THE COUNCIL OF THE CITY F SAINT PAUL DOES ORDAIIV:
Section 1 .
That section 89. 0 of the Saint Paul Legislative Code
is hereby amended to rea as follows :

After a thorouyh review of Legis at've Code requirements for fire supplies, the Water Utilit
and the Department of Fire and S f y Services have agreed upon the Code amendments
contained in the attached proposed rdinance. A sumanary of Code amendments is contained in
the attached copy of Board of Wa�ter Comanissioners' Resolution 3971.
ADVANTM�ES IF APPROVED:
1. Each fire supply customer wi� l o longer be required to �urnish a $5,000.00 surety bond
resultinq in a $100.00 or gr at r saving to each customer per year.
2. 'rhe Water Uti�ity will imple en recent backflow requirements of the Minnesota State
Plumbing Code that wi11 prov'de additional safeguards for the public water system.
3. Con�ined fire supply and dom�st c water systems will be permitted resulting in cost
savings to developers of com�ner ial and large residential properties.

Sec. 89.05. Ins allation to be approved by board.
The board of ater commissioners shall determine the
�eeess���-�o�;-�rd advisability of; granting any application
for this special service, and shall determine the size
of the service pip which will be granted, depending upon
the size of the treet main, the available pressure er3
in the main and t e nature and capacity of the fire pro-
tection equipment w thin the building.
Section 3.
That section 89. 0 of the Saint Paul Legislative Code
is hereby amended to rea as follows :
Sec . 89.08. Met rs.
The owner shall cause to be installed and maintained
on the service a directed and approved by the board,
ar�--�pp�o�ec�-�t-e�t r--z��-��r�--o�--r�e�e� a fire supply
meter assembly in luding backflow prevention device and
by-pass meter. a�� �ae�-�-�e--t�a�-b�--t-�-�ea�d--o-f--vaa�e�

and the actual co t of sealing the meter shall be paid
by the owner.
Section 4.
That chapter 89 o the Saint Paul Legislative Code is
hereby amended so as to a d the following new section thereto:
Sec. 89. 115. C mbined fire supply and domestic water
s stems.
For buildings equiring 2-inch and smaller domestic
water service and a fire supply service , the domestic
water service may e connected to and supplied with water
from the fire suppl service. Th� following size combined
systems are permitte :

All combined s stems shall be installed and metered
in accordance with ater utility standards .
The maintenance and guarantee of combined fire supply
and domestic wate systems shall be the same as provided
in Sec . 89 . 10, Fire Services ; maintenance and guarantee.
Section 5.
That section 89. 1 of the Saint Paul Legislative Code
is hereby amended to rea as follows :
89.16. Illegal se of fire service.
In any case whe the owners or occupants of any premises
are found to be sing water from a fire service for any
purpose other tha fire protection, the water shall be
shut off from same until the offenders shall give reasonable
assurance , before the board of water commissioners , that
the offense will n t be repeated. A charge of ten dollars
($10. 00) will be equired for turning the water on after
it has been shut ff for this cause, and the board shall
have the right to require , at the owner ' s expense , the
installation of a approved meter to record the amount
of water which may thereafter be used on the service for

of the meter shal be at the expense of the owner, and
any registration o water which has not been legitimately
used for fire prot tion will be charged ��-r at the regular

Section 6.
That section 89. 1 of the Saint Paul Legislative Code
is hereby amended to rea as follows :
Sec. 89. 18. -t�de�-��. Violation of rules.
For any violatio of the rules governing fire supplies ,
the board of water ommissioners may discontinue the service

WHEREAS, Chapter 89 of the Saint Paul l.egislative Code provides for the
installation, maintenance a operation of fire supplies connected to the
Saint Paul Water Utility dis ribution syst�m; and
WHEREAS, The Water Utility staff has determined after study that the
following sections of th Legislative Code should be amended or
established:
l . Section 89.03 shall be amended to remove the $5,000.00
surety bond require nt.
2. Section 89.08 shall be amended to permit the Water Utility
to implement backfl w prevention requirements of the Min-
nesota State Plumbi g Code.
3. Section 89.115 shal be established to permit combined fir�
supply and domestic water systems.
4. Sections 89.05, 89. 6 and 89.18 shall be amended to accom-
modate the above re isions.
WHtREAS, The General Manag r. Thomas D. Mogren concurs with the staff�
rec anmendations and reconunen s approval by the Soard of Water Commissioners
and the adoption of the at ached enabling ordinance by the City Council ,
now, therefore, be it
RESOLVED, Tha� the Board f Water C anrnissioners hereby authorizes and
approves the above changes i the Legislative Code; and, be it
FURTHER RESOLVED, that the ity Council is requested to concur and adopt
the attached proposed ordina ce placing into effect these amended and newly
established provisions.
