The hearing was called to order at 2:05 p.m.
STAFF PRESENT: Gerry Strathxnan, Legislative Hearing Officer and Corinne Martens, License,
Inspections, and Environmental Protection (LIEP).
Gerry Strathman stated the purpose of scheduling this Legislative Hearing is to hear obj ections to
the issuance of licenses for Restaurant (B), Malt On Sale (Strong), and Wine On Sale by Ermias
Wolde & Wosenyeieh Wolde, DBA Queen Sheba, 2447 7�' Street West. Mr. Strathman
indicated that City staff have reviewed and approved the following requirements: Fire Inspecrion,
Zoning, Environmental Health, and License - approval, pending liquor liability insurance. There
are no adverse actions against this license and LIEP recommends approval upon submission of
liquor liability insurance.
Dean Gubbrud, 2516 7�` Street West, stated he objects to the issuance of the Malt On Sale
(Strong) and Wine On Sale licenses because there are already plenty of strong beer
establishments in the neighborhood, such as Bucca, The Manor, Casey's, Starting Gate, Parrish's
and Champs. Mr. Gubbrud said he would not object to a 3.21icense. (Mr. Strathman stated for
the record that he had also received Mr. Gubbrud's objection letter dated Oct. 11, 1999).
Gerry Strathman said he was not aware of any law that limits the number of strong beer licenses
in the area. Mr. Gubbrud thought that each azea of the City was zoned for a certain number of
licenses. Corrine Martens, LIEP, clarified that there are no limitations for the number of on-sale
licenses; there aze, however, limitations for off-sale licenses.
Wosenyeieh Wolde, license applicant, responded to Mr. Gubbrud's objection. Mr. Wolde said
his restaurant is a"Class B" establishment and the reason that he applied far the Malt On Sale
(Strong) and Wine On Sale licenses was to accommodate his customers because they were
requesting to have beer or wine served with their meals. His restaurant will not be selling high
volumes of beer and wine, but just the amount to accompany meals.
Nicholas Reynolds, representative of the owners of Sibley Plaza, where this establishinent is
located, said that Mr. Wolde purchased the establishment from Roses, who also had a beer and
wine license. He stated that the only reason that Mr. Wolde would like to have these licenses is
for the convenience of his customers — it is not going to be a bar — beverages wili be sold with
food only. Mr. Reynolds said this establishment is a good asset to the shopping center as well.

hopes that Mr. Gubbrud's concerns were addressed by understanding the rype of business that is
being conducted at this establishment. Corrine Martens, LIEP, stated that the requirement in the
ordinance for Malt and Wine On Sale licenses is that it must be served with food.
Gerry Strathman recommended approval of the licenses.
