WHEREAS, the Saint Paul School DistYict has assembled land along the north side
of Wells Street and along Wells Street east of Walsh Street for the YMCA and the
York Achievement Plus School site, resulting in a substantial investment in the
neighborhood in which it is located; and
WHEREAS, there exists certain real property located on the south side of Wells
Street between Greenbrier Street and Walsh Street, and located on the south side
of Wells Street lying west of Greenbrier Street and east of 680 Wells Street
(the "Parcels"), which Parcels are located directly south of the York
Achievement Plus School site; and
WHEREAS, said Parcels detrimentally impact the neighborhood in which they are
located, including the York Achievement Plus School site, due to slum and
blighting conditions; and
WHEREAS, the removal of said slum and blight can best be accomplished through
acquisition of the Parcels by the ARA; and
WHEREAS, on July 28, 1999, the HRA Board of Commissioners authorized acquisition
of said Parcels, and authorized PED staff to schedule a Public Hearing before
the City Council to establish findings and determinations necessary to acquire
said Property through eminent domain, as adopted in its Resolution No. 99-7/28-
7 ; and
WHEREAS, there are significant title problems with certain of the properties
comprising said Parcels, including potential unrecorded interests in said
Parcels, which title problems create difficulty in obtaining marketable title to
said Parcels; and

WHEREAS, PED staff has been unsuccessful in negotiating acquisition of said
Parcels, necessitating the use of eminent domain to obtain marketable title; and
WHEREAS; to secure possession of the property and to minimize further hardship
to adjacent property owners and neighborhood residents as a whole will require
acquisition through the ninety (90) day quick take procedure under Minnesota
Statute; and
WHEREAS, said Parcels continue to Temain a blighting influence in the
neighborhood; and
WHEREAS, PED staff obtained appraisals for the properties comprising the
Parcels, which appraisals estimated the total fair market value of the Parcels
to be $225,000; and
WHEREAS, the Housing and Redevelopment Authority recognizes the need to reduce
the blighting effect of vacant land and substandard residential structures in
the City's neighborhoods; and
WHEREAS, under Chapter 469 of the Minnesota Statutes, the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota, is authorized to
engage in activities relating to:
1. Housing projects and development (especially for low and moderate income
people);
2. Removal of or prevention of the spread of conditions of blight or
deterioration;
3. Bringing substandard buildings and improvements into compliance with public
standards;
4. Disposition of land for private development; and
5. Improving the tax base and financial stability of the community, and engaging
in the aforementioned activities when these needs cannot be met through reliance
solely upon private initiative; and
WHEREAS, Minnesota Statutes Chaptex' 469 gives a specific range of powers
including the power to acquire land by the exercise of the power of eminent
domain, sell land, engage in planning, employ a variety of financing
instruments, and establish land use controls; and
WHEREAS, on November 24, 1999, the City Council conducted a public hearing on
the proposed acquisition to provide the property owner an opportunity to ea�press
his/her opposition or support for this proposed acquisition.

REGARDING Acquisition of Properties Adjacent to the York Street Achievement Plus
School and the Phalen Corridor, District 5
Purpose
The purpose of this report is to request I3RA Board authorization to acquire certain properties that aze adjacent
to the York Street Achievement Plus School development in Dishict 5. The properties are also part of a
proposed redevelopment site in the draft land use concept plan in the Phalen Corridor Initiative Development
Strategy.
Background
The recommendation for the HRA to acquire properties is in response to the School District's request for the
City to assist in resolving public right-of-way access to these properties as it relates to the site plan for the new
YMCA building including the vacation of a part of Wells Street near Arcade Street. The new YMCA facility is
part of the Achievement Plus school complex at the former old Johnson Seniar High School building site.
The eighteen (18) properties, for which acquisition is necessary to resolve access issues, are located on the south
side of Wells on Wadena Street west of Wa1sh Street and east of 676 Wells Street in District 5(It doesn't
include 676 Wells). The properties are in a very substandard condition including one property being a City-
placarded vacant house. The area includes a lot of open azea and high vegetation. It is an area along a bluff and
creates topographic challenges for the school/YMCA development and other future redevelopment. However,
other developments should be able to take advantage of the ameniries of the location including bluff views and
proximity to the Phalen Creek Trail and the proposed new Phalen Boulevard. Also, it is within walking
distance of Payne Avenue where Main Street activities are underway.
See the attached map indicating the location of the properties.
York Street Achievement Plus School
The properties aze immediately south and adjacent to the new York Street Achievement Plus School and
YMCA. The School District is in the process of assembling the school/YMCA site and has started re-
construction of the existing old Johnson Senior High School for the elementary school. A variety of
concentrated housing improvement activities are planned or underway in a targeted area around the new
school/YMCA in order to build upon the large investrnent by the Schools in the neighborhood.

