WHEREAS, the Divisi n of Public Health of the
Department of Camm ity Services of the City of Saint
Paul has determine that the structures identified in
this Resolution co stitute a nuisance in acc�rdance
with Chapter 45 of he Saint Paul Legislative Code; and
WHEREAS, the owner , interested parties and responsible
parties have been rved in the manner as set forth in
the Ordinance, wit an Order to either repair the
structures or have hem demolished; and
WHEREAS, the publi is required to be put on notice of
the pending action by the Division of Public Health;
now, therefore, be it
RESOLVED, the Coun il of the City of Saint Paul hereby
directs the Divisi n of Public Health to file with the
City Clerk, a copy of the Orders it has issued
regarding the foll wing described structures and
properties which h ve been determined to constitute a
nuisance:

Dear Mr. Carle:
The Division of Public Heal has determined that the above-noted building is
an abandoned building, which Chapter- 45 of the Saint Paul Legislative Code
defines as:
"any building or porti n of a building which has stood with an
incomplete exterior shell for longer than three (3) years or any
building or portion t ereof which has stood unoccupied for longer than
one (1) year and whic meets one or more of the follawing criteria;
(a) unsecured, or (b boarded, or (c) having multiple exterior Housing
Code violations, or ( ) placarded as "Unfit for Him�an Habitation"
pursuant to Cha�ter 3 of the Saint Paul Legislative Code."
The ordinance further states that an abandoned building is a nuisance and it
may be ordered torn daan by e City.
NOTE: If you do not want to ve the City begin action to have the building
torn down, then the attached list of deficiencies must be repaired or you must
tear the building dcx�m on or before Augu.st 26, 1989.
Any repair or dc�nolition mus be com�leted in accordance with all applicable
laws.
If the work is not co�leted or if you have not torn the building down by the
above date, the Division of lic Health will refer this matter to the City
Council to receive authority to raze the building and charge all costs incurred '
in wrecking the building aga nst the real estate as a special assessment to be
collected in the same manner as taxes. The City Council will schedule a public

The Division of Public Health has de rmined that the above-noted building is�an
abandoned building, which Chapter 45 f the Saint Paul Legislative Code defines as: -
"any building or portion of a b 'lding which has stood with an incomplete
exterior shell for longer than three (3) years or any building or portion -
thereof which has stood unoc ied for longer than one (1) year and which
meets one or more of the foll ing criteria;
(a) unsecured, or lb) boarded or fc) having multiple exterior Housing Code
violations, or �d) placarded a "Unfit for Hiunan Habitation" pursuant to
Chapter 34 of the Saint Paul islative Code."
The ordinance further states that an oned building is a nuisance and it may be
ordered torn down by the City.
NO�I'E: If you do not want to have the C ty begin action to have the building torn
do�m, then the attached list of defici ies mi.st be repaired or you mu.st tear the
building da�m on or before Sept�ber 7 1989.

If the w�ork is not com�leted or if you ve not torn the builcli.ng dawn by the above
date, the Division of Public Health wil refer this matter to the City Council to
receive authority to raze the building charge all costs incurred in wrecking t,he '
building against the real estate as a ial assessment-to be collected in the same
manner as taxes. The City Council will hedule a public hearing to consider if the
building should be torn down. If a publ c hearing becomes necessary, you will be
notified of the time and date of t11e h ing and you will be allowed to present

Clerk's Office and a resolution d laring this property to be a nuisance shall be

of deficiencies will remove your 'lding from the list of abandoned buildings but
it does not mean that the buildin co�lies with all applicable housing and
building codes.
The date for co�liance with the orders shall not be extended unless you receive
written approval from the Divisio of Public Health.
If you wish to have the City tear down your house, you may request a consent form
be sent to you from our office to sign and return to us. Hawever, please be aware
that all awners and interested pa ies must sign the form before the City can tear
the building down without a City uncil order. Also be aware that the cost of the

