Dear Mr. Coleman:
I would like to explore wit you the possibility of using space
in your underground duct bet een 78 East 10th Street and 100 East
llth Street for the p pose of installing a 100 pair
communication cable. Please let me explain.
The Gity of Saint Paul , Po ice Department, is entering into a
lease agreement with the Poi t of St. Paul Apartment Building at
78 East lOth Street. Thi agreement will allow the City to
install public safety radio communications equipment on the roof
and in the penthouse. Th' s equipment requires an extensive
communication link back to the Police and Fire E911 Emergency
Communication Center at 100 ast llth Street.
While there are numerous com unication medians that would provide
this link, the most reliable and sectire would be that of a multi-
pair cable directly linkin the two buildings (see attached
drawinq) .
Since this is a public saf. ty communication system, it is our
desire to make it the most reliable and secure system possible
for the citizens of Saint ul . It appears that you have the
facilities to aid us in this endeavor. Ttierefore, I ask for your
careful consideration of thi proposal .

July 10, 1989
Mr. Phillip L. Sanders
Superintendent CSM Unit
100 East Tenth Street
St . Paul , MN 55101
Dear Mr. Sanders:
This letter is in response o your letter to Randall Coleman
dated June 20, 1989 in which ou inquired as to the possibility
of using space in our under round duct to install a 100 pair
communication cable between he Point of St . Paul Apartment
Building at T8 East 10th St're t and St Paul Police Public Safety
Building at 100 East iith Stre t .
As I explained in our telepho e conversation of June 29, 1989
there is an empty duct runni g east and west under Minnesota
Street fram our access box a jacent to the Point of St . Paul
easterly to our terminal box o the east side of Minnesota but no
empty duct running north from hat box to the access box adacent
to the Public Safety Building.
However, in the intereat of Community spirit and Civic pride,
Continental Cablevision will e glad to cooperate and would be
willing to share the existing north/south duct space at no cost
to the Police Dept . or the C ty under the following conditions :
1 ) To accommodate the propos d communication cable it will be
necessary to pull out the ex sting cable from this north/south
duct and repull that cable b ck into the duct along with the
communication cable, which ill require all work being done
outside of normal working hour since this cable is utilized for
data transmission under the guidance of the OfficP of Cable
Communications, 2) The CSM u it of the Department of Police is
willing to provide manpower o oversee the installation of the
communication cable and wil hold harmless both Continental
CAblevision and its Contractor for any damages which may occur to
the Communication cable as a r sult of the installation.
