WHEREAS, the Council of the Cit of Saint Paul by Ordinance No. 17498 approved
October 7, 1987 initiated a mor torium for one year on the granting of permits
for helipads and heliports pend'ng completion of studies of possible
amendments to the City's zonin regulations; and
WHEREAS, section three of the rdinance provides for extension of the
ordinance beyond October 7, 19 8 by resolution in the event such extension is
required to complete said stud es and/or amend the zoning code; and
WHEREAS, the Council of the Ci y of Saint Paul by Council Resolution 88-1536
extended the restrictions enac ed by Ordinance No. 17498 prohibiting the
issuance of any permit to esta lish a helipad or heliport for a period of one
(1) year;
WHEREAS, following the adopti n of the City Council 's intent to study possible
changes to the City's Compreh nsive Plan and Zoning Code, the Planning
Commission, with the assistan e of staff from the Planning Division, had
presented proposed amendments to the Comprehensive Plan and Zoning Code.
Public hearings on the propos d Comprehensive Plan and Zoning Code amendments
were conducted by the Plannin Commission on June 9, 1989 and the Mayor
forwarded the Commission's re ommendations to the City Council on July 10,
1989; and
WHEREAS, the City Council ha held a public hearing on the proposed Zoning
Code amendments; however, th City Council has determined that the issues to
be considered and resolved m y not be completed prior to the expiration of the
extended moratorium, which i now scheduled to expire on October 7, 1989;

NOW, THEREFORE, BE IT RESOLV , that the City Council extends the restrictions
enacted by Ordinance No. 174 8 prohibiting the issuance of any permit to
establish a helipad or helip rt for a period of an additional six (6) months
so as to expire on March 7, 990, or until the completion of studies and
deliberations of the Plannin Commission and City Council , and the enactment
of new regulations if deemed appropriate, whichever occurs first.

RE: Heliport and Helip Moratorium
Attached for your consideratio is a draft resolution concerning heliports and
helipads.
The resolution extends the mor torium on issuing permits for heliports and
helipads for up to six months eyond its current expiration date of October 7,
1989. Ordinance No. 17498 app oved October 7, 1987, initiated a moratorium
for one year on the granting o permits for helipads and heliports pending
completion of studies of possi le amendments to the City's zoning regulation.
Section 3 of the ordinance pro ides for the extension of the moratorium by
resolution for up to eighteen onths in the event that Planning Commission
studies and City Council delib rations on appropriate regulations are not
completed prior to the expirat on date of the moratorium. The City Council by
resolution 88-1536 extended th moratorium for twelve months to October 7,
1989.
Below is the City Council's sc edule for the heliport amendments, provided
there are no delays:
First reading August 15
Second reading August 22
Third reading (pub ic hearing) August 31
Fourth reading September 14
Publication date September 23
Effective date October 23
An extension of the moratorium is needed since the present moratorium expires
on October 7, 1989, and the ne zoning regulations will not become effective
until October 23, 1989, at the earliest.
