WHEREAS, the Cities of Saint P ul and Minneapolis collaborated in writing the
"plastic packaging" ordinances recently a opted by the two cities; and
WHEREAS, the ordinances call f r the establishment of an Advisory Committee
on Environmentally Acceptable Packagi ; and
WHEREAS, The Saint Paul City ouncil recently advised and consented to the
appointment by the Mayor of twenty-fou (24) members; and
WHEREAS, the Committee is st ed jointly by the aforementioned cities' Health
Departments as designated by the Mayo thereof; and
WHEREAS, staff proposes to co ract with a consultant to provide the
Committee with expert advice regarding lastic packaging; advantages and disadvantages
of various types of packaging; to elucida alternatives to plastic packaging; and to
advise on the economics attendant upon ecycling or banning certain types of plastics;
and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does
certify that there are available for appro riation revenues in excess of those estimated in
the 1989 budget; and

BE IT RESOLVED, that the Ci Council approves these changes to the 1989
budget, and
BE IT FURTHER RESOLVED, at this resolution also authorizes the proper
City officials to pay the sum of $15,000 f r St. Paul's share of e�cpenses for a consultant.
