Deaz Mr. Wagner:
The Office of License, Inspections and Environmental Protection is recommending denial of your
renewal appiication for taxicab driver's license. This action is based on the following:
State of Minnesota driver's license records indicate that your Minnesota
Ariver's License has been canceled. Saint Paul Legislative Code §376.16(e)(1)
requires that an applicant for a taxicab driver's license have a valid Minnesota
driver's license. The failure to have a valid Minnesota driver's license
constitutes grounds for denial of your license renewal application.
Under state law, Minn. Stat. ch. 364, the City of Saint Paul must inform you of certain matters:
First, the grounds and reasons for the denial of the license. These grounds and
reasons are set forth above.
Second, any complaints or grievances that you may have will be processed and
adjudicated in accordance with the procedures set forth in section 310.05 of the Saint
Paul Legislative Code. These procedures are substantially similaz to those required
by the state administrative procedures act, Minn. Stat. §§ 14.57-.69.
Third, the eazliest date on which you may reapply for a taxi drivei s license will be
one year from the later of the following two dates: (1) the date of your successful
completion of supervised probation, with a copy of the department of corrections
dischazge order a other documents showing complian� with all terms and
conditions of probauon; or (2) the date, pursuant to section 3 i �.02 of the Legislative � o� �� c� 3
Code, your license is denied by the City of Saint Paul. Future reception of a re-
application does not guazantee that there will be sufficient evidence ofrehabilitation,
nor that a license will be issued at that time.
Fourth, if you reapply, the City of Saint Paul will consider all competent evidence
of rehabilitation that you wish to present. Bxamples of the type of evidence that will
be considered are set forth in section 364.03 of the state law.
Since the proposed denial of your renewal application for a license is an adverse action, you are
entitted to the hearing procedures established in sections 310.05 and 310.06 of the 5aint Paul
Legislative Code. You or your attomey will have to make a written request for a hearing if you wish
to contest the denial of your application.
Hearing Procedures:
If you contest the facts stated above in bold type, a hearing on the
facts will be heard before an administrative law judge, whose findings
and recommendations will be given t6 the St. Paui City Council for
a final determination. If you choose to exercise your right to an
administrative heazing, the Office of License, Inspections and
Environmental Protection will also submit a recommendation to the
judge to recover the cost of the hearing. You may then be held
responsible for the cost of the administrative hearing.
If you do not wish to contest the facts stated above in bold type, but
wish to proceed with the license application process, you will need to
admit in writing to the facts stated above in bold type. The matter
will then be scheduled for heazing before the St. Paul City Council for
a final deterxnination regarding the status of your taxicab driver's
license.
If you do not wish to contest the facts stated above in bold type
and do not wish to continue to operate as a taxicab driver within
the City of St. Paul, you may surrender your taxicab driver's license
to the license division and request to withdraw your renewal
application.
Please contact me or Peter Pangbom, at 266-8710, within ten (10) days from the date of this letter
as to whether you admit or deny the highlighted facts stated above, and whether you wish to have
an administrative hearing on those facts, or have the matter brought for a heazing before the St. Paul
City Council. If we have not heard from you within that time, the matter will be scheduled
before the St. Paul City Council as an uncontested matter. The matter will then be place on

the council's consent agenda where no discussion is allowed. A� stated above, if you choose
to proceed with an administrative hearing, you will need to make that request in writing.

The Office of License, Inspections and Environmental Protection is recommending denial of your
renewal appiication for taxicab driver's license. This action is based on the following:
State of Minnesota driver's license records indicate that your Minnesota
Ariver's License has been canceled. Saint Paul Legislative Code §376.16(e)(1)
requires that an applicant for a taxicab driver's license have a valid Minnesota
driver's license. The failure to have a valid Minnesota driver's license
constitutes grounds for denial of your license renewal application.
Under state law, Minn. Stat. ch. 364, the City of Saint Paul must inform you of certain matters:
First, the grounds and reasons for the denial of the license. These grounds and
reasons are set forth above.
Second, any complaints or grievances that you may have will be processed and
adjudicated in accordance with the procedures set forth in section 310.05 of the Saint
Paul Legislative Code. These procedures are substantially similaz to those required
by the state administrative procedures act, Minn. Stat. §§ 14.57-.69.
Third, the eazliest date on which you may reapply for a taxi drivei s license will be
one year from the later of the following two dates: (1) the date of your successful
completion of supervised probation, with a copy of the department of corrections
dischazge order a other documents showing complian� with all terms and
conditions of probauon; or (2) the date, pursuant to section 3 i �.02 of the Legislative � o� �� c� 3
Code, your license is denied by the City of Saint Paul. Future reception of a re-
application does not guazantee that there will be sufficient evidence ofrehabilitation,
nor that a license will be issued at that time.
Fourth, if you reapply, the City of Saint Paul will consider all competent evidence
of rehabilitation that you wish to present. Bxamples of the type of evidence that will
be considered are set forth in section 364.03 of the state law.
Since the proposed denial of your renewal application for a license is an adverse action, you are
entitted to the hearing procedures established in sections 310.05 and 310.06 of the 5aint Paul
Legislative Code. You or your attomey will have to make a written request for a hearing if you wish
to contest the denial of your application.
Hearing Procedures:
If you contest the facts stated above in bold type, a hearing on the
facts will be heard before an administrative law judge, whose findings
and recommendations will be given t6 the St. Paui City Council for
a final determination. If you choose to exercise your right to an
