thereof having been given as prescribed by the Cit Ch rter; and
WHEREAS, The Council has heard all persons obj ctions and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, ther for , be it
RESOLVED, That the Council of the City o Sai t Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby di cte and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the co plet on of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the sam to e City Council in accordance with Chapter 14 of the City Charter.

PROJECT -
Improve BIRMINGHAM STREET fro rk Ave. to Case Ave. by grading and paving,
constructing curb and gutters and co st cting a street lighting system, constructing a
sanitary sewer, constructing water m in and constructing water and sewer service
connections.
INITIATING ACTION
This project is being initiated by a re ue t from a developer who is working with the
Planning and Economic Developme t D partment.
EXISTING CONDITIONS
In this vicinity Birmingham St. only e ist for three blocks, starting at W. 7th St. and
ending at Case Ave. The two block be ween W. 7th St. and York are paved, and the
block between York Ave. and Case ve is unimproved with no utilities in. The west
side of this proposed improvement as he former Greenbrier Home. It has been
recently demolished by the City and he land is being developed for handicapped
housing. The East side of th� street ab ts the long side of a single family residence,
an empty lot and a cluster developm nt f four-plexs.
SPECIAL CONSIDERATIONS
When the developer of the four-plex w nted to improve this street, the Greenbrier
Home objected to the assessments nd the project was dropped. The developer was
given a building permit by agreeing ot object to future assessments for street
improvements and said agreement as o run with the land and be binding to all
parties and successors.
PROPOSEDIMPROVEMENTS
We would construct the street to a w dt of 32 feet wit�h concrete curb and gutter and a
bituminous pavement. Sanitary sew r nd water main would be installed in the street
and connections stubbed out to the ro erty line for the proposed development and to
the empty lot. Street lighting would e f the "bent straw" type.

RECOMMENDATION
This street has long been a maintena ce problem and the Department of Public Works
feels that this is a very worthwhile pr e and recommends that it be approved.
