1 WHEREAS, certain areas of Saint Paul have been designated as Enterprise Zone azeas for the putpose
2 of targeted Economic and Workforce Development assistance; and
3
4 WHEREAS, a key to increasing wealth in the Bnterprise Zone is stable business and employment
5 expansion; and
6
7 WHEREAS, frequently, residents of the Enterprise Zone have difficulty finding and retaaning
8 employment; and
9
10 WHEREAS, businesses operating in the Entexprise Zone often express concerns over a high
ll employment hxrnover among employees; and
12
13 WHEREAS, the Minnesota Department of Economic Security has granted the City of Saint Paul funds
14 in the amount of $275,000 to operate a program called the "Enterprise Zone Incentive Grant Progrttm -
15 Employee Stability Project;" and
16
17 WHEREAS, the Enterprise Zone Incentive Crrant Program will enable employers and residents of Saint
18 Paul's Enterprise Zone to create stabie employxnent matches by providing services and incentives and
19 employxnent retention services under the conditions specified above; now therefore be it
20
21 RESOLVED, the Mayor, pursuant to Section 1007A1 of the City Charter, does certify that there aze
22 available for appropriarion revenues in excess of those esfimated in the 1999 budget; and
23
24 RESOLVED, the Mayor recommends the following changes to the 1999 budget:
