RESOLUTIO TO HOLD SPECIAL HEARINGS
ON THE PO T AUTHORITY TO DISCUSS NEW
CHANGES THE PORT AUTHORITY
WHEREAS, St. Paul will have a new ma or in 1990; and
WHEREAS, the St. Paul Port Authority has experienced several changes in the past few
months; and
WHEREAS, the public is interested in making the Port Authority accountable and
understandable;
THEREFORE, BE IT RESOLVED, the City ouncil of St. Paul hereby initiates official,
special hearings on the St. Paul Po t Authority to gather information and solicit
public opinion regarding the follow'ng:
1. Merging the Port Authority with the city's Housing and Redevelopment Authority
and putting the Port under the ontrol of the HRA Commissioners, with Port staff
and employees placed under the irection of the HRA, and with the Port Authority
Commission made an advisory boa d to the HRA, and
2. Reducing, or eliminating, the P rt Authority's tax levy for 1990 and on, by
utilizing Port Revenues and/or dministrative fees to meet general obligation
debt; and
3. Analyzing the series of Port A thority defaulted projects to determine what went
wrong and why; and
4. Adopting a specific, measurabl , long-term strategic plan for the Port Authority;
and
5. Adopting a �ystem of evaluatio for proposed and completed developments; and

6. Reviewing Port land use covenant to insure environmental protection is being
upheld in Port projects; and
7. Requiring the Port to charge par and open space dedication fees; and
8. Analyzing the Port's relationshi s, practices and procedures regarding bond
counsel firms, underwriters, ar itects, marketing forecasters, and construction
companies; and
9. Ending the practice of Port pro ects outside the city limits of St. Paul; and
10. Setting limits on Port Authorit 's retained earnings and debt.
AND BE IT FURTHER RESOLVED, the Cit Council shall request the testimony of Jim Bellus,
Gene Kraut, Bob Sprafka, Arne Carls n, George Winter, and other experts and members
of the public to review their comme ts on the above-mentioned proposal.
AND BE IT FINALLY RESOLVED, the Cit Council shall utilize its own staff and resources,
so that the hearings shall not cos additional tax dollars.
