add tion, be and is hereby rezoned from RM-2
to OS-1.

recommendation on a unanimous voice vote.

WHEREAS, Oneida Education Center FKA nd Oneida Community College, Inc. , file
#10465, has petitioned to rezone 357 neida Street, situated on the southwest corner
of Oneida and Jefferson from RM-2 to S-1 for the purpose of permitting use of the
structure as an office building for H an Services Support Network; and
WHEREAS, the Zoning Committee of the anning Commission on May 18, 1989, held a
public hearing at which all persons p sent were given an opportunity to be heard
pursuant to said application in accor nce with the requirements of Section 64.400
of the Saint Paul Legislative Code; an
WHEREAS, Saint Paul Planning Commissio , based on the evidence presented to its
Zoning Committee at the public hearing as substantially reflected in the minutes,
made the following findings of fact:
The applicant proposes to use the exis ing structure as administrative office space
for up to nine core staff persons. Th estimate that on the average, three to six
. individuals would be at the office fac lity at at most times. In addition to this
core staff, they have 20 to 30 part ti individuals providing direct care or
program consulting services to individ ls at their homes. Once or twice per month
they would conduct training classes for 15 to 20 employee attendees. These classes
would use existing classroom space. Th classes would be held in the evening and
would conclude by 10 p.m. according to he applicant. .
The proposed use as an administrative o fice and training facility is not
significantly different in terms of int nsity, than the present use of the structure
for educational purposes. Use of the s te for residential purposes is possible,
although not very likely given the impa ts of adjoining uses, and the fact that the
site is near an intersection of two maj traffic carriers. The use of the property
as an administrative office and trainin facility may make it possible to maintain
the structure for a considerable time.
Off-street parking for an office facilit of this size may present something of a
problem. At present it does not appear hat there is any parking available on the
site. In general, the adjoining uses ap ear to have sufficient off-street parking.
There is a limited rear yard area which ould be used to provide off-street parking.

• Osceola Avenue� President of Board f Governors, Oneida Education Center,
testified regarding the use of the isting structure for administrative
office space. Mr. Hedrix stated th Human Services Support Network would
have a small core of administrators t the residence, typically four full-time
people.
Mr. Repke inquired about parking and asked how many cars could be parked along
lot lines. Mr. Browne replied that ix to nine spaces abut the property.
Mr. Neid asked if the applicants cons dered using the back yard for parking
purposes. Mr. Browne responded that e and Mr. Hedrix have talked about that
possibility. Mr. Hedrix added that w th 145 feet along Jefferson, there seems
� to be ample space on a normal day and addressed their sensitivity to parking
space concerns of neighbors residing the north side of Jefferson. He
stated that if additional space is re ired, they will consider back yard
parking.
Hearing no further testimony, Ais. Mort n closed the public hearing.
Committee discussion followed on parki needs and concerns.
Mr. Repke moved to recommend approval o the Rezoning from RM-2 to OS-1 based
on staff report findings. Mr. Neid sec nded the motion which passed on a
: unanimous voice vote (4-0) .

C. EXISTING LAND USE: The site is occupi d by a large wood frame structure. The
current or most recent use of the stru ture has been office and classroom use.
� D. SURROUNDING LAND USE:
North: Across Jefferson there are 6 s ngle family homes and a duplex.
Diagonally to the northeast th re is a B-3 zone with a fast food
restaurant.
East: A small triangular park is acr ss Oneida to the east. Beyond West
Seventh street south of the si , the property is used for industry.
South: To the immediate south and sout west, there are residential uses
including a single home used by Re-entry Services Inc, a residential
treatment facility, the main bu lding of the treatment facility, and a
duplex.
West: Beyond Webster Street there is n industrial zone with a warehouse which
was originally constructed for e by the brewery on the southeast side
of West Seventh Street. Furthe to the west there is RT-1 zoned land.
E. ZONING CODE CITATION: Section 64.400 pr vides the authority for amendment of
the city zoning code. This petition was filed in the Zoning office on April 5,
1989, and determined sufficient on April 4 with owners of five of seven

BACKGROUND
Michdel D. Hedrix and Richard S. A ado have acquired an agreement to purchase
the property of 357 Oneida St. nea West 7th St. in St. Paul. This property
is currently owned by the Oneida E ucation Center, who in turn has leased this
space to the Inver Hills Commu ity College. What the purchasers are
requesting is to rezone this prope ty to an OS-1 for the purposes of housing
the adminibtrative offices of thei company, Human Services Support Network.
The property is currently zoned R-1
ABOUT HUMAN SERVICES SUPPORT NETi10
Human Services Support Network (H N) is a small, privately held company
founded by Dr. Richard S. Amado an operates for profit. Over the nineteen
years that Dr. Amado has been in th field of developmental dfsabilities and
human services, he has developed solid state-wide and growing national
reputation for successfully hab'ilitat'ng those with developmental disabilities
using non-aversive methods. Very fe in the country have this reputation.
After serving four and one half yea s directing programs and staff serving
persons with severe and profound ha dicaps at Brainerd State Hospital, Dr.
Amado came to the Twin Cities and arted his consulting practice in 1982
serving health care institutions and providers, governments, school systems
and legal advocates. He later incorp rated in 1984. Dr. Novak Amado joined
our staff in 1987, and in 1988, HSSN expanded its business to include grant
and research work, along with dire t care services for indivfduals with
developmental disabilities in their ho e setting.
PROPOSED USE OF 357 ONEIDA STREET
HSSN requires an adminfstrative staff of 2-4 full-time equivalent employees
(FTE) and 3•-5 FTE operating managers. These individuals would be the core
users of 357 Oneida St. If HSSN would statistically average how many of its
core staff were at the administrative ffices at one time, we would estimate
this average to be 3-6 individuals.
In addition to the core staff described bove� HSSN also employs another 20 -
30 individuals, most are part-time� and 11 are located in the "field." These
individuals provide our direct care or p ogram consulting services at the eite
of our client.
Similar to the current use of 357 One da St. � HSSN would also intent to
provide training classes in the classroo already on site for its employeea.
We pro,ject that this use would occur 1-2 imes per month with 15-25 attendees.
Theae classes would be evening classes an would conclude no later than 9:00-
10:00 p.m. These classes will be for our employees.
