THE COUNCIL OF THE CITY OF S INT PAUL DOES ORDAIN: ection 1 Purpose. Laws Minn. 1989 , Chapter 49, changed state law concerning liquor hours and d ys of sale in two respects relevant to this ordinance: (1) the p ohibition against off-sale of intoxicating liquor on New Ye rs Day, January 1 , and Independence Day, July 4, was repealed; an (2) the prohibition of on-sale of intoxicating liquor after mid ight on all Sundays was removed and replaced by a 1 : 00 a.m. c osing time .
