During the reinspection of the property or ousing Code violations on April 6, 1989, a
large accumulation of wood pallets and m sc llaneous debris was observed being stored on
the vacant lots. The owner was given an or er to remove the refuse and debris but failed
to comply.

3. That the awners, interestPd rties and responsible parties of this
property are as previously stated in th' resolution. These individuals have
been properly served notice of the A�gu 15, 1989 hearing concerning this

4. That on April 14, 1989 a 3ub ntial Abatement Procedure was sent to
tl� awners, interested parties or respo ible parties ordering these persons to
remove and properly dispose of refus�# ( pproximately 2,000 to 3,000 wood

of refuse) by April 26, 1989.
5. That the order of April 14, 989 has been disregarded by the awners,
interested parties and responsible p�rt es.
6. That the exterior storage�of refuse (approxim'�tely 2,000 to 3,000
wood pallets, tires, car parts, c�neq�t ricks and blocks and other exterior
storage of refuse) located on the Subj t Property is a nuisance as defined
under Saint Paul Legislative Code 45�02 Subd. 4, 5, 12, 13, 14, in that these
are nuisances located in the City of Sa nt Paul that have created a dangerous
or unhealthy condition or which thre�te s the pvblic peace, health, safety or
sanitary condition of the City or wh�.ch is offensive or has a blighting
influence on the c�x�znity.
7. That the costs of abate�nenk o this nuisance are estimated to exceed

reconmendation of the Division that th City Council pass a resolution ordering
the owners, interested parties and �es nsible parties to remove all
acc�zlation of refuse in a timely �a r to the satisfaction of the City.
In the event the owners, interested �a ies or responsible parties fail to
ccx�ly with the Council Resolution, th Division of Public Health should be
authorized to remove all accumulatio�n refuse and assess all costs incurred
in the rern�val against the real estalte s a special assessment to be collected
in the same manner as taxes.

On April 14, 1989, the Division of PuLl'c Health mailed an order to the awners,
interested parties and responsible pa 'es of this property requiring that the
exterior property area shall be mainta' in a clean and sanitary condition
free froa�n any acclanulation of refus ( pallets, cement blocks, bricks,
a
tires and car p�arts) on or before P,�ri 26, 1989. Inasmazch as the orders have
not been corc�leted to the satisfaction f the Division and the continued
unsanitary condition and storage of 're se on the exterior property contributes
a blighting influence and potential ha rd to the neighborhood, it is the
reconmendation of the Division that th City Council pass a resolution ordering
the awners, interested parties and e nsible parties to remove all
acciunulation of refuse in a timely r to the satisfaction of the City.
In the event the owners, interested pa ies or responsi.ble parties fail to
comply with the Council Resolution, 'th Division of Public Health should be
authorized to r�nove all acc�mazlation f refuse and assess all costs incurred
in the r�noval against the real estate as a special assessment to be collected
in the same manner as taxes. I
