NHEREAS, Steven Lentsch DBA Lentsch's ar at 1091 Rice Street has applied for
a Modification of Parking Requirement for an On-Sale Class B Liquor License
reducing the number of off-street par ing spaces required from 32 to 20; and
WHEREAS, notice of a public hearing b fore the City Council was duly mailed to
each owner of affected property withi 350 feet of the property for which the
modification of parking requirements as sought; and
WHEREAS, the City Council based upon vidence presented at the public hearing
as substantially reflected in the mi tes made the following findings of fact:
1. Lentsch's Bar has been in operati n for about 4 years.
2. The Licensing Division reported at the applicant upgraded his liquor
license on January 31, 1989 from an on-sale liquor class C license, which
only allows up to 100 patrons, t his current class B liquor license which
allows up to 200 patrons in the ar.
3. In 1988, Lentsch's Bar received combination of NPP and Corrunercial
Rehabilitation Program funds thr ugh NEAR and the City totaling about
$50,000 with the total project c st of $200,000. This money was used to
completely remodel the bar and t add a basement banquet room which can
• accommodate up to 30 additional patrons. The basement banquet room has
� been unused since completion,
4. Lentsch's Bar patrons occasiona ly use the adjacent 24 stall parking lot
of the North End Improvement Cl b to park based on a verbal agreement
between the Club and Lentsch's hich started in Oct ber 1985. The
agreement also allows Club memb rs and visitors t�ark in Lentsch's
parking lot; this typically occ rs in the evening of the second Monday of
the month, when the North End provement Club holds their monthly
meeting. Both the applicant a the Club have indicated that there have
been no problems with this par ing arrangement.

Dear Sir:
Attached is the staff report for th request by Lentsch's Bar for a reduction
in the amount of parking required f r a liquor license for additional patron
space in a newly remodeled basemen banquet area.
In 1988 Lentsch's Bar received fin ncial assistance from the City and NEAR to
corapletely remodel the building an to add a basement banquet area. This
basement banquet area has been unu ed since its completion pending City Council
action on this request for a modif cation of parking requirements.
When the basement banquet space i included in calculating parking requirements
for an establishment with an on-s le liquor class B license, Lentsch's Bar is
12 parking spaces short. The app icant has indicated that a shared parking
arrangement with the adjacent Alor h End Improvement Club helps to handle
additional off-street parking nee s. The applicant is therefore asking that
the requirement for 12 additiona parking spaces be waived.
Staff recommends approval of the variance with the condition that the basement
banquet room not be scheduled fo use by Lentsch's Bar patrons during monthly
meetings of the North End Improv ment Club and during other major meetings held
at the Club.
The District 6 Community Counci has no objections to granting the variance.
Staff has not received any call or letters in opposition.

A. PURPOSE: The applicant is requesti g a modification of parking requirements for
a liquor license. The modification would permit him to serve liquor in the
recently remodeled basement of his stablishment. Based on the size of this new
renovation to his business, staff lculated that to meet the licensing parking
requirement he would have to provi e 12 additional parking spaces plus
potentially meet other site plan c ncerns that may arise.
B. LEGISLATION CODE CITATION:
Parkin¢: Section 410.04 of the Le islative Code requires that establishments
with on-sale liquor licenses prov' e one off-street parking space for every 45
square feet of patron area. Howe er, it provides for modifications of this
requirement:
"The council may modify the off-s reet parking requirements contained in this
section. . . upon findings made by he council that granting of such modification
would not have a substantial det mental impact on the surrounding neighborhood.
Modification, if granted, shall e by resolution adopted by at least five (5)
affirmative votes."
"In granting any modification, t e council may attach reasonable conditions
regarding the location, design, haracter and other features of the licensed
structure and parking area deem necessary for the protection of the adjacent
neighborhood."
C. SITE AND AREA CONDITIONS: The irst floor of the building has approximately
2,361 square feet of area and t e banquet room in the basement has an area of
437.6 square feet (29.5' x 14.8 ') .
Surrounding Land Use: To the rth is Racy Printing. To the west is single
family and duplex housing. To the south is the North End Improvement Club. To
the east across Rice Street ;is a mix of commercial uses with upper floor
apartments.
D. FINDINGS:
