RESOLUTION FOR A OPTING AMENDMENT TO PLAN FOR
LAND USE AS PART OF HE SAINT PAUL COMPREHENSIVE PLAN
WHEREAS, the City of Saint Paul s authorized under Minnesota Statutes,
Section 4620�53, to carry on com rehensive municipal planning activities for
guiding the future development a d improvement of the City; and

WHEREAS, the City of Saint Paul s the local government unit within the '� r� �—
metropolitan area is required un er Minnesota Statutes, Section 473,858, to `"'� �'
prepare a Comprehensive Plan in ccordance with Laws of 1976; and � -
WHEREAS, the Council of the City of Saint Paul is authorized under Minnesota
Statutes, Section 462.355, to ad pt or amend a Comprehensive Plan or portion
thereof after a recommendation b the Planning Commission; and
WHEREAS, the Council of the Cit of Saint Paul acting under such authority
has, by Resolution No. C. F. 27 71 , adopted November 20, 1980, adopted a Plan
for Land Use as part of the Sai Paul Comprehensive Plan, subject to such
review by the Metropolitan Coun il as may be required by law; and

WHEREAS, the Council of the Ci y of Saint Paul has reviewed the Selby Avenue
Plan Amendment to the Plan for Land Use, including other elements of the
Comprehensive Plan as previous y adopted, and the health, safety, and welfare
needs of the residents of the ity of Saint Paul and the metropolitan area;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul
hereby adopts the Selby Avenue Plan Amendment to the Plan for Land Use as a
part of the Comprehensive Plan, as recommended by the Planning Commission, -
subject to such review by the etropolitan Council as may be required by law.

Dear Council President Scheibel and M mbers of the City Council:
The Saint Paul Planning Commission he d a public hearing on the proposed Selby
Avenue Land Use Plan on August 25, 19 9 and voted to recottunend that the City
Council adopt the plan as an amendme t to the land use chapter of the
Comprehensive Plan. The Planning Co ission's resolution adopting the plan
and the plan are attached.
The Selby Avenue plan helps to creat a vision for the community and the city
of how Selby Avenue should develop i the future. It delineates where land
use activities should take place as edevelopment efforts continue and
intensify. The plan's main recommen ations are to:
1. Reduce total commercial space;
2. Concentrate commercial uses at f ur nodes;
3. Improve the vacant land at Selby and Dale for temporary, short term uses;
4. Explore the potential for attrac ing light industry to create jobs; and
5. Reinforce existing residential u es with rehabilitation and infill
development.
The Selby Avenue plan was prepared y the Selby Plan Committee with the
assistance of a PED staff team. Th committee was organized by the Selby
District Commercial Club and includ d members of the Summit-University
Planning Council and other communit organizations.
I hereby transmit the proposed Selb Avenue Land Use Plan and recommend its
adoption by the City Council.
