The hearing was called to order at 4:05 p.m.
STAFF PRESENT: Gerry Strathman, L,egislative Hearing Officer; Corinne Martens and Kris
Schweinler, Office of License, Inspections, and Environmental Protection (LIEP).
Gerry Strathman stated the purpose of scheduling this Legislarive Hearing is to hear objections to
the issuance of licenses for Restaurant (B), Malt On Sale (3.2), and Wine On Sa1e by Julie
Trandafir, DBA Pierre's Grill & Cafe, Inc., 1806 St. Clair Avenue.
Corrine Martens, LIEP staff, said the licenses that have been applied for are Wine On Sale, Malt
On Sale (3.2) and Restaurant (B), which the Restaurant license is currently active. Fire
Inspection, Zoning, Environmental Health, and Licensing approve the license, pending today's
Legislative Hearing. There aze no pending adverse actions against this license and LIEP
recommends approval.
Paul Neitz, 235 Fairview Avenue South, stated he lives across the street from this business and
was concerned about the issuance of the Malt On Sale (3.2) and Wine On Sale licenses because
there is already one bar in his neighborhood. He has lived in the neighborhood for over twenty
years and have had parking, partying and noise problems with the bar's customers. He felt these
licenses for Piene's may be different as this establishment closes eazlier, but he didn't want
another liquor license in his neighborhood. Mr. Neitz was concemed if this business was sold,
could it turn into another bar because these licenses were issued.
Gerry Strathman asked City staff to clarify that if these licenses were granted and then Pierre's
left, what would the requirement be for someone else to come in and open up a liquor
establishment or bar. Kris Schweinler responded that it would be the same procedure, which is
currenfly being used for Pierre's. If a new business applied, it would be necessary for them to
get their own licenses, as this is not a transferable commodity. Neighbars would be notified and
they would have the same opportwuty to voice their opinion as they are today. Ms. Schweinler
also clarified that the wine license is a menu item only, so it can only be served in conjunction
with serving a meal.
Gerry Strathman indicated, for the record, that he received a letter of objection from Paul and
Deborah Neitz. Ms. Neitz indicates that she is objecting to the licenses, as well as their
neighbors, because of the increase traffic, noise after hours and parking that is anticipated.
These are some of the same issues that they are dealing already with the bar in their
neighborhood.

would like a glass of wine or beer seroed with their meal. They have had no troublemakers in
their establishment, and she doesn't feel parking will be a problem.
Gerry Strathman said he could find no basis for not approving these licenses based on the
testunony that was received; therefore, he recommends approval of the licenses.
The hearing adjourned at 4:15 pm.
