WHEREAS, it appears that this action may have had the unintended consequence of
merely moving the parking, congestion and traffic problems over to the immediately adjacent
neighbarhoods, and as a result thereof, a second petition to expand Permit Pazking Area No. 25
has been submitted by xesidents on Hartford between Hamline and Syndicate, and is first being
considered by the Council on December 1, 1999; and
WHEREAS, it is reasonable to foresee that additional petitions seeking the enlargement
of the restricted parking azea will be filed in the future, and that the Council cannot solve these
issues on a piecemeal basis; and
WHEREAS, it is necessary to try a different approach to the problem by seeking to
balance and accommodate competing uses, rather than a blanket parking ban on certain streets
during school hours, and combine an amendment to the previously-established Permit Parking
Area No. 25 with acfion on the presently pending petition; and
WHEREAS, the Council has found and continues to find (a) that the residential azea
adjacent to Cretin-Derham Ha11 High School does not have sufficient access or off-street parking
to safely accommodate the parking needs of the residents, and the parking needs of non-residents
using the school, and (b) that the frequent parking of vehicles in this residential area by those
non-residential users has created safety, environmental and aesthetic problems for the residents
living there; and
VJHEREAS, some measure of restricted parking under Chapter 168 is necessary (a) to
enhance the quality of life in the residential areas invoived in this resolution by reducing noise,
traffic hazazds and litter, (b) to reduce air pollution and other environmental factors, (c) to
preserve the safety of children and other pedestrians, (d) to preserve the character of this district
as a residential district, and (e) to protect the residents of this area from unreasonabie burdens in
gaining access to their residences; now, therefore, be it

Since the residential permit pazking signs were posted in your neighborhood on November l,
Cretin-Derham Hall students have been pazking in lazge numbers on other neighborhood streets -
particularly Hartford both east and west of Hamiine. As a result, Hartford residents between Syndicate
and Hamline have petitioned to add their block to the pemut pazking district.
It has become appazent that the permit pazking district has merely shifted pazking from one area in
the neighborhood to other azeas in the neighborhood. It is my belief that expanding the di�trict without a
comprehensive strategy to deal with the problem would oniy continue to shift the problem.
I have heard from many neighbors who live outside of the existing pazking district. They have
complained that pazking problems now exist in front of their homes. I haue also heard from CDH
students and parents. They are concerned with the long-term effect that an ever-expanding pernut
pazking district would have on the school.
Neighbors haue expressed two primary concerns. The first is student behavior. I believe that
CDH has taken positive steps over the past few months ta address neighbors' concems about student
behavior. Faculty members haue stepped up patrol efforts in the neighborhood before and after school.
The school administration has also met with neighbors to discuss these issues. I am hopeful that this will
a11ow for better comnununication in the future.
The second concern is the availability of convenient on-street parking. I have worked with the
public works department, parking enforcement officers and CDH to come up with a plan that addresses
the long-term pazking issues and balances the interests of everyone involved.
Many ideas have been discussed. CDH hired an architect to identify opportunities to add off-
street pazking. Unfortunately, most aze unworkable. Removing athletic fields that aze used by the
school, the community and local youth programs is in neither the best interests of the school nor of Saint
Paul, In addition, a plan that would have constructed a parking lot in &ont of the school's facade on
Hamline was rejected because it would hann the historical character of the school and neighborhood.
One idea that may be workable in the long-tezm involves off-street pazking along Albert Street.
Under this plan, the City would vacate Albert Street neaz CDH. The school could then build two rows of
off-street parking. Preliminary engineering studies suggest that 3�-60 additional pazking spaces could be
provided. Street vacations are subject to City Council approval after a public hearing. Holy Spirit
School and Parish and neighbors along Albert Street would be consulted prior to this action.

