2. That a public hearing be had on said improvement n the 3rd day of October, 1989 ,at
nine B�X� dclock am., in the Council Chambers of t City Hall and Court House Building in the City of Saint Paul.

time and place of hearing,the nature of the impro ement and the total cost thereof as estimated.