As part of the site pla.nning for the new school/YMCA complex, it has been deterAniued necessary to vacate a
part of Wells in order to adequately lay out the pazking provisions for the YMCA. This creates access issues for
existing houses and other properties on Wells west of the YMCA site, between Greenbrier and Wa1sh. The
School District and Public Works have looked at options on how to provide access to these properties. There is
not a reasonable, inexpensive solution.
Therefore, the School District has asked the CiTy/HRt� to acquire and demolish the structutes which would
resolve the access issue. After anatyzing all the issues, staff from PED believe this is a reasonable course of
action.
Phalen Corridor Initiative Develo�ment Strategy
The Phalen Corridor Initiative is in the process of preparing a development strategy. The strategy will put into
words and pictures the long-term vision for the corridor, and a list of recommendations to achieve the vision_
The draft development strategy includes a long range land use concept for the conidor and adjacent land, three
neighborhood design concept plans, design principles, and other complementary recommendations for
workforce, commercial and housing development.
The land use concept plan suggests sites where new medium density housing can be developed. Several of the
sites can capitalize on views and neighborhood amenities and develop new housing that expands housing
choices in neighborhoods along the conidor. The properties being considered for acquisition in this suimnary
aze located in one of these potential new housing development sites including potential open space called
Payne/Xork.
The Payne/York azea is a bluff site, with a view to the south and access via the Phalen Creek Trail to Swede
Hollow Park. It is not only in the neighborhood of the new York Street Achievement Plus School, it is within
walking distance of shopping along Payne Avenue and Arcade, and it will be convenient to new job
opporlunities created along the new Phalen Boulevazd.
The Properties
There are18 parcels on the south side of Wells and on Wadena west of Walsh and east of 676 Wells that will
require a resolution of their access to their properties if Wells is vacated for the new schoollYMCA buildings.
Based on preliminary information, these properties include six (6) occupied residential shuctures and one
vacant house on these parcels. Additionally, there aze 12 vacant lots.
In suininary, it is recommended that the HRA acquire 18 parcels, including six (6) occupied and one (1) vacant
house, and 12 vacant land pazcels. One of the vacant lots is owned by the State as a result of t� forfeiture. See
the attached list of properties. A letter has been sent to each owner of the properties informing them that the
HRA Boazd is considering approving the acquisition of these properties at this HRA Boazd meeting.
Though the properties are located in a proposed new housing development site in the draft Phalen Corridor
development strategy including open space, the fmal reuse of the land and potential redevelopment
opporhuiities will need to be discussed with azea residents and the District 5 community council.

PED recommends the purchase of the properties be budgeted from the CDBG Housing Real Estate
Development Fund, Fund 100, account code 96004.

Public Purpose
The public purpose includes the removal of blight and substandazd housing conditions. The site assembly will
create a future new housing and potential open space redevelopment azea.
Neighborhood Support
The Phalen Corridor Initiative has sponsored a set of three big community meetings to collect detailed opinions
from community groups on land use and other Phalen Corridor development strategy matters.
The Upper York Block Club reviewed this matter at a meeting on Tuesday, June 8. The residents there
expressed strong support for the HRA to purchase these pazcels. They will want to be continually involved in
determining reuse and redevelopment opportunities. They expressed wanfing open space and access to the bike
trail.
The District S land use committee reviewed the matter and recommended approval at a meeting on Thursday,
July 15. Most of the owners of the subject properties attended the meeting and expressed agreement to the HRA
action.
It is anticipated the District 5 Payne Phalen Planning Council will review and support the action at its meeting
on July 27.

Recommendation
Staff recommends the IIRA Board authorize the acquisition of the parcels outlined in the attached list of
properties including authorization by condexnnafion if necessary, and authorize the Executive Duector to take
a11 necessary steps to acquire, relocate e�sting occupants and demolish the structures. At an appropriate later
time, staff will consult with the Boazd on the reuse and development opportunities of the land.

