RE : Human Rights Ordinances
Enclosed please find drafts of:
1 ) An ordinance amending th current human rights ordinance
found at Chapter 183 of t e Saint Paul Legislative Code by
repealing the sections d ling with the director and the
commission and renumberin the remaining provisions which
deal only with enforcement;
2) An administrative ordinance creating a human rights commission;
and �
3) An administrative ordina ce creating the department and
establishing the position of director. After doing further
research I discovered th the department of human rights
is not one of the six Ch rter executive departments so that
the problems with the cu rent method that we discussed are
not really problems anym re. Under Charter Section 9. 01
the department of human ri hts is to be included in the office
of the mayor, like the b dget office is. I have kept the
notions of appointment by the mayor from the list of three
nominees from the commiss on, removal for cause by the mayor
and the council , and remo al without cause by the mayor and
2/3 of the members of the commission, but have reworded them
so that, hopefully, the o dinance will be a little clearer.