In the meantime, I have offered a series of parking changes that the City Council will consider on
at a public hearing on Wednesday December 8 at 530 p.m. They are listed below:
1) The City would reduce no pazldng and time-restricted parking zones on Albert Street on
the other side of the school to add between 15 and 20 spaces. CDH kas agreed to limit
their drop-off and delivery zones in order to acaomplish this.
2) The school would encourage students to park on Randolph Avenue adjacent to the
school. Currently, at least 10 available spaces on Randolph aze left empty each day.
3) The permit pazking district would be changed to allow open pazking on one side of Juno,
Nites and LVatson. Pemut parking wouid atso be instituted on one side of Hartford
between Hamline and Syndicate. As a matter of fairness, permit pazking will alternate
between the north and south sides of the street. Between August 15 and December 31,
the north side of the street would have pernut parking. Between January 1 and June 15,
the south side would.
4) The pazking district would be changed to remove permit pazking on the east side of
Hamline between Niles and Hartford. Pernut pazlang would remain between Juno and
Niles in order to accommodate those residents whose homes face Hamline.
5) All residents of the parking district would still be eligible to purchase pazking permits,
regazdless of wluch side of the street they live on. These permits would be effective
throughout the school yeaz regazdless of which side o£the street on which the pazking
regulations aze effective.
5) CDH has ageed to pay for ha2f of aIl residents' pernut fees for up to three cars each year.
I believe that the above proposal represents a fair compm; that balances neighbors' pazking
needs with Cretin-Derham Ha1P s. Furthermore, I feel that it halaxices the concerns of those people who
live in the existing parking diskrict with those who live neaz the �istrict. I realize that this has been a long
- and at times contentious - process. I hope that this measure will altow tiie sckool and its neighbors to
continue their longstanding history of enjoying a wazm and frieadly relationship.

WHEREAS, it appeazs that this action may have had the unintended consequence of
merely moving the parking, congestion and traffic problems over to the immediately adjacent
neighborhoods, and as a result thereof, a second petition to expand Permit Pazking Area No. 25
has been submitted by residents on Hartford between Hamline and Syndicate, and is first being
considered by the Council on December l, 1999; and
WHEREAS, it is reasonable to foresee that additional petitions seeking the enlargement
of the restricted parking area will be filed in the future, and that the Council cannot solve these
issues on a piecemeal basis; and
WHEREAS, it is necessary to try a different approach to the problem by seeking to
balance and accommodate competing uses, rather than a blanket pazking ban on certain streets
during school hours, and combine an amendment to the previously-established Permit Parking
Area No. 25 with action on the presently pending petition; and
WHEREAS, the Council has found and continues to fmd (a) that the residential azea
adjacent to Cretin-Derham Hall High School does not have sufficient access or off-street pazking
to safely accommodate the pazking needs of the residents, and the pazking needs of non-residents
using the school, and (b) that the frequent pazking of vehicles in this residential area by those
non-residential users has created safety, environmental and aesthetic problems for the residents
living there; and
WHEREAS, some measure of restricted pazking under Chapter 168 is necessary (a) to
enhance the quality of life in the residential areas involved in this resolution by reducing noise,
traffic hazards and litter, (b) to reduce air pollution and other environmental factors, (c) to
preserve the safety of children and other pedestrians, (d) to preserve the character of this district
as a residential district, and (e) to protect the residents of this azea from unreasonable burdens in

Greetings and Happy New Year from Cretin-Derham Hall! We are introducing this
newsletter to the neighborhood in an effort to keep all residents informed about events at
Cretin-Derham Hall, efforts we aze making to address neighborhood concerns, and
invitations to activities. We hope to establish better lines of communication and thereby
develop a good relationship between us and you, our neighbors. Please feel free to contact
us at any time with concerns, comments, ideas.

When concems or issues regazding parking and/or CDH students arise, residents should:
-Evaluate ffie incident as to whether or not the police should be called. If you deem it
necessary, do so. We do not disCOUrage the use of police at any time.
-After contacting the police, if you would like to also call the school for addifional follow

What Is CDH Doing to Help liesolve the Problem?
We at CD�I aze continuously looking for and implementing ways to ixnprove our
relarionships with the neighborhood.

Beginning in April of 1999, we increased the hours of school supervision in the
neighborhood of our students as they come and go on a daily basis. Initially this increase
in time took place two or three days after school. From the beginning of the 1999-00
school year, this supervision time increased due to an effort to respond to the concems of
neighbors. In the fall and spring (when the weather is warm) you will notice a white goif
cart with driver patrolling the azea Andy Bischoff or another assigned faculty member
drives the cart. In addition to a faculty presence, we have hired an off-duty St. Paul police
officer to assist in after school supervision. During Yhe winter months faculty supervision
is done in a tan Chevrolet Cavalier. We hope knowledge of this supervision is helpful
should you need assistance. Supervision hours are:
Before School: Monday-Friday, 7.25-8:00 am.
After School: Monday-Friday, 2:15-3:00 p.m.
T'he Student Council has undertaken the effort to find solutions to the parking problems.
To date they have tried to heighten awazeness and encourage students to caz pool. The
Student Council established a Ride Share Boazd whereby students can both offer to give
rides or seek a car pool. A number of students are participating. Student Council is also
researcYaing alternative pazking spots. The students are very eager to help £md solutions.
In addition to trying to monitor and control pazking and caz issues, we aze committed to
helping clean up the azea. We regulazly have detention for students who have been
involved in school rules violarions. These detention hours are served regulaziy on
Tuesdays and Thursday, or az other delegated tirnes. We have and will continue to use
detention students in various aspects of service on the school grounds and in the
sunounding community. If you notice a student with a rrash bag picking up trash in your
azea, be aware that students are there to help in the effort to keep the surrounding
community clean.
We have had assemblies with the studenfs and discussed the parking and concerns of the
neighbors. We stress the need to be respectful and thoughtful at all times. Whenever new
situations arise, i.e. street cleaning or snow plowing, we make announcements and instruct
students where they can pazk and to move their cars if they are incorrectly parked.
We hope these efforts aze helpful in making life better for neighbors. Please feel free to call
if you have any additionai ideas for solutions.
Building Setter Relationships
At the November meeting held at CDH, many suggestions were given to resolve
neighborhood concerns. One idea was to provide opportunities for students and neighbors
to get to know each other so as to improve communication and foster tietter relationships.
We at CDH also feel this is a great idea. Our Adminisirator of Public Relations, Mary Jo
Groeller, would like to organize volunteers from the neighborhood and CDH to brainstorm
and work on ideas. If you would like to volunteer to help in any way, call Mrs. Groellcr at
651-696-3302.

Parking Update
As G9e weatner continues to improve, our morning and afternc�on sugervision will change
back to the more visible means of using the goif cart rather than a faculty vehicle as has
been used during the winter months. Our intention is to provide visible support throughout
the neighborhood hefore and after school as our students aze coEning and leaving schooi. If
you ever run into a negstive sitt:atior. that involves a CDH student, please repurt the
concern.
As additional support for our CDH faculry that are involved in before and after school
supervision, we continue to hire an off duty police officer to provide support. Along with
ffiis supervision we continue to use our students involved in detention for regulaz trash
pickup in the neighborhood everyday, however we do hope that this program decreases the
amount of time you have to spend cleaning your immediate boulevard and city street area.
We have received a number of phone calls regazding individual incidents that involve CDA
students. We aze trying our best to follow up on that information and provide an
appropriate consequence for the students involved. If you leave your number when
reporting ttie concern, we will provide you a return call with follow up information. Please
keep in mind that on occasion we do have students from other schools who choose to park
on area streets while they wait for friends from CDH to finish schooi. As much as we
encourage these stud�nts from other schools to *espect the neighborhood, at times it is a
very frustrating experience. Withant any question, our prime concern is to work with our
CDH students to make sure they are treating the neighborhood a�i;h resp�t.

Since the residential permit pazking signs were posted in your neighborhood on November l,
Cretin-Derham Hall students have been pazking in lazge numbers on other neighborhood streets -
particularly Hartford both east and west of Hamiine. As a result, Hartford residents between Syndicate
and Hamline have petitioned to add their block to the pemut pazking district.
It has become appazent that the permit pazking district has merely shifted pazking from one area in
the neighborhood to other azeas in the neighborhood. It is my belief that expanding the di�trict without a
comprehensive strategy to deal with the problem would oniy continue to shift the problem.
I have heard from many neighbors who live outside of the existing pazking district. They have
complained that pazking problems now exist in front of their homes. I haue also heard from CDH
students and parents. They are concerned with the long-term effect that an ever-expanding pernut
pazking district would have on the school.
Neighbors haue expressed two primary concerns. The first is student behavior. I believe that
CDH has taken positive steps over the past few months ta address neighbors' concems about student
behavior. Faculty members haue stepped up patrol efforts in the neighborhood before and after school.
The school administration has also met with neighbors to discuss these issues. I am hopeful that this will
a11ow for better comnununication in the future.
The second concern is the availability of convenient on-street parking. I have worked with the
public works department, parking enforcement officers and CDH to come up with a plan that addresses
the long-term pazking issues and balances the interests of everyone involved.
Many ideas have been discussed. CDH hired an architect to identify opportunities to add off-
street pazking. Unfortunately, most aze unworkable. Removing athletic fields that aze used by the
school, the community and local youth programs is in neither the best interests of the school nor of Saint
Paul, In addition, a plan that would have constructed a parking lot in &ont of the school's facade on
Hamline was rejected because it would hann the historical character of the school and neighborhood.
One idea that may be workable in the long-tezm involves off-street pazking along Albert Street.
Under this plan, the City would vacate Albert Street neaz CDH. The school could then build two rows of
off-street parking. Preliminary engineering studies suggest that 3�-60 additional pazking spaces could be
provided. Street vacations are subject to City Council approval after a public hearing. Holy Spirit
School and Parish and neighbors along Albert Street would be consulted prior to this action.

In the meantime, I have offered a series of parking changes that the City Council will consider on
at a public hearing on Wednesday December 8 at 530 p.m. They are listed below:
1) The City would reduce no pazldng and time-restricted parking zones on Albert Street on
the other side of the school to add between 15 and 20 spaces. CDH kas agreed to limit
their drop-off and delivery zones in order to acaomplish this.
2) The school would encourage students to park on Randolph Avenue adjacent to the
school. Currently, at least 10 available spaces on Randolph aze left empty each day.
3) The permit pazking district would be changed to allow open pazking on one side of Juno,
Nites and LVatson. Pemut parking wouid atso be instituted on one side of Hartford
between Hamline and Syndicate. As a matter of fairness, permit pazking will alternate
between the north and south sides of the street. Between August 15 and December 31,
the north side of the street would have pernut parking. Between January 1 and June 15,
the south side would.
4) The pazking district would be changed to remove permit pazking on the east side of
Hamline between Niles and Hartford. Pernut pazlang would remain between Juno and
Niles in order to accommodate those residents whose homes face Hamline.
5) All residents of the parking district would still be eligible to purchase pazking permits,
regazdless of wluch side of the street they live on. These permits would be effective
throughout the school yeaz regazdless of which side o£the street on which the pazking
regulations aze effective.
5) CDH has ageed to pay for ha2f of aIl residents' pernut fees for up to three cars each year.
I believe that the above proposal represents a fair compm; that balances neighbors' pazking
needs with Cretin-Derham Ha1P s. Furthermore, I feel that it halaxices the concerns of those people who
live in the existing parking diskrict with those who live neaz the �istrict. I realize that this has been a long
- and at times contentious - process. I hope that this measure will altow tiie sckool and its neighbors to
continue their longstanding history of enjoying a wazm and frieadly relationship.

