Notice is hereby given that a Public He ing will be held on the 10th day of
October 1989 at 9:00 A.M. in the Saint P ul City Council Chambers,City Hall and
Court House,Saint Paul,Minnesota. T purpose of the Public Hearing is to
consider the level of service of street ma tenance performed in the City of
Saint Paul in 1989 and to ratify the cost f such service to be charged against
benefitted property in accordance with hapter 62 of the Administrative Code.
The particular service has been perform d and the estimated costs as proposed by
the Departrnent of Public Works are as llows:
LA I -DOWNT WN R L P EET
Descri�tion:
Class I service has been performed on a downtown or loop streets with the
following boundaries: Kellogg Boulev d on the south and west,Eleventh Street
on the north and Broadway on the east.
. 1989 Level of Services:
The downtown streets have been swept ee times per week and flushed five
times per week. All routine maintenanc ,including patching and repairing of
street surfaces,has been performed on as-needed basis.
Assessment:
All Class I service will be assessed at a r te of 3.01 per assessable foot.
I - YIN MME A AND ARTERIA TRE T
Description-
Class II service has been performed on a 1 outlying commercial and arterial sireets
in the City. These are the major arteries n the City and have both heavy volumes
of vehicular and pedestrian traffic and,i most cases,have business or commercial
properties fronting on them. Typical ex ples would be as follows: University
Avenue,Snelling Avenue,West Seventh treet,East Seventh Street,Rice Street,
Payne Avenue,Arcade Street, Summit enue,Grand Avenue, and others. All
of these Class II streets are accurately de ined on a map available for viewing in the
Deparhnent of Public Works,900 City H 11 Annex.
1989 Level of Services:
The Class II streets have been swept or aned approximately 18 times per season.
All routine maintenance,including patc 'ng and repairing of street surfaces,has
been done on an as-needed basis.

Under Class II service there are two ass ssment rates,one commercial and one
residential. The commercial property r e is 2.07 per assessable foot and the
residential property rate is .94 per asse sable foot.
I -ALL RE IDENTIAL TR
Description:
Class III service has been performed on 1 residential streets induding oiled
streets,paved streets and intermediate t e streets.
1989 Level of Services:
Residential streets,including oiled stree ,paved streets and intermediate streets
have received a thorough cleaning whi included sweeping and flushing.
Patching and repairing has been on an a -needed basis; approximately 120 miles of
oiled streets received a sand sealcoat an approximately 20 miles of paved streets
received a chipseal coat. In the fall (wea er permitting) leaves will be picked up
from these streets.
Assessment•
Under Class III service there are two ass ssment rates; one residential and one
commercial. The residential property ra is .94 per assessable foot and the
commercial property rate is 1.50 per ass ssable foot.
A IV-ALL ILED A D PAVE LLEY
Descri�tion:
Class IV service has been performed on oiled,paved and intermediate type
alleys within the City.
1989 Level of Services:
All oiled,paved and intermediate alleys ave been swept during the season. All
routine maintenance,including patching d repairing of the alley surfaces,has
been performed on an as-needed basis. �
Assessment:
Under Class IV service, there are two ass ssment rates; one commercial and one
residential. The commercial property rat is .75 per assessable foot and the
residential property rate is .49 per asses ble foot.

A V AND VI - NIMPROVED EET AND ALLEY
Descri�Hon:
Class V and VI service has been perform d on unimproved streets and alleys. By
unimproved we mean those streets and leys that have not been developed for
one reason or another. They are platted ity rights-of-way; however, the abutting
residents have never petitioned for their mprovement nor have there been any
assessments levied. There are approxim tely 80 miles of unimproved streets and
100 miles of unimproved alleys in the Ci . Because they are City rights-of-way,
the City has the responsibility to perfor minimal repairs and maintenance work
on them to reduce any hazards or poten al hazards.
1989 Level of Services:
The maintenance and repair of these stre ts and alleys has consisted of patching,
minor blading,placing of crushed rock d other stabilized material in order to
make them passable and reduce hazards
Assessment:
Under Class V and VI service there are t o assessment rates for each class; one
commercial and one residential. The co mercial property rate is .57 per
assessable foot and the residenrial prope ty rate is .38 per assessable foot on
unimproved streets. The commercial pr perry rate is .29 per assessable foot, and
the residential property rate is .19 per a sessable foot on unimproved alleys.

Residential property on corner lots will ly be assessed for the normal assessment
for the front of the lot.
Residential properties on ou�lying comm rcial and arterial streets will be assessed
at the residential rate .94 per front foot) commercial properties on residential
streets would be assessed at 1.50 per fro t foot.
Churches and church property would be ssessed at the residential rate.
The assessment will be included on your roperty tax statement in 1990.
