EARLY NOTIF CA ION SYSTEM POLICY
POLIC PROCEDURES
The Saint Paul City Council recog ze the needs of area residents and
neighborhood organizations for ti 1 information concerning local development
and change which may have an impa the community. Further, the Council
finds significant value in the vi s nd concerns of local residents and
groups as input for the decision k g process involved in granting or
denying approval of applications or arious licenses, permits, land use
changes and building or zoning va ia ces. To facilitate the necessary
information exchange between vari s City departments, boards� committees,
commissions, task forces, the Cit C cil (City agencies) and affected
neighborhood organizations. other 'ag ncies and individual residents, the City
Council has established this Earl N tif ication System (ENS) . By separate
resolution, the City Council has eq ested the Port Authority and HRA to
follow ENS. Operation of the ENS 'sh 11 be in conformance with the following
policies and procedures.
OLICY
City agencies shall use the ENS t i form neighborhq6d organizations and
concerned citizens of all conside ed and proposed lplanned or implemented
developments. legislative and pol cy changes, and �nforcement actions (City
actions) which may potentially im ac the neighborhood and/or area residents.
Notification through the ENS shal b in addition to, and not as a substitute
for, notices required by Federal. St te, County, and City Rules. Laws, and
Ordinances.
In addition to notices regarding ac ions on proposals brought before a City
board, committee, commission, ta k orce or council, these bodies shall
provide meeting notices and agen a o addressees on the Early Notif ication
System (ENS) list, as outlined i , p ocedures below. City departments and
divisions shall provide notices or various activities as detailed in
procedures below.
To assure that this policy is ca ri d out in a manner which provides adequate
notice of proposed changes and a ti ities, and to provide a suitable system
for monitoring notifications whi h ccur through the system, the following
procedures will be used in the o er tion of this ENS.
P OCEDIIRES
1. A listing of names and co le e addresses of contact persons arranged in
district number order shal b maintained, and updated at least
quarterly by the Citizen rt cipation Coordinator (CPC) ; this is the
"District^' portion of the ' NS list.

2. Representation on the ENS is shall be limited to: a) community
organizers, b) two persons fr m each planning district council, c) two
persons from each communit o ganization within a planning district, d)
neighborhood newspapers, e e ected state officials representing
districts or portions ther of and f) district liaison planners.
Selection of persons repre en ing planning districts and community
organizations is the respo si ility of the body to be represented.
3. A listing of names and com le e addresses of contact persons for all
City departments, division , ity wide agencies and organizations shall
be maintained and updated t east quarterly by the Citizen
Participation Coordinator; th s is the "All" portion of the ENS list.
4. Additions, deletions, or a dr ss changes on the ENS list shall be
referred to the C.P.C, who wi 1 issue updated lists to each City
department, division, boar' , ommittee, commission, Port Authority, HRA,
etc. , on a quarterly basis w en changes to the list occur. City staff
working with newly formed o ittees, commissions, task forces, etc. ,
shall report to the Citize P rticipation Coordinator regarding the date
of formation, type, functi n, name, and expected duration of the new
body (e.g. January 18, 198 ; ask force to study increased school age
populations; School Popula io Task Force; work to be completed and task
force dissolved by January' 19 0) .
5. A copy of each notice, age da questionnaire, plan, information packet,
etc. , sent out using the E rl Notification System shall be furnished to
the Citizen Participation oo dinator at the time of sending. Notations
on the C.P.C. 's copy shall cl arly indicate addressees, such as
"District #" , "ENS List".
6. Each notice, agenda, plan, in ormation packet, or questionnaire, etc. ,
sent through the ENS shall co tain the name of a responsible City
contact person, a phone n be at which the contact person can be
reached, and a notation i ic ting which district(s) will/may be
affected by the action pro os d.
7. For regularly scheduled me ti gs, the CIB Committee, City Council,
Housing and Redevelopment u ority Board, Planning Commission and Port
Authority shall send meet' g otices and agenda to the addressees on the
ENS, as far in advance of h meeting date as possible.
8. For meetings that are not e larly scheduled, all committees,
commissions, council and ' a s shall send meeting notices and agenda to
addressees on the ENS lis s ficiently in advance to provide a minimum
of three days notice of t eting.
9. A 45 day advance written t' e shall be furnished to the affected
district(s) for any publi h rings to consider the following:
a. Class III license a ' 1' ations and transfers
b. Contested renewals f 11 class III licenses

