The minutes of the Ju e 13 , 1989 meeting were approved with
the following corre tion. On page 8 last paragraph, under

SUBJECT: Appellant is requesting a variance to install a 8 foot
high grapevine arbor/trellis on the West side of the house
abutting the property line.
PROCEEDINGS: Mr. Szachowicz stated that the fence does not
obstruct traffic.
Ms. Gloria Williams - 1871 Saunders, a neighbor, stated she �
was in opposition of the neighbor installing the trellis. It
would be 8 feet 6 inches tall and the overhang comes out 10
feet, only 5 feet from the foundation. This trellis would
have a roof.
BOARD ACTION: Motion made by Ron Ankeny to deny the request for a
variance on installing a grapevine arbor/trellis on the west
property line. Seconded by David Schultz.

Dick Lippert, from Division of Pubiic Health stated that he is
requesting that the board deny the appellents request for an
extension time, first of all , because the appellant is not in
attendance, and secondly, because there is 6 criminal charges
pending, regarding the items that Mr. Halverson has filed an
appeal for, which are set for trial .
Mr. Glassman referred to the application of Mr. Halverson,
wherein, it stated that the appellant is unable to do the work,
that is requested because their is a tenant that is threatening,
and dangerous. Is he in danger?

Mr. Lippert, stated Mr. Hal erson has a dispute going on with the
tenant, I would say that th y are equally hostile to each other.
I believe Mr. Halverson is n no danger, the tenant may have
already moved out.
BOARD ACTION: Motion made b Bill Tilton to deny the request for
an extension of time to do he necessary repairs pertaining to

to the Board. Mrs. Halver on stated that the tenants have moved,
an that she would like at least 60 days to complete the work. .

which was to deny an exten ion of time, instead to grant an
extension of time until Se tember 1 , 1989, due to the fact that

bathroom situtation, he i troduced some plans. He also stated
that rental is a problem. always have some vacancies.
Don Miller, from Division of Public Health stated that Code is a
ratio of 5 to 1 on a bath oom, therefore, is requesting that the
appellant' follow the code
A suggestion was made by r. Tilton to give the appellant some
time to bring the buildin into code complia�ce.

of time for 1 1/2 years ntil January 1 , 1991 , to add an additionai

SUBJECT: Appellant is requesting a variance on the number of
baths for the number of occupants in the building
PROCEEDINGS: The building was built in 1912, then switched to a
Graduate Club in 1942. Third floor has a toilet, sink and a 2
stall-sink - I1 occupants; Seconded floor the same - 8 occupants.
On the first floor the appellant has a private bath room. The
basement has a sink, toilet and a tub and a athletic shower.
This is a Coop building, each tenant owns a part of the building.
There has been improvements made to the building, such as fire
escapes. water heater, new boiler, new front steps, a) so a new
fire alarm.
Don Miller, from Division of Public Health stated that the
building is a mess.
BOARD ACTION: Motion made by Ron Ankeny to deny the request for a
variance on the number of baths for the amount of occupants.
The board granted an extension of time for 1 year until July 11 ,
1990 to install a bath on the third floor. then the second year
an additional bath is to be installed on the second fioor. Mr.
Tilton amended the motion, giving the appellant an extension of
time for 1 year (July 11 , 1990) to install a bath on the third
, floor, at that time, if there has been progress, satisfactory to
the City, then be given an additional year extension until July
11 , 1991 to install an additional bath on the second floor, if
not, then at that time the extension is nult and void. Seconded
by David Schultz. MOTION CARRIED UNANIMOUSLY.

costly. After much discus ion the Board requested that Mr.
Wilkinson postpone this it m until the August meeting to get some
bids as to a cost to insta 1 mechanical ventilation in the
bathrooms.
BOARD ACTION: Motion made y Robert Viering to grant an extension
of time for 6 months (Janu ry 15, 1990) to install a hard wired
alarm system and the const uction of a one-hour fire rated
enclosure for the furnace rea. Seconded by R. Ankeny. MOTION
CARRIED UNANIMOUSLY.

requested a 30 postponement to have the appellant work with Fire
Prevention to try and resolve the code violations, pertaining to
fire separation-basement apartments, provide door closure-taundry
room, provide proper escape windows in apartments 5 8 7, cover
glass rear stairwell or provide wired glass in metal frame,
remove storage under stairs, fire extinguishers-first floor, fire
doors, hardwired smoke detectors interconnected, repair or
replace door closures on all apartments that are inoperable.
PROCEEDINGS: Wayne Carison stated that there are six items on the
correction list that need to be addressed. Item #1 - Fire
separation in the basement, this was completed in 1981 , a
sprinkler system was installed, therefore, I will withdraw this
item.
Dave Bergman, from Fire Prevention stated that he was to the
property on July 10, 1989 to do final inspection prior to this
meeting. Some of the items were done and some were not.
Wayne Carison stated that on Item 3 (Wired glass rear stairwell )
he needs more time. Item 2 (Provide escape window) need
variance. Item 4 (Fire Extinguishers) withdrawn; Item 5 (door
• closures) withdrawn: Item 6 (hard wired detectors interconnected)
deleted.
BOARD ACTION: Motion made by David Schuitz to gxant en extension
of time 45 days (August 1 , 1989) to install wired glass in
rear stairwell . Seconded by Robert Viering. MOTION CARRIED

3. Discussion - Name chan e for the Board. �
There was a short discuss on on considering a name change for the
board. This was discusse in January and a letter was forwarded
to Councilmember Jim Sche bel for review. Mr. Scheibel was going
request some research be one, then he was to get back to the
board witti some recommend tions. The name suggested at that time
was "Code� Enforcement App als Board".
After some discussion Mr. Glassman suggested "Property Code
Enforcement Appeals Board "
Board Members unanimously agreed with the name suggestion.
There being no further bu iness, meeting adjourned at 4:25 p.m.

time for 1 year (July 11 , 1990} to install a bath on the third
, floor, at that time, if t ere has been progress, satisfactory to

3. Discussion - Name change for the Board. .
There was a short discussio on considering a name change for the
board. This was discussed 'n January and a letter was forwarded
to Councilmember Jim Scheib 1 for review. Mr. Scheibel was going
request some research be d e, then he was to get back to the
board witti some recommenda ions. The name suggested at that time
was "Code� Enforcement Appe ls Board".
After some discussion Mr. lassman suggested "Property Code
Enforcement Appeals Board. '
Board Members unanimously greed with the name suggestion.
There being no further bus ness, meeting adjourned at 4:25 p.m.

WHEREAS, The City Council, pursuant to C apter 62 of the Administrative
Code did hold a public hearing on 4ctober 1, 1988, in the City Council
Chambers for the purpose of estabilshing he level of street and alley
maintenance to be performed in the City Saint Paut and the amount of
service charges to be levied against bene itted property; and
WHEREAS, The Department of Public Work did perform the 1989 street
and alley maintenance services in a mann r as set forth and approved by
the City Council and described in the repo t of the Department of Public
Works; and
WHEREAS, Pursuant to Chapter 62 ot the dmfnlstrative Code, the
Department of Public Works has submitte to the Department of Finance
and Management Servtces a report shawi the totai cost of street
maintenance to be $13,529,734, a copy o such report has heretofore been
delivered to the City Council; now, theref re, be it
RESOLVED, That the City shall pay $6,067 734 of the cost of streets and
ailey maintenance by using Municipal Sta e Atd ($1,412,295), Trunk