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HI2A")
has duly adopted and there is now in legal effect a City-Wide Redevelopment Plan for the acquisition,
rehabilitation and resale of properties and the Payne-Phalen District 5 area is part of this plan; and
WHEREAS, the HRA has the power to engage in development or redevelopment activities under
Chapter 469 of the Minnesota Statutes, Housing and Redevelopment Act, and that the HRA is authorized
to engage in activities relating to: 1) housing projects and development; 2) removal and prevention of
the spread of conditions of blight or deterioration; 3) bringing substandard buildings and improvements
into compliance with public standards; 4) disposition of land for private redevelopment; and 5)
amproving the tax base and the financial stability of the community, and engages in the afore-mentioned
activities when these needs cannot be met through reliance solely upon private initiative and which can
also be undertaken in targeted neighborhoods; and
�VHEREAS, the School Disfrict is in the process of assembling land along the north side of Wells Street
and along Welis Street east of Walsh for the YNICA and York Street Achievement Plus School- which
represents a considerable investment in the neighborhood; and
WHEREAS, to adequately lay out the parking provisions for the YMCA, the School District has
determined it will be necessary to vacate Wells Street; and
WHEREAS, the School District has asked the City and the HRA to assist in resolving the public right-
of-way access issues that will exist in the process of vacating Wells Street due to its topographical
challenge; and
WHEREAS, the properties along the south side of Wells Street east of 676 Wells Street and west of
Walsh Street (hereinafter "properties") must be acquired to assure resolution of any right-of-way access
problems created in vacating Wells Street; and
WHEREAS, one of the properties is a vacant tax forfeited property which is available for purchase for
approximately �103; and
�VHEREAS, the properties along the south side of Wells Street are all blighted properties in the
neighborhood �vith vacant lots poorly maintained and containing high vegetation. and properties with
structures generally in a very substandard condition includin� one house �vhich is boarded and
unoccupied; and

WHEREAS, the Saint Paul School DistYict has assembled land along the north side
of Wells Street and along Wells Street east of Walsh Street for the YMCA and the
York Achievement Plus School site, resulting in a substantial investment in the
neighborhood in which it is located; and
WHEREAS, there exists certain real property located on the south side of Wells
Street between Greenbrier Street and Walsh Street, and located on the south side
of Wells Street lying west of Greenbrier Street and east of 680 Wells Street
(the "Parcels"), which Parcels are located directly south of the York
Achievement Plus School site; and
WHEREAS, said Parcels detrimentally impact the neighborhood in which they are
located, including the York Achievement Plus School site, due to slum and
blighting conditions; and
WHEREAS, the removal of said slum and blight can best be accomplished through
acquisition of the Parcels by the ARA; and
WHEREAS, on July 28, 1999, the HRA Board of Commissioners authorized acquisition
of said Parcels, and authorized PED staff to schedule a Public Hearing before
the City Council to establish findings and determinations necessary to acquire
said Property through eminent domain, as adopted in its Resolution No. 99-7/28-
7 ; and
WHEREAS, there are significant title problems with certain of the properties
comprising said Parcels, including potential unrecorded interests in said
Parcels, which title problems create difficulty in obtaining marketable title to
said Parcels; and

WHEREAS, PED staff has been unsuccessful in negotiating acquisition of said
Parcels, necessitating the use of eminent domain to obtain marketable title; and
WHEREAS; to secure possession of the property and to minimize further hardship
to adjacent property owners and neighborhood residents as a whole will require
acquisition through the ninety (90) day quick take procedure under Minnesota
Statute; and
WHEREAS, said Parcels continue to Temain a blighting influence in the
neighborhood; and
WHEREAS, PED staff obtained appraisals for the properties comprising the
Parcels, which appraisals estimated the total fair market value of the Parcels
to be $225,000; and
WHEREAS, the Housing and Redevelopment Authority recognizes the need to reduce
the blighting effect of vacant land and substandard residential structures in
the City's neighborhoods; and
WHEREAS, under Chapter 469 of the Minnesota Statutes, the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota, is authorized to
engage in activities relating to:
1. Housing projects and development (especially for low and moderate income
people);
2. Removal of or prevention of the spread of conditions of blight or
deterioration;
3. Bringing substandard buildings and improvements into compliance with public
standards;
4. Disposition of land for private development; and
5. Improving the tax base and financial stability of the community, and engaging
in the aforementioned activities when these needs cannot be met through reliance
solely upon private initiative; and
WHEREAS, Minnesota Statutes Chaptex' 469 gives a specific range of powers
including the power to acquire land by the exercise of the power of eminent
domain, sell land, engage in planning, employ a variety of financing
instruments, and establish land use controls; and
WHEREAS, on November 24, 1999, the City Council conducted a public hearing on
the proposed acquisition to provide the property owner an opportunity to ea�press
his/her opposition or support for this proposed acquisition.

