, WHEREAS, the intemational Sister City Program was initiated by the United States in 1956 to establish
z greater friendship and understanding on a person-to-person basis between the people of this county and
s other nations through the medium of direct personal contact; and
a WHEREAS, three officials, including Mayor Norm Coleman, recently traveled to Neuss, Gesmany, for
s the purpose of fostering and creating educational, cultural and commercial ties between Saint Paul and
s Neuss; as weil as with Brussels, Berlin and Hamburg; and
� WHEREAS, the City Council passed Council File 99-1040, which accepted a gift from the Saint Paul Area
Chamber Foundation for the purpose of offsetting costs associated with the trip; and
a WHEREAS, the Mayor, pursuant to sec. 10.07.1 of the City Charter, recommends the following changes to the
