1 WHEREAS, the Public Risk Database Project (PRDP) is a nonprofit organization governed by
2 public risk managers and representatives of national organizations representing state and local
3 governments that seeks to help public officials improve the performance of their risk programs,
4 make better policy decisions, and control risk-fivancing losses; and,

WHEREAS, PRDP is developing a Data Warehouse that will collect data from many different
sources and serve as a first-ever national risk management database; and,
WHEREAS, the compIlation and sharing of data are facIlitated if data are coded and coliected
in a common or "standardized" way that is generally accepted by public entities and risk pools
and their data management service providers; and,
10 WHEREAS, PRDP has developed a LiabIlity Claims Data Standard for use bq public entities
11 and risk pools that will improve risk management information sharing and the transmission of
12 data to the PRDP Data Wazehouse; and,
13 WHEREAS, the PRDP Standard includes a liabIlity cause of loss coding system to identify
14 conduct and conditions that create claims and result in litigation; and,
15 WHEREAS, the PRDP LiabIliry Claims Data Standard has been prepared with input from
16 public risk uiauagers, risk mauagement information systems (RMIS) vendors, and other
17 potential users, and the Standard will be evaluated and improved on an ongoing basis with
18 input from users; and,
19 WHEREAS, public entities and risk pools will benefit from the standardization of liabiliry
20 clanns data through reduced data conversion costs and improved bench mazking and other
21 analysis capabilities;

1 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports the Public Risk
2 Database Project Liability Claims Data Standard and will include compliance with the standard
3 in modificafions to the ciry's claim management system or as part of any request for proposal
4 for third party achninistrative services or information systems.