REGARDING Acquisition of Properties Adjacent to the York Street Achievement Plus
School and the Phalen Corridor, District 5
Purpose
The purpose of this report is to request I3RA Board authorization to acquire certain properties that aze adjacent
to the York Street Achievement Plus School development in Dishict 5. The properties are also part of a
proposed redevelopment site in the draft land use concept plan in the Phalen Corridor Initiative Development
Strategy.
Background
The recommendation for the HRA to acquire properties is in response to the School District's request for the
City to assist in resolving public right-of-way access to these properties as it relates to the site plan for the new
YMCA building including the vacation of a part of Wells Street near Arcade Street. The new YMCA facility is
part of the Achievement Plus school complex at the former old Johnson Seniar High School building site.
The eighteen (18) properties, for which acquisition is necessary to resolve access issues, are located on the south
side of Wells on Wadena Street west of Wa1sh Street and east of 676 Wells Street in District 5(It doesn't
include 676 Wells). The properties are in a very substandard condition including one property being a City-
placarded vacant house. The area includes a lot of open azea and high vegetation. It is an area along a bluff and
creates topographic challenges for the school/YMCA development and other future redevelopment. However,
other developments should be able to take advantage of the ameniries of the location including bluff views and
proximity to the Phalen Creek Trail and the proposed new Phalen Boulevard. Also, it is within walking
distance of Payne Avenue where Main Street activities are underway.
See the attached map indicating the location of the properties.
York Street Achievement Plus School
The properties aze immediately south and adjacent to the new York Street Achievement Plus School and
YMCA. The School District is in the process of assembling the school/YMCA site and has started re-
construction of the existing old Johnson Senior High School for the elementary school. A variety of
concentrated housing improvement activities are planned or underway in a targeted area around the new
school/YMCA in order to build upon the large investrnent by the Schools in the neighborhood.

As part of the site pla.nning for the new school/YMCA complex, it has been deterAniued necessary to vacate a
part of Wells in order to adequately lay out the pazking provisions for the YMCA. This creates access issues for
existing houses and other properties on Wells west of the YMCA site, between Greenbrier and Wa1sh. The
School District and Public Works have looked at options on how to provide access to these properties. There is
not a reasonable, inexpensive solution.
Therefore, the School District has asked the CiTy/HRt� to acquire and demolish the structutes which would
resolve the access issue. After anatyzing all the issues, staff from PED believe this is a reasonable course of
action.
Phalen Corridor Initiative Develo�ment Strategy
The Phalen Corridor Initiative is in the process of preparing a development strategy. The strategy will put into
words and pictures the long-term vision for the corridor, and a list of recommendations to achieve the vision_
The draft development strategy includes a long range land use concept for the conidor and adjacent land, three
neighborhood design concept plans, design principles, and other complementary recommendations for
workforce, commercial and housing development.
The land use concept plan suggests sites where new medium density housing can be developed. Several of the
sites can capitalize on views and neighborhood amenities and develop new housing that expands housing
choices in neighborhoods along the conidor. The properties being considered for acquisition in this suimnary
aze located in one of these potential new housing development sites including potential open space called
Payne/Xork.
The Payne/York azea is a bluff site, with a view to the south and access via the Phalen Creek Trail to Swede
Hollow Park. It is not only in the neighborhood of the new York Street Achievement Plus School, it is within
walking distance of shopping along Payne Avenue and Arcade, and it will be convenient to new job
opporlunities created along the new Phalen Boulevazd.
The Properties
There are18 parcels on the south side of Wells and on Wadena west of Walsh and east of 676 Wells that will
require a resolution of their access to their properties if Wells is vacated for the new schoollYMCA buildings.
Based on preliminary information, these properties include six (6) occupied residential shuctures and one
vacant house on these parcels. Additionally, there aze 12 vacant lots.
In suininary, it is recommended that the HRA acquire 18 parcels, including six (6) occupied and one (1) vacant
house, and 12 vacant land pazcels. One of the vacant lots is owned by the State as a result of t� forfeiture. See
the attached list of properties. A letter has been sent to each owner of the properties informing them that the
HRA Boazd is considering approving the acquisition of these properties at this HRA Boazd meeting.
Though the properties are located in a proposed new housing development site in the draft Phalen Corridor
development strategy including open space, the fmal reuse of the land and potential redevelopment
opporhuiities will need to be discussed with azea residents and the District 5 community council.

