An administrative Resolution establishing, in the alary Plan
and Rates of Compensation, a process by which City employees may
transfer their vacation cred ts to other City empl yees.
WHEREAS, Employees of the City o Saint Paul receive vacation as part of
their compensation; and
WHEREAS, in special or unique ci cumstances employees ay wish to donate or
transfer a portion or all of their va ation to another empl�oyee; and
WHEREAS, in such special cases i may be to the benefit of the City as
well as the employees to allow such t ansfer of vacation, subject to certain
conditions; now, therefore be it

RESOLVED, That the Saint Paul Sa ary Plan and Rates of Compensation
resolution be hereby amended by addin the following to Sec ion I, Salaries
Payable, Subsection H. Vacation:
Em lo ees ma exchan e or transf r their vacation credits from one em lo ee
to another under the followin c ditions:
1. Such transfers can be made ly after the showin of uni ue or
s ecial circumstances and o 1 u on a roval of t e Personnel
Director.
2. Before such transfer wili b a roved the ro osed reci ient of
the transfer must have us{ed 11 of his/her accrued or useable vacation
and all of his/her com ensa r time. '
3. Such transfer shall be on a ollar for dollar bas s. The worth
of the vacation shall be ad sted to the a leve of the donor.

7. When a donor volunteers s�uc transfer, he/she must first execute
a release document for s ch transfer and such document will be ke t on
file in the Office of Pe so el and Labor Relations.

Dear Council President Scheibel and C uncilmembers:
As a member of the City Council you h ve probably wished that �ust once you
would get a letter from Labor and/or anagement that was just a friendly
note about. cooperation and mutual tru t. Well, your waiting days are over.
. An exciting concept in Labor Relation has been implemented in the City of
Saint Paul.
A labor-management committee was form d this spring consisting of
_ representatives from four bargaining nits, AFSCME Clerical, AFSCME
Technical, PEA and SPSO; and three re resentatives from management. It was
agreed to sit down together, in round table discussions, to see if we could
improve the quality of work life for ity employees.
We call our group the Labor-Managemen Steering Committee. Mary Kearney of
the State Bureau of Mediation Service acts as our facilitator and we have
been meeting twice a month since Marc of this year. Thus far, we have
adopted a mission statement and st�nd" g rules for our committee. We have
also developed an extensive list of is ues for discussion. From that list
we have chosen three items, two short erm and one long term, on which to
work. Our first short teron project de ls with the donation of vacation
time to employees who are in special s tuations where their vacation time
has been exhausted. Our other shorit t rm project revolves around getting
City employees who need or want to use the employee assistance program to
become aware of its features and to us its services. For the long term
project we have decided to focus on' th establishment of a Citywide
flexible working arrangement policy'.
The following mission statement should give you an understanding as to what
this committee is all about:

openness, with a view toward fost ring mutual respect and trust,
developing a working partnership n the organization and

to address the concerns expressed by all members of our work

WHEREAS, according to our projection , there will not be sufficient funds for
the City to pay for medical examinat'ons for those who are about to be hired
as City employees, and
WHEREAS, it has been determined that providing physical examinations to persons
before employment with the City will decrease our potential liabilities and
ensure a properly qualified workforc , and
WHEREAS, we must provide physical ex minations for potential police officers
prior to hiring, and
WHEREAS, the Mayor, pursuant to Sec 'on 10.07.01 of the City Charter, does
certify that there are available fo appropriation revenues in excess of
those estimated in the 1989 budget, nd