Dear Mr. McNeely:
The Division of Public Health has de rmined that the above-noted buildings are
abandoned buildings, which Chapter 4 of the Saint Paul Legislative Code
defines as:
"any building or portion of a uilding which has stood with an
incomplete exterior shell for longer than three (3) years or any
building or portion thereof w ich has stood unoccupied for longer than
one (1) year and which meets ne or more of the following criteria;
(a) unsecured, or (b) board , or (c) having multiple exterior Housing
Code violations, or (d) placa ed as "Unfit for Hw�nan Habitation"
pursuant to Chapter 34 of the int Paul Legislative Code."
The ordinance further states that an ndoned building is a nuisance and it
may be ordered torn down by the City.
NOTE: If you do not want to have the ity begin action to have these buildings
torn dawn, then the attached list of iciencies must be repaired or you m��st
tear these buildings dawn on or befor August 18, 1989.
Any regair or d�nolition m�ust be ccx� ted in accordance with all applicable
laws.
If the w�rk is not co�leted or if yo have not torn these buildings dawn by
the above date, the Division of Public Health will refer this matter to the
City Council to receive authority to r ze these buildings and charge all costs
incurred in wrecking these buildings a ainst the real estate as a special
assessment to be collected in the s�me manner as taxes. The City Council will

schedule a public hearing to con ider if these buildings should be torn
down. If a public hearing become necessary, you will be notified of the
time and date of the hearing and you will be allowed to present evidence
to the City Council. A copy of t is order will be kept on file in the City
Clerk's Office and a resolution eclaring this property to be a nuisance
shall be on file in the Ramsey unty Recorder's Office. Com�liance with
the attached list of deficiencie will remove these buildings from the
list of abandoned buildings but t does not mean that these buildings
co�ly with all applicable housi g and building codes.
The date for corc�liance with the e orders shall not be extended unless you
receive written approval from th Division of Public Health.
If you wish to have the City tea down these buildings, you may request a
consent form be sent to you from our office to sign and return to us.
However, please be aware that al owners and interested parties mazst sign
the form before the City can tea these buildings down without a City
Council order. Also be aware t t the cost of the demolition if perforrned
by the City, would become a spec al assessment against the property.

dangerous structure, which Chapt r 45 of the St. Paul Legislative Code defines
as:

(b) a structure which has y e�cterior parts such as chimneys, eaves,
porches, siding, raili gs, or trim which are loose or in danger of
falling; or
(c) a structure which has ny parts such as porches, stairs, rarnps,
rails, balconies, or r fs which are accessible and which are either
collapsed, in danger o collapsing, or unable to support a person."
The Ordinance further states that a dangerous structure is a nuisance and it
may be ordered torn down by the C ty.
NOTE: If you do not want to have City begin action to have the building
torn down you are hereby notified that the attached list of deficiencies must
be repaired or you mzst have the 'lding torn dawn on or before September 25,
1989.
Any repair or demolition must be leted in accordance with all applicable
laws.

The Division of Public Health ha determined that the above-noted building is
an abandoned building, which Cha er 45 of the Saint Paul Legislative Code
defines as:
"any building or portion o a building which has stood with an incomplete
exterior shell for longer han three (3) years or any building or
portion thereof which has tood unoccupied for longer than one (1) year
and which meets one or mo of the following criteria;
(a) unsecured, or (b) boa ded, or (c) having multiple exterior Housing
Code violations, or (d) pl carded as "Unfit for HLmian Habitation"
pursuant to Chapter 34 of he Saint Paul Legislative Code."
The ordinance further states that an abandoned building is a nuisance and it
may be ordered torn down by the C ty.
NOTE: If you do not want to have e City begin action to have the building
torn dawn, then the attached list of deficiencies must be repaired or you must
tear the building down on or befo e September 30, 1989.
Any repair or demolition must be om�leted in accordance with all applicable
laws.
If the work is not com�leted or i you have not torn the building doown by the
above date, the Division of Publi Health will refer this matter to the City
Council to receive authority to r ze the building and charge all costs incurred
in wrecking the building against he real estate as a special assessment to be
collected in the same manner as xes. The City Council will schedule a public
hearing to consider if the buildi g should be torn down. If a public hearing