PED recommends the purchase of the properties be budgeted from the CDBG Housing Real Estate
Development Fund, Fund 100, account code 96004.

Public Purpose
The public purpose includes the removal of blight and substandazd housing conditions. The site assembly will
create a future new housing and potential open space redevelopment azea.
Neighborhood Support
The Phalen Corridor Initiative has sponsored a set of three big community meetings to collect detailed opinions
from community groups on land use and other Phalen Corridor development strategy matters.
The Upper York Block Club reviewed this matter at a meeting on Tuesday, June 8. The residents there
expressed strong support for the HRA to purchase these pazcels. They will want to be continually involved in
determining reuse and redevelopment opportunities. They expressed wanfing open space and access to the bike
trail.
The District S land use committee reviewed the matter and recommended approval at a meeting on Thursday,
July 15. Most of the owners of the subject properties attended the meeting and expressed agreement to the HRA
action.
It is anticipated the District 5 Payne Phalen Planning Council will review and support the action at its meeting
on July 27.

Recommendation
Staff recommends the IIRA Board authorize the acquisition of the parcels outlined in the attached list of
properties including authorization by condexnnafion if necessary, and authorize the Executive Duector to take
a11 necessary steps to acquire, relocate e�sting occupants and demolish the structures. At an appropriate later
time, staff will consult with the Boazd on the reuse and development opportunities of the land.

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HI2A")
has duly adopted and there is now in legal effect a City-Wide Redevelopment Plan for the acquisition,
rehabilitation and resale of properties and the Payne-Phalen District 5 area is part of this plan; and
WHEREAS, the HRA has the power to engage in development or redevelopment activities under
Chapter 469 of the Minnesota Statutes, Housing and Redevelopment Act, and that the HRA is authorized
to engage in activities relating to: 1) housing projects and development; 2) removal and prevention of
the spread of conditions of blight or deterioration; 3) bringing substandard buildings and improvements
into compliance with public standards; 4) disposition of land for private redevelopment; and 5)
amproving the tax base and the financial stability of the community, and engages in the afore-mentioned
activities when these needs cannot be met through reliance solely upon private initiative and which can
also be undertaken in targeted neighborhoods; and
�VHEREAS, the School Disfrict is in the process of assembling land along the north side of Wells Street
and along Welis Street east of Walsh for the YNICA and York Street Achievement Plus School- which
represents a considerable investment in the neighborhood; and
WHEREAS, to adequately lay out the parking provisions for the YMCA, the School District has
determined it will be necessary to vacate Wells Street; and
WHEREAS, the School District has asked the City and the HRA to assist in resolving the public right-
of-way access issues that will exist in the process of vacating Wells Street due to its topographical
challenge; and
WHEREAS, the properties along the south side of Wells Street east of 676 Wells Street and west of
Walsh Street (hereinafter "properties") must be acquired to assure resolution of any right-of-way access
problems created in vacating Wells Street; and
WHEREAS, one of the properties is a vacant tax forfeited property which is available for purchase for
approximately �103; and
�VHEREAS, the properties along the south side of Wells Street are all blighted properties in the
neighborhood �vith vacant lots poorly maintained and containing high vegetation. and properties with
structures generally in a very substandard condition includin� one house �vhich is boarded and
unoccupied; and

demolition or relocation; and
WHEREAS, acquisition of the properties located along the south side of Wells Street presents HItt1 with
the opportunity to assist the school dish�ict in resolving access and parking problems as well as assemble
land adjacent to the school and YMCA and the Ramsey County Bike path, near Payne and Arcade for
future development.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authoriry of the City of
Saint Paul, Minnesota as follo�vs:
That the HRA hereby authorizes staff to take all actions necessary for the acquisition of the
access property along the south side of Wells Street between 676 Wells Street and Walsh Street
as follows:

