WHEREAS, on January 6, 19 7, the Saint Paul City Council established a
Community Festival Revolving Lo n und and Grant Program, administered by the
Division of Parks and Recreatio f r the purpose of assisting neighborhood
festivals with expenses, starti g osts and insurance coverage; and
WHEREAS, on August 6, 198 t e Saint Paul City Council did pass rules to
administer the grant program; a d
WHEREAS, after operating nd r the rules it has become clear that some
on the rules should be amended; no therefore, be it
RESOLVED, that the follow'ng amendments be made to the Community
Festival Fund rules:
1) Under BACKGROUND, Page l, nd: The Saint Paul City Council has
recognized public festivals as ei �ital to the spirit, history and pride of
Saint Paul's individual�e1�h.$�h s d/communities. While the Counci,l is aware
that the events reinforce the iq e character of eacq°i �grcommunitv, they
acknowledge that is has become 'nc easingly difficult to find an adequate
funding source to start up or p omote these celebrations.
2) Under PURPOSE, Page 1, amen : e Saint Paul City Council in a Resolution
dated January 6, 1987 has esta is ed a fund to provide start up costs in the
form of loans or grants to co ni y groups or organizations desiring to
promote s ' �communi stival.

July 19, 1989.
