The Council of the City of Saint Paul h s c nducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the ity Charter; and
WHEREAS, The Council has heard all pers ns, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, her fore, be it
RESOLVED, That the Council of the Cit o Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereb dir cted and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the co pletion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the am to the City Council in accordance with Chapter 14 of the City Charter.

The problem "devective sidewalk" was c ea ?d because of tree roots , deleterious subarade
material , alternatinr, freeze/thaw cycl s, service life lir�its, chemical ae'ditives, extreme
temperature variations , etc, These pro le s occur on a citywide level and must be addresse�
and corrected on an annual basis. Left un orrected, the sidewall< condition would worsen to
a state where it would be rendered unu ab e and subject to increased pedestrian injuries from
falls and possible litigations.
ADVANTAOES IF APPROVED:
( The community aiill benefit from this p oj ct because it will provide safe defect free side-
alks for its many citizens, The sidew lk contracts are executed by private contractors, so
it follows that private sector jobs ar c eated as a result of this activity.
pISADVANTAGE3 IF APPROVED:
Historically, the sidewalk reconstruct on have created neqative feedback in tf�e area of
construction procedure and assessment. Si ply stated, property owners detest assessments�
and despite the fact up to one-half th a sessment is City subsidized , it still remains
controversial .
DI3ADVANTAOES IF NOT APPROVED: •
This option would allow the infrastruc ur of sidewalk stock to deteriorate, which in turn,
will generate more personal injury sui s, ultimately resulting in ttie expenditure of larger
dollar amounts in eventual repairs and or replacement, as well as claim payouts.