WHEREAS, the Saint Paul School DistYict has assembled land along the north side
of Wells Street and along Wells Street east of Walsh Street for the YMCA and the
York Achievement Plus School site, resulting in a substantial investment in the
neighborhood in which it is located; and
WHEREAS, there exists certain real property located on the south side of Wells
Street between Greenbrier Street and Walsh Street, and located on the south side
of Wells Street lying west of Greenbrier Street and east of 680 Wells Street
(the "Parcels"), which Parcels are located directly south of the York
Achievement Plus School site; and
WHEREAS, said Parcels detrimentally impact the neighborhood in which they are
located, including the York Achievement Plus School site, due to slum and
blighting conditions; and
WHEREAS, the removal of said slum and blight can best be accomplished through
acquisition of the Parcels by the ARA; and
WHEREAS, on July 28, 1999, the HRA Board of Commissioners authorized acquisition
of said Parcels, and authorized PED staff to schedule a Public Hearing before
the City Council to establish findings and determinations necessary to acquire
said Property through eminent domain, as adopted in its Resolution No. 99-7/28-
7 ; and
WHEREAS, there are significant title problems with certain of the properties
comprising said Parcels, including potential unrecorded interests in said
Parcels, which title problems create difficulty in obtaining marketable title to
said Parcels; and

WHEREAS, PED staff has been unsuccessful in negotiating acquisition of said
Parcels, necessitating the use of eminent domain to obtain marketable title; and
WHEREAS; to secure possession of the property and to minimize further hardship
to adjacent property owners and neighborhood residents as a whole will require
acquisition through the ninety (90) day quick take procedure under Minnesota
Statute; and
WHEREAS, said Parcels continue to Temain a blighting influence in the
neighborhood; and
WHEREAS, PED staff obtained appraisals for the properties comprising the
Parcels, which appraisals estimated the total fair market value of the Parcels
to be $225,000; and
WHEREAS, the Housing and Redevelopment Authority recognizes the need to reduce
the blighting effect of vacant land and substandard residential structures in
the City's neighborhoods; and
WHEREAS, under Chapter 469 of the Minnesota Statutes, the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota, is authorized to
engage in activities relating to:
1. Housing projects and development (especially for low and moderate income
people);
2. Removal of or prevention of the spread of conditions of blight or
deterioration;

REGARDING Acquisition of Properties Adjacent to the York Street Achievement Plus
School and the Phalen Corridor, District 5
Purpose
The purpose of this report is to request I3RA Board authorization to acquire certain properties that aze adjacent
to the York Street Achievement Plus School development in Dishict 5. The properties are also part of a
proposed redevelopment site in the draft land use concept plan in the Phalen Corridor Initiative Development
Strategy.
Background
The recommendation for the HRA to acquire properties is in response to the School District's request for the
City to assist in resolving public right-of-way access to these properties as it relates to the site plan for the new
YMCA building including the vacation of a part of Wells Street near Arcade Street. The new YMCA facility is
part of the Achievement Plus school complex at the former old Johnson Seniar High School building site.
The eighteen (18) properties, for which acquisition is necessary to resolve access issues, are located on the south
side of Wells on Wadena Street west of Wa1sh Street and east of 676 Wells Street in District 5(It doesn't
include 676 Wells). The properties are in a very substandard condition including one property being a City-
placarded vacant house. The area includes a lot of open azea and high vegetation. It is an area along a bluff and
creates topographic challenges for the school/YMCA development and other future redevelopment. However,
other developments should be able to take advantage of the ameniries of the location including bluff views and
proximity to the Phalen Creek Trail and the proposed new Phalen Boulevard. Also, it is within walking
distance of Payne Avenue where Main Street activities are underway.
See the attached map indicating the location of the properties.
York Street Achievement Plus School
The properties aze immediately south and adjacent to the new York Street Achievement Plus School and
YMCA. The School District is in the process of assembling the school/YMCA site and has started re-
construction of the existing old Johnson Senior High School for the elementary school. A variety of
concentrated housing improvement activities are planned or underway in a targeted area around the new
school/YMCA in order to build upon the large investrnent by the Schools in the neighborhood.

