On August 9, 1986, Michael Ro r Drake was arres ed for Aggravated
DWI by a St. Paul police offi r There is evid nce to indicate
that the St. Paul police offi er applied his stu gun to the plaintiff '
body while the plaintiff was an cuffed and not danger to the
officer or anyone else. This of ice recommends ettlement of this
matter in the amount of $3, 50 .