Greetings and Happy New Year from Cretin-Derham Hall! We are introducing this
newsletter to the neighborhood in an effort to keep all residents informed about events at
Cretin-Derham Hall, efforts we aze making to address neighborhood concerns, and
invitations to activities. We hope to establish better lines of communication and thereby
develop a good relationship between us and you, our neighbors. Please feel free to contact

What Is CDH Doing to Help liesolve the Problem?
We at CD�I aze continuously looking for and implementing ways to ixnprove our
relarionships with the neighborhood.

Beginning in April of 1999, we increased the hours of school supervision in the
neighborhood of our students as they come and go on a daily basis. Initially this increase
in time took place two or three days after school. From the beginning of the 1999-00
school year, this supervision time increased due to an effort to respond to the concems of
neighbors. In the fall and spring (when the weather is warm) you will notice a white goif
cart with driver patrolling the azea Andy Bischoff or another assigned faculty member
drives the cart. In addition to a faculty presence, we have hired an off-duty St. Paul police
officer to assist in after school supervision. During Yhe winter months faculty supervision
is done in a tan Chevrolet Cavalier. We hope knowledge of this supervision is helpful
should you need assistance. Supervision hours are:

After School: Monday-Friday, 2:15-3:00 p.m.
T'he Student Council has undertaken the effort to find solutions to the parking problems.
To date they have tried to heighten awazeness and encourage students to caz pool. The
Student Council established a Ride Share Boazd whereby students can both offer to give
rides or seek a car pool. A number of students are participating. Student Council is also
researcYaing alternative pazking spots. The students are very eager to help £md solutions.
In addition to trying to monitor and control pazking and caz issues, we aze committed to
helping clean up the azea. We regulazly have detention for students who have been
involved in school rules violarions. These detention hours are served regulaziy on
Tuesdays and Thursday, or az other delegated tirnes. We have and will continue to use
detention students in various aspects of service on the school grounds and in the
sunounding community. If you notice a student with a rrash bag picking up trash in your
azea, be aware that students are there to help in the effort to keep the surrounding
community clean.
We have had assemblies with the studenfs and discussed the parking and concerns of the
neighbors. We stress the need to be respectful and thoughtful at all times. Whenever new
situations arise, i.e. street cleaning or snow plowing, we make announcements and instruct
students where they can pazk and to move their cars if they are incorrectly parked.
We hope these efforts aze helpful in making life better for neighbors. Please feel free to call
if you have any additionai ideas for solutions.
Building Setter Relationships
At the November meeting held at CDH, many suggestions were given to resolve
neighborhood concerns. One idea was to provide opportunities for students and neighbors
to get to know each other so as to improve communication and foster tietter relationships.
We at CDH also feel this is a great idea. Our Adminisirator of Public Relations, Mary Jo
Groeller, would like to organize volunteers from the neighborhood and CDH to brainstorm
and work on ideas. If you would like to volunteer to help in any way, call Mrs. Groellcr at

Parking Update
As G9e weatner continues to improve, our morning and afternc�on sugervision will change
back to the more visible means of using the goif cart rather than a faculty vehicle as has
been used during the winter months. Our intention is to provide visible support throughout
the neighborhood hefore and after school as our students aze coEning and leaving schooi. If
you ever run into a negstive sitt:atior. that involves a CDH student, please repurt the
concern.
As additional support for our CDH faculry that are involved in before and after school
supervision, we continue to hire an off duty police officer to provide support. Along with
ffiis supervision we continue to use our students involved in detention for regulaz trash
pickup in the neighborhood everyday, however we do hope that this program decreases the
amount of time you have to spend cleaning your immediate boulevard and city street area.
We have received a number of phone calls regazding individual incidents that involve CDA
students. We aze trying our best to follow up on that information and provide an
appropriate consequence for the students involved. If you leave your number when
reporting ttie concern, we will provide you a return call with follow up information. Please
keep in mind that on occasion we do have students from other schools who choose to park
on area streets while they wait for friends from CDH to finish schooi. As much as we
encourage these stud�nts from other schools to *espect the neighborhood, at times it is a
very frustrating experience. Withant any question, our prime concern is to work with our
CDH students to make sure they are treating the neighborhood a�i;h resp�t.

