In the event the owners, interested pa ies or responsi.ble parties fail to comply with the Council Resolution, 'th Division of Public Health should be authorized to r�nove all acc�mazlation f refuse and assess all costs incurred in the r�noval against the real estate as a special assessment to be collected in the same manner as taxes.
