� RESOLUTION MAKING CERTAIN DETERMIN TI NS AND FINDINGS NECESSARY TO ACQUIRE
PROPERTIES UNDER THE URBAN REVITAL ZA ION ACTION PROGRAM FOR THE NORTH END
PARTNERSHIP DEVEIAPMENT AREA (NORT 0 SYCAMORE STREET) NORTH END DISTRICT 6

WHEREAS, the Minnesota State Le islature, in 1987, adopted the Urban
•�*` Revitalization Action Program (URA ) , which is the first new initiative to
assist Saint Paul revitalize its n ig borhoods in the 1980's, funded through a
1987 state initiative and matched y ity resources (CDBG) the program aims to
ensure a strong and improving futu e or those neighborhoods that are most
distressed by physical deteriorati n nd lack of economic opportunity; and
WHEREAS, on September 11, 19 7, the Planning Commission did, by
Resolution, recommend to the Mayor an City Council program guidelines
�,, entitled "Saint Paul Urban Revital za ion Action Program Guidelines", said
statement of policy and process wa t guide the development and
implementation of the revitalizati n rogram; and
WHEREAS, the City Council di a rove on September 23, 1987, by
Resolution 87-1395, guidelines for im ementation of the City of Saint Paul
URAP in which the Capital Improve n Budget Cammittee, Planning Commission,
affected neighborhood District Cou i , neighborhood non-profit organizations
and other various City staff parti ip ed in the review process of URAP
proposal submissions in accordance i approved guidelines; and
WHEREAS, the City Council di ap rove on February 23, 1989 Resolution
89-212, certain activities and fin ci g under the North End Partnership URAP
proposal which included acquisition, c nstruction of new housing for
low/moderate income families and re ab litation for which a Public Hearing was
held on February 9, 1989 to allow t e ublic to comment on these proposed URAP
activities; and

City Council approved on February 23, 19 9, Resolution 89-212, coverin� activities
and financing under North End URAP Phase II which includes acquisition, demolition and
construction of new low/moderate income ou ing. HRA approved the acquisition of
said properties on June 28, 1989, sub�ec t a public hearing held before City Council
which was held July 13, 19$9 without ne� ti e comments. This Resolution supports
Public Hearing and certain findings.

WHEREAS, the North End URAP ro sal has concentrated proposed
acquisition in an area bounded by t Place on the North, Sylvan on the
East, Rice Street on the West and ke on the South, the ob�ectives of this
proposed undertaking is to revitali e he housing stock north of Sycamore by
eliminating the ma�or deteriorating ho sing coupled with rehabilitation and
new housing construction thereby im ro ing the quality of housing and
providing new housing for low/moder te income families; and
WHEREAS, in the initial propo al acquisition of four (4) blocks of
housing and industrial uses were in ic ted, it was also noted that funding for
the two year cycle was needed to co pl te. this undertaking; and
WHEREAS, it was determined by th neighborhood and PED staff that the
initial acquisition for the new hou in site should be the south half of the
block bounded by Sycamore, Sylvan, ar and Lyton Streets, and as the existing
budget may permit, continue with ac i 'tion up Park Street and onto Lyton
Street to Sylvan; and
WHEREAS, in order to proceed w th these additional acquisitions in this
approved URAP Area, a Public Hearing ne ds to be held before City Council
which identifies the exact propertie f r acquisition.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of Saint Paul, in view of the foregoing hereby adopted
as findings that the public acquisit on of the properties identified as

l. That the North End Partnership ro ect Area under the URAP Program which

blighting influence on the surr un ing neighborhood due to its degree of
obsolescence, overcrowding woul n t be undertaken or made available for
redevelopment, nor would the pr i 'on of new housing and including
housing for low/moderate income 'lies be accomplished without the
financial sid sought and to be p o 'ded under the URAP Program.
2. That the Urban Revitalization Ac io Program which includes the North
End Partnership Program area (No th of Sycamore Street) will afford
maximum opportunity, consistent it the sound needs of the comraunity as
a whole, for the provision of ne h using by redevelopment of the

3. That in accordance with the H si g and Community Development Act of
1974 and Minnesota Statute 117.52 all acquisitions undertaken by an
acquiring Authority, which Aut or ty shall provide all relocation
assistance, services, payments an benefits for the URAP Program areas
in accordance with the Uniform Re ocation Assistance and REal Property
Acquisition Act of 1970 (24 C 4 and 570.1 CDBG regulations contained
in HUD Handbook 1377, effectiv A ril 1, 1989) .
4. That, acquisition of the prope ti s herein described may be acquired by
direct purchase or exercise th p wer of eminent domain.
5. That, pursuant to Chapter 548, La of Minnesota 1984, it is hereby
certified that said properties e the conditions of Minnesota Statutes
Section 469.174, Subdivision 1 a are exempt from property taxes under
Sections 272.02, Subdivision 1, cl use (7) and 469.040, Subdivision 1,
until sold for private redevelo me t.
6. That acquisition of the propert es herein identified is necessary in
order to remove conditions of b ig t which exist in the North End
Partnership Project Area and to ca ry out the Saint Paul Neighborhood
Redevelopment Plan and Pro�ect n aid Area.