c. First time applicati ns for class I and II licenses
d. Noise variances
e. Street and alley vac ti ns, replattings and lot splits
f. Special assessments ff cting more than two properties within a
single city block
g. Development/redevelo me t advertisement
h. Changes in City poli y hich affect neighborhoods
10. To provide optimum notice or zoning matters the Zoning staff shall
provide written notice to ff cted neighborhoods according to the
following schedule:
a. Appeals; within two ' 2) working days of receipt of application
b. Change of nonconform ng use; within two (2) working days of
receipt of applicati n
c. Determination of sim la use; within two (2) working days of
receipt of applicati n
d. Special condition us ; ithin two (2) working days of receipt of
application
e. Rezoning; immediatel f llowing determination of sufficiency
f. Variances; within tw ( ) working days of receipt of application
g. 40 acre studies; at ea t 30 days prior to formal public hearing
11. A 30 day advance written n' ti e shall be furnished to the affected
district(s) for public hea in s to consider any of the following:
a. Housing or building on emnations
b. Housing or building em litions
c. Requests for buildin c de variances which:
1. Change occupan y oad for a building
2. Include cellar dw lling units
3. Include shared ba hrooms
4. Affect the ext ri r appearance of the building

12. Affected district councils h 1 be notified of any significant fire
code variances and of the ni 1 of any business license based on a fire
code violation.
13. Other notices to district I u il(s) shall include:
a. Availability of publ' nds for development/redevelopment
b. Availability of tax or ited and surplus properties suitable for
reuse
14. Release of public informat'on through community newspapers and the Saint
Paul Public Library system 'is strongly encouraged.
15. To make the system operate ef iciently and effectively, the following
guidelines are offered:
a. Obtain training, if ee ed to use the system, from the Citizen
Participation Coordi 'at r
b. If you are not a reg la user of the ENS system, notify the
Citizen Participatio ' C ordinator of your intent to use the system
so that mailings can be consolidated whenever possible
c. Good verbal communic ti ns with the Community Organizer will help
to assure timely co un ty feedback for you proposal
d. Obtain updated listi gs for the ENS from the Citizen Participation
Coordinator
e. Notify only the dist ic (s) which is/are affected by the item.
Whether sending a no ic to all districts (city wide) or a certain
district (district-s ec fic) , the mailing is always combined with
the "All" portion of th ENS list.

Attached for your review and refer al to the City Council is a proposed
revision of the "Early Notificatio S tem Policy and Procedures."
At the request of the Citizens Par ic' ation Task Force, the Planning
. Commission conducted a thorough re 'e of the Early Notification System (ENS)
specifically the ". . .legal constrai ts (time allotted for project review) ,
notification requirements and other re ated factors of the system. . ." for the
purpose of recommending appropriate ch nges to "strengthen the system and
process."
The Commission conducted this revie t rough its Neighborhoods and Housing
Committee last year, and held a pub ic hearing on the proposed revisions to t�ie
system. Although changes recommend d or the system were minor, the entire ti.
text of the policy was rewritten fo c arification.
Following the public hearing held J ly 8, 1988, in room 1300 of the City Hall
Annex at 9:00 a.m. , the Commission ef rred the policy document back to its
Neighborhoods and Housing Committee t incorporate changes suggested in the
public hearing and agreed to by the Co ission.
At its regular meeting July 22, 198 , he Planning Commission adopted
resolution number 88-50 by unanimou v ice vote, recommending the revised
"Early Notification System Policy a d rocedures" to you and the City Council
for your review and action.
Owing to vacations, and subsequent ha ges in staffing within the Planning
Division, continued processing of t e atter was overlooked. Although the
impact of the changes made by the p op sed revision of the document is not
major, we regret the serious lapse 'n rocessing the matter through to
completion in a timely manner. } .