As part of the site pla.nning for the new school/YMCA complex, it has been deterAniued necessary to vacate a
part of Wells in order to adequately lay out the pazking provisions for the YMCA. This creates access issues for
existing houses and other properties on Wells west of the YMCA site, between Greenbrier and Wa1sh. The
School District and Public Works have looked at options on how to provide access to these properties. There is
not a reasonable, inexpensive solution.
Therefore, the School District has asked the CiTy/HRt� to acquire and demolish the structutes which would
resolve the access issue. After anatyzing all the issues, staff from PED believe this is a reasonable course of
action.
Phalen Corridor Initiative Develo�ment Strategy
The Phalen Corridor Initiative is in the process of preparing a development strategy. The strategy will put into
words and pictures the long-term vision for the corridor, and a list of recommendations to achieve the vision_
The draft development strategy includes a long range land use concept for the conidor and adjacent land, three
neighborhood design concept plans, design principles, and other complementary recommendations for
workforce, commercial and housing development.
The land use concept plan suggests sites where new medium density housing can be developed. Several of the
sites can capitalize on views and neighborhood amenities and develop new housing that expands housing
choices in neighborhoods along the conidor. The properties being considered for acquisition in this suimnary
aze located in one of these potential new housing development sites including potential open space called
Payne/Xork.
The Payne/York azea is a bluff site, with a view to the south and access via the Phalen Creek Trail to Swede
Hollow Park. It is not only in the neighborhood of the new York Street Achievement Plus School, it is within
walking distance of shopping along Payne Avenue and Arcade, and it will be convenient to new job
opporlunities created along the new Phalen Boulevazd.
The Properties
There are18 parcels on the south side of Wells and on Wadena west of Walsh and east of 676 Wells that will
require a resolution of their access to their properties if Wells is vacated for the new schoollYMCA buildings.
Based on preliminary information, these properties include six (6) occupied residential shuctures and one
vacant house on these parcels. Additionally, there aze 12 vacant lots.
In suininary, it is recommended that the HRA acquire 18 parcels, including six (6) occupied and one (1) vacant
house, and 12 vacant land pazcels. One of the vacant lots is owned by the State as a result of t� forfeiture. See
the attached list of properties. A letter has been sent to each owner of the properties informing them that the
HRA Boazd is considering approving the acquisition of these properties at this HRA Boazd meeting.
Though the properties are located in a proposed new housing development site in the draft Phalen Corridor
development strategy including open space, the fmal reuse of the land and potential redevelopment
opporhuiities will need to be discussed with azea residents and the District 5 community council.

PED recommends the purchase of the properties be budgeted from the CDBG Housing Real Estate
Development Fund, Fund 100, account code 96004.

Public Purpose
The public purpose includes the removal of blight and substandazd housing conditions. The site assembly will
create a future new housing and potential open space redevelopment azea.
Neighborhood Support
The Phalen Corridor Initiative has sponsored a set of three big community meetings to collect detailed opinions
from community groups on land use and other Phalen Corridor development strategy matters.
The Upper York Block Club reviewed this matter at a meeting on Tuesday, June 8. The residents there
expressed strong support for the HRA to purchase these pazcels. They will want to be continually involved in
determining reuse and redevelopment opportunities. They expressed wanfing open space and access to the bike
trail.
The District S land use committee reviewed the matter and recommended approval at a meeting on Thursday,
July 15. Most of the owners of the subject properties attended the meeting and expressed agreement to the HRA
action.
It is anticipated the District 5 Payne Phalen Planning Council will review and support the action at its meeting
on July 27.

Recommendation
Staff recommends the IIRA Board authorize the acquisition of the parcels outlined in the attached list of
properties including authorization by condexnnafion if necessary, and authorize the Executive Duector to take
a11 necessary steps to acquire, relocate e�sting occupants and demolish the structures. At an appropriate later
time, staff will consult with the Boazd on the reuse and development opportunities of the land.

