Floor, Saint Paul City Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents which will be presented to
the City Council for their consideration. This is an uncontested matter, in that the facts
concerning the failure to pay license fees has not been denied. The recommendation of the
license office will be for the immediate suspension of your license.

Deaz Sir/Madam:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the mobile food license held by Uncle Bi�g's Ribs for the City of Saint
Paul. The basis for this recommendation is as follows:
License fees in the amount of $225.00 �vere paid for with a
check which was returned for non-sufficient funds.
Accordingly, license fees have not been paid and you do not
have a valid license.
If you do not dispute the above facts, please send me a letter admitting that they aze true.
The matter will then be scheduled before the City Council for a hearing to determine what
penalty, if any, is appropriate. You will have a chance to appear and make a statement before the
Council on your behalf. You may also pay the sum to the Office of License, Inspections and
Environmental Protection immediatety to take care of this matter.
If you wish to dispute the facts, you are entitled to an evidentiary hearing before an
administrative law judge. If you wish to have such a hearing, please send a letter stating that you
aze contesting the facts. You will then be sent a notice of hearing �«th the date, time and place
for the heazing, the name of the administrative law judge, and an explanation of the procedures.

Please let me know in writing no later than Monday, October 25,1999, how you
wish to proceed. If I have not heard from you by that date, I will assume that you are not

allowed and the recommended penalty, license suspension until such time as your fees have
been paid, will be imposed.

2 RESOLVED, that the Mobile Food license held by Uncle Bigg's Ribs d/b/a Uncle Bigg's

4 1999-20001icense fees. Said suspension sha11 be in effect until such time as the license fees and
5 any late charges or penalties have been paid in fu11 and written notice of the lifting of said
6 suspension has been provided to the licensee by the Office of License, Inspections and
7 Environmental Protection.
9 This Resolution and the action taken above are based upon the facts contained in the October 15,
10 1999, Notice of Violation letter to the licensee. The licensee did not contest the facts of the

the City Council for their consideration. This is an uncontested matter, in that the facts

Deaz Sir/Madam:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the mobile food license held by Uncle Bi�g's Ribs for the City of Saint
Paul. The basis for this recommendation is as follows:
License fees in the amount of $225.00 �vere paid for with a
check which was returned for non-sufficient funds.
Accordingly, license fees have not been paid and you do not
have a valid license.
If you do not dispute the above facts, please send me a letter admitting that they aze true.
The matter will then be scheduled before the City Council for a hearing to determine what
penalty, if any, is appropriate. You will have a chance to appear and make a statement before the
Council on your behalf. You may also pay the sum to the Office of License, Inspections and
Environmental Protection immediatety to take care of this matter.
If you wish to dispute the facts, you are entitled to an evidentiary hearing before an
administrative law judge. If you wish to have such a hearing, please send a letter stating that you
aze contesting the facts. You will then be sent a notice of hearing �«th the date, time and place
for the heazing, the name of the administrative law judge, and an explanation of the procedures.

Please let me know in writing no later than Monday, October 25,1999, how you
wish to proceed. If I have not heard from you by that date, I will assume that you are not
contesting that the license fees have not been paid. The matter will then be scheduled
before the City Council on the Consent Agenda during �vhich no public discussion is
allowed and the recommended penalty, license suspension until such time as your fees have
been paid, will be imposed.
