WHEREAS, the Cities of Saint aul and Minneapolis collaborated in writing the
"plastic packaging" ordinances recently d ted by the two cities; and
WHEREAS, the ordinances call for the establishment of an Advisory Committee
on Environmentally Acceptable Packa ng,
NOW THEREFORE BE IT R SO VED, that the Saint Paul City Council
hereby establishes an Advisory Commi ee on Environmentally Acceptable Packaging for
the purpose of:
a) monitoring industry and gover en al actions relating to environmentally
acceptable packaging
. b) advising the director on implem nt ion issues
c) advising the Council on the feasi ili of the effective date of this ordinance and
recommending whether or not t e ective date should be extended
d) assisting in efforts to e�and the Ci 's recycling program to include the collection
of potentially recyclable materia s n t presently collected, including consideration
of financial assistance
e) recommending actions other lev ls f government and industry can take to
advance the goals of this Chapt r

"plastic packaging" ordinances recently ad pt by the two cities, and

on Environmentally Acceptable Pack '
NOW TI�REFORE BE TT RES L D, that the Saint Paul City Council
hereby establishes an Advisory Committe o Environmentally Acceptable Packaging for
the purpose of:
a) monitoring industry and governme taI actions relating to emiironmentally
acceptable packaging
`�) advising the director on implemen ti n issues
� ;
c advising the Council on the feasib' ty f the effective date of this ordinance and
recommending whether or not the eff ctve daxe should be extended
d) isting in efforts to expand the t}� recycling program to include the collection
f potentially recycla.ble materials ot presently collected, including consideration
� financial assistance
e) recommending actions other leve of overnment and industry can take to
advance the goals of this Chapter

Today, Mayor George Latimer ann u. ced the creation of two new city
committees. The first committee s newly-established advisory board
which will oversee the Community e tival Revolving Loan Fund and
Grant Program for the City of Sai t Paul Parks and Recreation Division
for the purpose of assisting nei b rhood festivals with expenses,
start-up costs and insurance cov ra e.
The second committee is the A i ory Committee on Environmentally
Acceptable Packaging which was a p oved as a part of the plastics
ordinance. The committee is cha g d with monitoring industry and
governmental actions relating t e vironmentally acceptable packaging;
advising the director on implem nt tion issues; assisting in efforts
to expand tne City's recycling ro ram to include the collection of
potentially recyclable material n t presently collected, including
consideration of financial assi t ce; recommending actions other
levels of government and indust y can take to advance the goals
contained in the Plastics Ordin n e; assisting in the development and
implementation of public educat'o prngrams on recycling and
packaging; and encouraging ado i n of substantially similar
