� A RESOLUTION ESTABLISHING AN
ADVISORY TASK FORCE TO STUDY '
PUBLIC FINANCING OF CTTY CAMPAIGNS
' VV��REAS, the financing of presidential campaigns and campaigns for U.S. Senate and
House of and Representatives is provided by the public through an income taac check-off
system; and
W�-iEREAS, fina.ncing for campaigns for state senate and house seats is provided by the
public through a check-off on the Mi.nnesota state income tax and property tax refund
forms; and
W�REAS, candidates for city elective offices have found it increasingly difficult to
raise the necessary funds to conduct a viable, informative campaign; and �
WF-i.EREAS, candidates new to the political process or of Iimited income find it
impossible to conduct a viable campaign for public office at the local level because of
the lack of funds; a.nd
W��REAS, it is imperative that the voting public be given the full opportunity to I�ow
and understand the position of each candidate on various issues in order to make an
educated choice; now, therefore, be it . �
RESOLVED, that the Council of the City of S� Paul hereby establishes an advisory task
force to determine the viability of public financing for S� Paul elections, identify
possible alternatives for funding, identify changes necessary in state statute or city
ordinance and to make final recommendations to the City Council and Charter �
Commission; and be it further