RESOLliTIO\ AUTHORIZING THE ACQUISITION OF ALL REAL ESTATE PARCELS
LOCATED ON THE SOUTA SIDE OF WELLS STREET BETWEEN GREENBRIER STREET
AND WALSH STREET AND ALSO PARCELS O\' THE SOUTH SIDE OF �VELLS STREET
LYING �VEST OF GREEL�TBRIER STREET
Al�� EAST OF 676 WELLS STREET IN THE CITY OF SAINT PAUL, �'II�'ESOTA BY
tiEGOTIATION OR CONDEDTi iATION AlV'D FURTI3ER AUTHORIZING TSE DEMOLITION
OF ALL STRUCTURES CURRENTLY LOCATED THEREON, AND THE RELOCATION OF
PROPERTY OWNERS AND TENANTS, PAYNE-PIiALEN DISTRICT 5
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HI2A")
has duly adopted and there is now in legal effect a City-Wide Redevelopment Plan for the acquisition,
rehabilitation and resale of properties and the Payne-Phalen District 5 area is part of this plan; and
WHEREAS, the HRA has the power to engage in development or redevelopment activities under
Chapter 469 of the Minnesota Statutes, Housing and Redevelopment Act, and that the HRA is authorized
to engage in activities relating to: 1) housing projects and development; 2) removal and prevention of
the spread of conditions of blight or deterioration; 3) bringing substandard buildings and improvements
into compliance with public standards; 4) disposition of land for private redevelopment; and 5)
amproving the tax base and the financial stability of the community, and engages in the afore-mentioned
activities when these needs cannot be met through reliance solely upon private initiative and which can
also be undertaken in targeted neighborhoods; and
�VHEREAS, the School Disfrict is in the process of assembling land along the north side of Wells Street
and along Welis Street east of Walsh for the YNICA and York Street Achievement Plus School- which
represents a considerable investment in the neighborhood; and
WHEREAS, to adequately lay out the parking provisions for the YMCA, the School District has
determined it will be necessary to vacate Wells Street; and
WHEREAS, the School District has asked the City and the HRA to assist in resolving the public right-
of-way access issues that will exist in the process of vacating Wells Street due to its topographical
challenge; and
WHEREAS, the properties along the south side of Wells Street east of 676 Wells Street and west of
Walsh Street (hereinafter "properties") must be acquired to assure resolution of any right-of-way access
problems created in vacating Wells Street; and
WHEREAS, one of the properties is a vacant tax forfeited property which is available for purchase for
approximately �103; and
�VHEREAS, the properties along the south side of Wells Street are all blighted properties in the
neighborhood �vith vacant lots poorly maintained and containing high vegetation. and properties with
structures generally in a very substandard condition includin� one house �vhich is boarded and
unoccupied; and

�VIiEREAS, as most of the lots are vacant, the HI2A can acquire them without additional costs for
demolition or relocation; and
WHEREAS, acquisition of the properties located along the south side of Wells Street presents HItt1 with
the opportunity to assist the school dish�ict in resolving access and parking problems as well as assemble
land adjacent to the school and YMCA and the Ramsey County Bike path, near Payne and Arcade for
future development.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authoriry of the City of
Saint Paul, Minnesota as follo�vs:
That the HRA hereby authorizes staff to take all actions necessary for the acquisition of the
access property along the south side of Wells Street between 676 Wells Street and Walsh Street
as follows:
722 - 728 Wells - Lots 1, 2, 3, 4 and 5, Block 38, Schurmeier's Subdivision of Blocks 38
and 39 of Arlington Aills Addition.
712 Wells - Lot 6, Block 38, Schurmeier's Subdivision of Blocks 38 and 39 of Arlington
Hills Addition.
710 Wells - Lot 7, Block 38, Schurmeier's Subdivision of Blocks 38 and 39 of Arlington

which includes the specific authorization to: (a) make offers to affected property owners and
negotiate such offers to a successful conclusion; or (b) in circumstances where negotiation
proves to be unsuccessful, condemn property under the procedures provided in applicable
Minnesota statutes, and in compliance with all requirements of such statutes, using quick take
procedures.
That the funds for acquisition, relocarion and demolition for access and addirional properties in
the approximate total amount of $458,353 shall come from the CDBG Housing Real Estate
Development Fund, Fund 100, Account code 96004. _
That acquisition of the above described pzoperties is hereby approved to be undertaken by the
HRA by direct purchase or under the exercise of the power of eminent domain including use of
quick take.
That pursuant to Minnesota Statutes Section 272.02, Subd. 1, clause (7) and 469.040, subd. 1,
the properties are exempt from property taxes until sold for private redevelopment.