WHEREAS, it appears that this action may have had the unintended consequence of
merely moving the parking, congestion and traffic problems over to the immediately adjacent
neighbarhoods, and as a result thereof, a second petition to expand Permit Pazking Area No. 25
has been submitted by xesidents on Hartford between Hamline and Syndicate, and is first being
considered by the Council on December 1, 1999; and
WHEREAS, it is reasonable to foresee that additional petitions seeking the enlargement
of the restricted parking azea will be filed in the future, and that the Council cannot solve these
issues on a piecemeal basis; and
WHEREAS, it is necessary to try a different approach to the problem by seeking to
balance and accommodate competing uses, rather than a blanket parking ban on certain streets
during school hours, and combine an amendment to the previously-established Permit Parking
Area No. 25 with acfion on the presently pending petition; and
WHEREAS, the Council has found and continues to find (a) that the residential azea
adjacent to Cretin-Derham Ha11 High School does not have sufficient access or off-street parking
to safely accommodate the parking needs of the residents, and the parking needs of non-residents
using the school, and (b) that the frequent parking of vehicles in this residential area by those
non-residential users has created safety, environmental and aesthetic problems for the residents
living there; and
VJHEREAS, some measure of restricted parking under Chapter 168 is necessary (a) to
enhance the quality of life in the residential areas invoived in this resolution by reducing noise,
traffic hazazds and litter, (b) to reduce air pollution and other environmental factors, (c) to
preserve the safety of children and other pedestrians, (d) to preserve the character of this district
as a residential district, and (e) to protect the residents of this area from unreasonabie burdens in

Since the residential permit pazking signs were posted in your neighborhood on November l,
Cretin-Derham Hall students have been pazking in lazge numbers on other neighborhood streets -
particularly Hartford both east and west of Hamiine. As a result, Hartford residents between Syndicate
and Hamline have petitioned to add their block to the pemut pazking district.
It has become appazent that the permit pazking district has merely shifted pazking from one area in
the neighborhood to other azeas in the neighborhood. It is my belief that expanding the di�trict without a
comprehensive strategy to deal with the problem would oniy continue to shift the problem.
I have heard from many neighbors who live outside of the existing pazking district. They have
complained that pazking problems now exist in front of their homes. I haue also heard from CDH
students and parents. They are concerned with the long-term effect that an ever-expanding pernut
pazking district would have on the school.
Neighbors haue expressed two primary concerns. The first is student behavior. I believe that
CDH has taken positive steps over the past few months ta address neighbors' concems about student
behavior. Faculty members haue stepped up patrol efforts in the neighborhood before and after school.
The school administration has also met with neighbors to discuss these issues. I am hopeful that this will
a11ow for better comnununication in the future.
The second concern is the availability of convenient on-street parking. I have worked with the
public works department, parking enforcement officers and CDH to come up with a plan that addresses
the long-term pazking issues and balances the interests of everyone involved.
Many ideas have been discussed. CDH hired an architect to identify opportunities to add off-
street pazking. Unfortunately, most aze unworkable. Removing athletic fields that aze used by the
school, the community and local youth programs is in neither the best interests of the school nor of Saint
Paul, In addition, a plan that would have constructed a parking lot in &ont of the school's facade on
Hamline was rejected because it would hann the historical character of the school and neighborhood.
One idea that may be workable in the long-tezm involves off-street pazking along Albert Street.
Under this plan, the City would vacate Albert Street neaz CDH. The school could then build two rows of
off-street parking. Preliminary engineering studies suggest that 3�-60 additional pazking spaces could be
provided. Street vacations are subject to City Council approval after a public hearing. Holy Spirit
School and Parish and neighbors along Albert Street would be consulted prior to this action.