EARLY T ICATION SYSTEM
POLI PSOCEDUxES
The Saint Paul City Council reco iz s the needs of area residents and
neighborhood organizations for ti el information concerning local development
and change which may have an impa t n the community. Further, the Council
finds significant value in the vi ws and concerns of local residents and
groups as input for the decision k ng process involved in granting or
denying approval of applications or various licenses, permits, land use
changes and building or zoning v i ces. To facilitate the necessary
information exchange between var City departments, boards, committees,
commissions, task forces, the Ci uncil (City agencies) and affected
neighborhood organizations, othe a ncies and individual residents, the Gity
Council has established this Ear tification System (ENS) . Operation of
the ENS shall be in conformance it the following policies and procedures.
POLICY
City agencies shall use the ENS o nform neighborhood organizations and
concerned citizens of proposed d ve apments, legislative and policy changes,
and enforcement actions (City ac io s) which may potentially impact the
neighborhood and/or area residen's. Notification through the ENS shall be in
addition to, and not as a substi ut for, notices required by Federal, State,
County, and City Rules, Laws and 'Or inances.
In addition to notices regarding ac ions on proposals brought before a City
board, committee, commission, ta k orce or council, these bodies shall
provide meeting notices and agen a o addressees on the Early Notification
System (ENS) list, as outlined i p ocedures 7 and 8 below. City departments
and divisions shall provide noti es for various activities as detailed in
procedures 9 and 10 below.
To assure that this policy is ca ri d out in a manner which provides adequate
notice of proposed changes and a ti ities, and to provide a suitable system
for monitoring notifications whi h ccur through the system, the following
procedures will be used in the o er tion of this ENS.
P OCEDURES
1. A listing of names and co le e addresses of contact persons arranged in
district number order sha b maintained, and updated at least
quarterly by the Citizen r cipation Coordinator (CPC) ; this is the
"District" portion of the S list.
2. Representation on the ENS i shall be limited to: a) community
organizers, b) two person f in each planning district council, c) two
persons from each communi ganization within a planning district, d)
neighborhood newspapers, ) lected state officials representing
districts or portions the eo , and f) district lisison planners.
Selection of persons repr se ting planning districts and community
organizations is the resp ns bility of the body to be represented.

4. Additions� deletions, or a dr as changes on the ENS list shall be
referred to the C.P.C. who wi 1 issue updated lists to each City
department� division, boar , ommittee, commission, etc. , on a quarterly
basis� when changes to the li t occur. City staff working with newly
formed committees� commiss o , task forces� etc. , shall report the date
of formation� type� functi n� name, and expected duration of the new
body (e.g. January 18, 198 ; ask force to study increased school age
populations; School Popul io Task Force; work to be completed and task
force dissolved by January 19 0) .
5. A copy of each notice, age da questiontiaire� plan, inforoation packet,
etc. , sent out using the rl Notification System shall be furnished to
the Citizen Participation oo dinator at the time of sending. Notations
on the C.P.C. 's copy shall cl arly indicate addressees, such as
"District #"� "ENS List".
6. Each notice, agenda, plan, in ormation packet, or questionnaire, etc. ,
sent through the ENS shall co tain the name of a responsible City
contact person� a phone n be at which the contact person can be
reached, and a notation in ic ting which district(s) will/may be
affected by the action pro os d.
7. For regularly scheduled me ti gs, the CIB Committee, City Council�
Housing and Redevelopment ut ority Board, Planning Co�ission and Port
Authority shall send meeti g otices and agenda to the addressees on th�
ENS, as far in advance of he meeting dafe as possible.
8. For meetings that are not e larly scheduled, all committees�
commissions, council and b ar shall send meeting notices and agenda to
addressees on the ENS list su ficiently in advance to provide a minimum
of three days notice.of th' m eting.
9. A 45 day advance written n ti e shall be furnished to the affected
district(s) for any publicihe rings to consider the following:
a. Class III license ap li ations and transfers
b. Contested renewals o a 1 class III licenses
c. First time applicati ns for class I and II licenses
d. Noise variances
e. Street vacations imp ct ng more than ten abutting neighbors
f. Special assessments ff cting more than ten property owners within
a single city block
g. Development/redevelo me t advertisement

Notification System Policy and Pro ed res," requested by the Citizens
Participation Task Force. The doc e t was prepared for, and reviewed by the
Planning Commission, which body re o ends the proposed form for substitution
of the current language in Appendi c apter A-11 of the City's Administrative
Code.
I have reviewed the document and f'nd it a significant improvement on the
current text of this chapter. Sub ti tion of this document for the existing
language will make the ENS process ea ier to understand and use. I recommend
adoption of the attached resolutio ' t accomplish this end.