In the meantime, I have offered a series of parking changes that the City Council will consider on
at a public hearing on Wednesday December 8 at 530 p.m. They are listed below:
1) The City would reduce no pazldng and time-restricted parking zones on Albert Street on
the other side of the school to add between 15 and 20 spaces. CDH kas agreed to limit
their drop-off and delivery zones in order to acaomplish this.
2) The school would encourage students to park on Randolph Avenue adjacent to the
school. Currently, at least 10 available spaces on Randolph aze left empty each day.
3) The permit pazking district would be changed to allow open pazking on one side of Juno,
Nites and LVatson. Pemut parking wouid atso be instituted on one side of Hartford
between Hamline and Syndicate. As a matter of fairness, permit pazking will alternate
between the north and south sides of the street. Between August 15 and December 31,
the north side of the street would have pernut parking. Between January 1 and June 15,
the south side would.

Hamline between Niles and Hartford. Pernut pazlang would remain between Juno and
Niles in order to accommodate those residents whose homes face Hamline.
5) All residents of the parking district would still be eligible to purchase pazking permits,
regazdless of wluch side of the street they live on. These permits would be effective
throughout the school yeaz regazdless of which side o£the street on which the pazking
regulations aze effective.

I believe that the above proposal represents a fair compm; that balances neighbors' pazking
needs with Cretin-Derham Ha1P s. Furthermore, I feel that it halaxices the concerns of those people who
live in the existing parking diskrict with those who live neaz the �istrict. I realize that this has been a long
- and at times contentious - process. I hope that this measure will altow tiie sckool and its neighbors to
continue their longstanding history of enjoying a wazm and frieadly relationship.

of the restricted parking area wili be filed in the future, and that the Council cannot solve these
issues on a piecemeal basis; and
WHEREAS, it is necessary to try a different approach to the problem by seeking to
balance and accommodate competing uses, rather than a blanket pazking ban on certain streets
during school hours, and combine an amendment to the previously-established Permit Parking
Area I3o. 25 with action on the presently pending petition; and
WHEREAS, the Council has found and continues to find (a) that the residential area
an; �cent to Cretin-Derham Hall High School does not have sufficient access or off-street pazking
to safely accommodate the pazking needs of the residents, and the parking needs of non-residents

Greetings and Happy New Year from Cretin-Derham Hall! We are introducing this
newsletter to the neighborhood in an effort to keep all residents informed about events at
Cretin-Derham Hall, efforts we aze making to address neighborhood concerns, and
invitations to activities. We hope to establish better lines of communication and thereby
develop a good relationship between us and you, our neighbors. Please feel free to contact
us at any time with concerns, comments, ideas.

When concems or issues regazding parking and/or CDH students arise, residents should:
-Evaluate ffie incident as to whether or not the police should be called. If you deem it
necessary, do so. We do not disCOUrage the use of police at any time.
-After contacting the police, if you would like to also call the school for addifional follow

What Is CDH Doing to Help liesolve the Problem?
We at CD�I aze continuously looking for and implementing ways to ixnprove our
relarionships with the neighborhood.

Beginning in April of 1999, we increased the hours of school supervision in the
neighborhood of our students as they come and go on a daily basis. Initially this increase
in time took place two or three days after school. From the beginning of the 1999-00
school year, this supervision time increased due to an effort to respond to the concems of
neighbors. In the fall and spring (when the weather is warm) you will notice a white goif
cart with driver patrolling the azea Andy Bischoff or another assigned faculty member
drives the cart. In addition to a faculty presence, we have hired an off-duty St. Paul police
officer to assist in after school supervision. During Yhe winter months faculty supervision
is done in a tan Chevrolet Cavalier. We hope knowledge of this supervision is helpful
should you need assistance. Supervision hours are:
Before School: Monday-Friday, 7.25-8:00 am.
After School: Monday-Friday, 2:15-3:00 p.m.
T'he Student Council has undertaken the effort to find solutions to the parking problems.
To date they have tried to heighten awazeness and encourage students to caz pool. The
Student Council established a Ride Share Boazd whereby students can both offer to give
rides or seek a car pool. A number of students are participating. Student Council is also
researcYaing alternative pazking spots. The students are very eager to help £md solutions.
In addition to trying to monitor and control pazking and caz issues, we aze committed to
helping clean up the azea. We regulazly have detention for students who have been
involved in school rules violarions. These detention hours are served regulaziy on
Tuesdays and Thursday, or az other delegated tirnes. We have and will continue to use
detention students in various aspects of service on the school grounds and in the
sunounding community. If you notice a student with a rrash bag picking up trash in your
azea, be aware that students are there to help in the effort to keep the surrounding
community clean.
We have had assemblies with the studenfs and discussed the parking and concerns of the
neighbors. We stress the need to be respectful and thoughtful at all times. Whenever new
situations arise, i.e. street cleaning or snow plowing, we make announcements and instruct
students where they can pazk and to move their cars if they are incorrectly parked.
We hope these efforts aze helpful in making life better for neighbors. Please feel free to call
if you have any additionai ideas for solutions.
Building Setter Relationships
At the November meeting held at CDH, many suggestions were given to resolve
neighborhood concerns. One idea was to provide opportunities for students and neighbors
to get to know each other so as to improve communication and foster tietter relationships.
We at CDH also feel this is a great idea. Our Adminisirator of Public Relations, Mary Jo
Groeller, would like to organize volunteers from the neighborhood and CDH to brainstorm
and work on ideas. If you would like to volunteer to help in any way, call Mrs. Groellcr at

Parking Update
As G9e weatner continues to improve, our morning and afternc�on sugervision will change
back to the more visible means of using the goif cart rather than a faculty vehicle as has
been used during the winter months. Our intention is to provide visible support throughout
the neighborhood hefore and after school as our students aze coEning and leaving schooi. If
you ever run into a negstive sitt:atior. that involves a CDH student, please repurt the
concern.
As additional support for our CDH faculry that are involved in before and after school
supervision, we continue to hire an off duty police officer to provide support. Along with
ffiis supervision we continue to use our students involved in detention for regulaz trash
pickup in the neighborhood everyday, however we do hope that this program decreases the
amount of time you have to spend cleaning your immediate boulevard and city street area.
We have received a number of phone calls regazding individual incidents that involve CDA
students. We aze trying our best to follow up on that information and provide an
appropriate consequence for the students involved. If you leave your number when
reporting ttie concern, we will provide you a return call with follow up information. Please
keep in mind that on occasion we do have students from other schools who choose to park
on area streets while they wait for friends from CDH to finish schooi. As much as we
encourage these stud�nts from other schools to *espect the neighborhood, at times it is a
very frustrating experience. Withant any question, our prime concern is to work with our
CDH students to make sure they are treating the neighborhood a�i;h resp�t.

When concems or issues regazding parking and/or CDH students arise, residents should:
-Evaluate the incident as to whether or nof the police should be called. If you deem it
necessary, do so. We do not discourage the use of police at any time.
-After coatacting the police, if you would 3ike to also call the school for additional follow

Building Better Relationships
At the November meeting held at CDH, many suggestions were given to resolve
neighborhood concerns. One idea was to provide opportunities for students and neighbors
to get to know each other so as to improve communication and foster better relationships.
We at CDH also feel this is a great idea. Our Administrator of Public Relations, Mary Jo
Groeller, would like to organize volunteers from the neighborhood and CDH to brainstorm
and work on ideas. If you would like to volunteer to help in any ca?I Mrs. Crceller at
